ROLL CALL ~ , , Present Ron Malston Tom Irwin Josh Knopper Tim Miller Frank Stevison Bill Toppa Absent ,, Les Vierra (excused) In Attendance: Mayor Williams, for Councilwoman Bailie Randy Ernst, Airport Manager Councilman John Wise 2. APPROVAL OF AGENDA ~ , 3. PERSONS PRESENT SCHEDULED TO BE HEARD None. 4. APPROVAL OF MINUT.ES - ApriI 9,. 1987 Minutes approved as presented. 5. MANAGER' S REPORT Mr. Ernst explained to the Commissioners that he did try to get in touch with the gentleman from "ASK" on the marketing survey. He was not able to attend this meeting, but will attend the next meeting. Mr. Ernst also referred the Commissioners to his memo to file, of the meeting with Lt. Victor Winters of the Air National Guard regarding plans and land at the Kenai Airport. 6. OLD BUSINESS . a. Review of Tie-down Master Plan. Chairman Malston asked for questions or comments. Mr. Ernst needed from the Commissioners, approval of the master plan and tie-down costs to take to City Council for approval. KENAI AIRPORT COMMISSION April 23, 1987 page -2 Discussion was held regarding electrical fees and use as a method of key control, and the availability of personnel. MOTION Commissioner Stevison moved to approve the long term tie- down Manager's plan, deleting the electrical. Motion was seconded by Commissioner Knopper. Motion passed by unanimous consent. b. Update on Project with Air National Guard. Mayor Williams commented on the letter from Senator Stevens. Mayor Williams explained, the letter dated April 6th arrived on April 16th, just after his letter of April 16th was prepared and sent to him regarding the project of obtaining an Air Guard Wing for the City of Kenai. Senator Stevens letter also had a copy of a letter from Major Robert Burns, USAF, regarding the letter of inquiry by Mayor Williams. Mayor Williams also indicated, in his discussions with Congressman Don Young, that he would be more than willing to help in anyway he could to bring an Air Guard Unit to Kenai. 7. NEW BUSINESS Mr. Ernst reported on his talk with Lt. Winters, an engineer with the Air National Guard. (Memo to File attached) 8 . INFORMATI ON Letters were addressed in general earlier. It was suggested and the general consensus of the Commission was to wait for an answer from Senator Stevens before going into further discussion at this time. 9. COMMISSION COMMENTS & QUESTIONS Commissioner Irwin is going to contact Major Burns to make sure copies of letters from Senator Stevens reach General Conway's Office. KENAI April AIRPORT COMMISSION 23, 1987 page -3- Mayor Williams suggested correspondence with Northern Air Cargo be initiated. There.was general discussion on.-the functions and availability of Northern Air Cargo relocating to the Kenai Airport for their new base of operations. Mayor Will iam~ will contact and perhaps schedule them to meet with the Commission to make a presentation. The Commissioners tonight's meeting. are touring the Airport facilities after Commissioner Stevison will be out of town from May 13th to June 1st. 10 .
