The meeting was called to order by rr. r•onvan nresidin,- in the absence of ia,
vor
Swanson. Roll call of members: Richard uorgan, whet Cone, Carl bwanson, mil Voienok
and Helen Jones present.
A bill from the city attorney was read and discuessed. This was tabled until the next
meeting as more information concerning the bill was necessary.
Bills from the Spur Motel and the Kenai Motel for Doom rent for Jacqueline Horning,
Planning Consultant were read. Helen Jones made a motion that the bills be raid.
Motion seconded by Chet Cone. Potion passed unaminously.
A letter was read from the Kenai Chamber of `'ommerce regarding traffic problems in
Kenai and asking the help of the council in overcoming these specific problems.
After a short discussion the letter was tabled until the Ordinance on traffic is
approved and adopted by the City. At that time, the letter will be revived and the
council will be glad to discuss and help in the solution of traffic problems.
A cony of a letter from the Kenai Power Corporation to Mr. K. A. Sheppard, Area Manager,
Alaska Concrete Conduit Company was read. The letter concerned the proposal of
negotiations for furnishing sufficient gas to supp ly the Kenai area and was heard
with interest by the council members.
Mr. Arnesa, Civil Defense Director of the Kenai Area talked to the council about the
grader. After a discussion a motion to purchase the grader for $350. from Civil
Defense was made by Chet Cone and seconded by Helen Jones. The motion passed unaminously.
An agreement is to be drawn up between the City and Mr. Arness. showing the limitations
of the use of the grade& as within the boundaries of the city, that a capable driver
to overate the grader is to be found, that reasonable good care is taken of the vehicle
and that the grader will be available for the use of Civil Defense in case of a National
emergency or a major catastrophe.
Mr. McKee, assessor, reported that he has finished approadzately J of the field work and
that, so far, things are going smoothly. Mr. ?McKee mentioned that some church vronerty
in Kenai is rented for a profit and is therefore taxable. He asked the councilfs
disposition in the case. It was decided that he should go ahead with the work of
assessing the property and the decision.would be made later.

Yr. Morgan reported that at the Civic League meting held October 3rd the League had
voted to turn their property over to the City of Kenai by January 1961, Agreements are
to be worked out with the Civic League, Library Board, Homemakers Club and Volunteer
Fire Department.
Mr. Joy Bayes tobd the council that he is willing to work with Jerry Hobart as a deputy
to help out. He would like to be reimbursed for the use of his car, meals etc if a
trip to Seward was necessary, otherwise, he is willing to donate his time to help the
City establish its police devartment. The council decided that until the Drover
Ordinance was approved to set up a police department this would have to be tabled. It
was also decided that they would then meet with Jerry and Jo dicuss duties, a plan
for reimbursement and to draw up agreements. The council that their gwrAwe
appreciation of Joees willingness and offer of help become a matter of record.
A motion was made by Chet Cone that a notice be published in the Cheechako New stating
that a City Bulletin Board has been placed at the Deputy Magistrate's office for the
posting of official bulletins and talc notices. 'Motion was seconded by Mrs. Jones.
Motion passed unaminously.
