ROLL CALL Members present: Joel Kopp, Bonnie Koerber, Henry Knackstedt, Bob Scott, Tom Thibodeau, Ron Holloway Also present: Randy Ernst, Airport Manager; Carol Freas, City Clerk 2. APPROVAL OF AGENDA Ron Holloway moved approval of agenda. Agenda approved as presented. 3. PERSONS PRESENT SCHEDULED TO BE HEARD Tom Thibodeau noted that no one was scheduled, but asked if there were persons present who wished to address the Commission. Gary Hunt, the new commander of Kenai Civil Air Patrol Squadron, introduced himself. He asked the Commission to consider pursuing funding through the City Council for extending and improving the taxiway to the CAP hangar. Hunt read a letter to the Commission (attached), and distributed maps of the project. Estimates for the project would be approximately $50,000. Randy Ernst made a point of interest, that the area is actually a portion of the CAP ramp, it is not part of the taxiway. Ernst wanted to clarify the request was for an extension to Foxtrot, and that it would be 30 feet by 400 feet plus a pad near the hangar. Hunt said the pad would be the width of the hangar and 40-50 feet out in front. Just enough to turn the planes around and start the engines without sucking gravel up into the turbines and rotor blades. Tom Thibodeau asked the Commission if they wished to recommend to Council that this project be considered by the City. Bob Scott said he supported this, but did not feel comfortable with the numbers presented. He felt that the amounts needed to be clarified before this was passed on to Council. Kenai Airport Commission November 17, 1994 Page 1 Henry Knackstedt said that these would be hard to get until the project is bid. He said it would just be an estimate. Hunt said until it goes out to bid and is contracted the amount is the best estimate that can be established. Ernst said this project could be presented to Council as a concept, then if they were interested more details could be provided. If the Council accepts the project, then hard numbers can be presented and a final decision can be made. MOTION AND VOTE: JOEL KOPP MOVED THAT THE CITY EXTEND THE TAXIWAY TO THE CAP HANGAR AS STATED IN THE PROJECT PROPOSAL USING AIRPORT FUNDS. RON HOLLOWAY SECONDED. DISCUSSION: Henry Knackstedt recommended if the Council agrees to consider this project, the information should go to the City Engineer for his recommendation or comment. Tom Thibodeau felt that the Engineer would be consulted on this project anyway. It would be good to have a representative at the Council meeting when they consider this item so a recommendation can be made if the Engineer has not already reviewed the plans. Request for Proposal (RFP)-Refurbish Ticket Counters at Airport Ernst had thought the item could be handled as an RFP, but the amounts of the RFP's received exceeded the $10,000 requirement, so the project must go out to bid. Ernst sent out bid packets to all the companies that had sent in RFP's. December 1st will be the deadline for the bid, which will make it available for the Council meeting of December 7th. The project is scheduled to begin March 1st. After the first of the year bids will go out to recarpet the terminal, so the carpeting can be laid in conjunction with refurbishing of the counters. NEW BUSINESS a. RFP-Aviation Planning Services Ernst reported that the grant request and RFP were in the packet. The RFP is requesting companies to express interest in producing the Master Plan. The proposals should be received by December 5th. A committee will review all proposals and narrow the submissions down to three. Ernst suggested an Airport Commissioner be appointed to this committee. After a firm is selected the Scope of Work and details will be worked out between the Consultant, City, FAA, etc. Joel Kopp tentatively volunteered to serve on the committee, if the schedule was workable for him. Bob Scott volunteered to back Kopp up if he couldn't attend. 7 · AIRPORT MANAGER' S REPORT a. Snow Removal from Car Rental Parking Lot Ernst had sent a letter to the Car Rental Agencies regarding this issue. The City is not responsible for removing snow from this ~lot but will continue to do so on a non-priority basis. The first priority is to clear the airport, then the city-wide parking lots then the rental car parking lot. If that is not acceptable they can hire someone to clear their lot. Bonnie Koerber said the rental agencies do have a big problem when the snow is heavy, and the agencies have discussed several options to remedy this situation. She felt the city did a good job on clearing the lots, but the last snow was so heavy it was a problem. Koerber asked Randy if the City crews could forewarn the agencies when they will be plowing so cars can be moved. Kenai Airport Commission November 17, 1994 Page 3 Enplanements are up this year and the last few months have set records. Even the pay parking has increased. Ernst said, Barbara Edwards, a representative of Mark Air, has expressed interest in serving on the Commission. She is filling out an application which will need to be approved by the Council. 8. COMMISSION COMMENTS AND QUESTIONS Tom Thibodeau suggested a new chair be elected for the Commission as the previous chairman, Bill Toppa, had been appointed to the Planning and Zoning Commission. MOTION: HOLLOWAY MOVED TO HAVE TOM THIBODEAU BE CHAIR OF THE COMMISSION AND JOEL KOPP SECONDED. THERE WERE NO OBJECTIONS. SO ORDERED. MOTION: JOEL KOPP MOVED TO ELECT RON HOLLOWAY AS THE VICE CHAIR. HENRY KNACKSTEDT SECONDED. THERE WERE NO OBJECTIONS. SO ORDERED. b. New Commuter Regulations Ron Holloway asked Randy Ernst if he believed the new regulations for commuters would affect Kenai. Ernst stated he had read some information on the new regulations. However, he did not think they would affect Kenai in the near future. The changes will be very costly. Thibodeau suggested there would still be a requirement for persons to have pilot training, etc. This will take time and expense. Ernst added, pilots ~ INFORMATION ITEMS 10.
