OLD BUSINESS 6-a Float Plane Basin MOTION: Committee Member Bielefeld moved, seconded by Member Ames, to accept the original proposal, to the suggested replacement. The Most of the material that was tested by Mike showed it was not very suitable, it could not for roads or any future use. The City will need quite a bit of fill for areas involved ramp extension and taxiway. We are running out of good material. He added, this plan has left a good g~avel area between the existing ~un and the existing float plane basin. We do not know about the p~oposed float plane basin. He is ~gainst tying the float plane basin to a g~ant coming down the road. The g~avel would still be the.re fo.r the p~ojects. As for the 28]~000 cu. yds. of t~sh mate~ial~ the depth of the existing float plane basin is ]6X]O0. We can deposit in the bottom of that. We could put } basins in if all we wanted to do is dispose of di~t. Airpo.rt Manager Swalley noted we do not need a pe.rmit if we stockpile outs. i, de of wetlands. Committee Membe.~ Sibley said he could get rid of the di~t. Airport Manager Swalley asked the committee~ they anticipate about' ~00 planes ove~ a couple of years using the float plane basin? What is the taxi time? Committee Membe~ Sibley ~eplied~ most of the planes wi11 stop in 800 ft.~ take off time takes 2000 to ~000 ft. M~. Swalley noted you have to figure maximum time. Committee Membe.~ Sibley said 5 o~ 6 yea~s down the line we will have 4000 ft.~ but this must pay fo~ itself first. The big problem is taking off ove~ houses and FAA approval. This will solve these problems. It will also solve the expansion p~oblem. Mr. Swalley suggested the City should go after the entire ~60 acres. Committee Membe~ Sibley said that taxiway goes into lands to be leased (7 lots) for development. There is an additional problem, the island is 4 ft. high. Some people will land on the wrong side, in the other proposal this will not happen. The ski strip, taxiway and road access are all t he s amc. Motion passed unanimously by roll call vote. 7-b Engineering Proposals Committee Membe~ Sibley asked, what kind of time facto~ a~e we looking at? Mr. Tauriainen replied, they would have the final d~aft by Feb. 24. Committee Membe~ Sibley asked, when would it be complete? M~. T au~iainen ~eplied, by late Summe.~. M~. Bryson replied, the Nanana project was the same, it took 5 months, including Corps. process. Councilman Measles noted, neither p~oposal takes into consideration any testing. Mr. Bryson said they had done some superficial testing. M~. Tauriainen said they would assume all is waste and budget accordingly. Public Works Director Kornelis said the.ce was a test hole near there, along the fence. Committee Member Sibley noted both fi~ms are equally qualified. Committee Membe~ the Maste~ Plan~ Comm±ttee Membe~ fo~ ATC and FAA, Oleson asked if this plan would fit in with Airport Manager Swalley replied yes. Sibley noted Walt Parker, who has worked is available if we have any problems. Mot ion passed unanimously by roll call vote. Public Works Director Kornelis said he would make resolution for Council approval. up a Committee Member Sibley said it was first considered to g~ade the lots fo~ the lessees. There is considerable good fill dirt, the lot owners could develop themselves and they will need a place fo~ that di~t. He suggested deleting the pa~t about City improving the lots, just leveling them. Eventually they are thinking of City wate.~ & sewer. The cost of a lift station would be passed on to the owners. It would cost $18,000 for gas on every lot. He suggested the City put in up-front costs. Not counting water & sewer, it would be $7,500 to 7 lessees fo~ gas, phone & electricity. The reason for water & sewer is, with the elevation, it would be impossible to have septic tanks. Public Works Di.~ecto~ Ko,,hells noted it would have to have a study and go to FAA first. Airpo.ct Manage.c Swalley said clea~ing trees, etc. would be inconsistent with City policy ~egarding leased lands. MOTION: Committee Member Sibley moved, seconded by Committee Member Ames, to ceeommend to Council as soon as possible that we determine if we can get 1/2, 1/4 sections or all that land. Committee Membe~ Sibley asked sale. Committee Member Sibley recommended Administration look into alternatives. want VOTE: Mot ion passed unanimously by roll call vote. 7. NEW BUSINESS Committee Membe~ Sibley asked if City Manager B~ighton could explain the policy of the City not getting into tie down leases. With the cost of the fish hauling apron, it is silly to have it empty P months a yeac. It could be used. It is long enough fo~ a ski strip now. Airport Managec Swalley explained, the gravel strip is the same length as the summer strip, 1000 ft. They had agreed that is too short. He added, the~e a~e private tie-down businesses, that would be competition with them and we can do it cheaper. Committee Membe~ Sibley said the strip is }000 ft., we only need cones to make it long enough. Mr. Swalley noted the gravel pad to the no~th is not straight and level.
