Chairman Measles reiterated the request
that the Committee consider the project
from the Council
done in two phases.
Public Works Director Kornelis asked to speak on the
design-buiid aspect. Hr. Korneiis expIained severaI reasons
for no~ adopting ~he design-buiid ~ype of bid which incIude:

for ~he contractor; design-buiId projects are very cos~iy;

flooding in ~he pas~. The City will have ~o ~equire ~he
eon~rac~o~ ~o have ~ $1 million p~ofessional liability
omissions and e~o~s insurance. The o~he~ ~hing ~ha~ needs
~o be done is a soils sampling. Don't wan~ ~o' begin digging
and the cont~acto~ could find that the soils a~e saturated
and pumping wiIi be ~equi~ed o~ that the soiIs a~e ciay and
wiiI cave in. In design-buiId, the contractor is bidding on
unknowns.
The Committee next discussed doing the ~amp extension the
same time as the fioat pIane basin is done. The desi~-
abiIity of doing them togethe~ wouid be that, shouid the
soiIs prove usabie, the soiis excavated f~om the basin eouId
be used in the ramp and those taken f~om the ramp as
overburden couid be used as fiii in pIaces needing fiIi at
the basin site, saving the taxpayers a sizabIe sum. Again a
soiis sampie wouId be important. If the basin were surveyed
soon, when the p~ojects a~e ~eady to go, the cont~acto~
eouid be pointed at the fIagged area fo~ either dumping
overburden o~ excavating needed backfiii.
M~. Brighton was questioned regarding ~he g~an~ in 3uneau.
H~. B~igh~on explained ~ha~ ~he money is in ~he Governor's
budge~ and ~ha~ ~he legislature can'~ veto ~he Governor's
budge~ so ~he money is secure. Hayor Wagone~ pointed ou~
tha~ ~he idea was a good one. The City wan~s ~o ge~ the bes~
benefi~ fo~ ~he money g~anted. It is be~e~ ~o slow down
and do ~he p~ojec~s ~igh~, ~a~he~ than forge ahead ~ying to
make a ~ime schedule and perhaps make a mistake.
Chairman Measies asked M~. B~yson wha~ bo~ings or samplings
had been done in conjunc~ion wi~h his ~epo~, M~. B~yson
s~a~ed ~ha~ ~he oniy sampiing had been done on ~he perime~e~
of ~he bas in.
MOTION:
Committee Member Ogden moved to ~eeommend to the City
Council to begin surveying and obtain soils testing at
basin to see what the City is up against, seconded by
Committee Member 3ones.

Mayor Wagoner pointed out that if stakes were put out now
they may be lost, Chairman Measles stated that the~e was no
time set on when to do this. Mr. Brighton expected that a

portion of the money could be available at the end of
August. Hr. Brighton asked Hr. Kornelis when we could be
bid ready, he s~a~ed ~hat in one month, with advertising.

(Referred from Planning~ Commission)
Chairman Measles ruled that this item is not in the realm of
the Committee's responsibilities and requested this be
referred back ~o the Planning Commission.

COMMITTEE QUESTIONS & COMMENTS
Committee Member Sibley stated that he wished to resign the
Committee as he is looking to move to Soldotna.
Chairman Measles stated that the Committee has appreciated
Mr. Sibley's efforts, recognizing that Mr. Sibley has put in
more hours on the project than anyone.
