C HENRY KNACKSTEDT, STEM 1: CALL TO ORDER & ROLL CALL Chairman Knackstedt called the meeting to order at 7:00 p.m. The roll was taken as follows: Present: Bielefeld (left at 8:50), Knackstedt, Holloway, and Van Zee Absent: Copple, Haralson, Favretto Others Present: Airport Manager Cronkhite, Councilwoman Swarner, and Contract Secretary Kellerby ITEM 2: AGENDA APPROVAL MOTION: Commissioner Van Zee MOVED to approve the agenda with the modification that Item 6(a) be moved to Item 4(a) and Commissioner Bielefeld SECONDED the motion. There were no objections. SO ORDERED. ITEM 3: APPROVAL OF MINUTES -- June 8, 2000 MOTION: Commissioner Bielefeld MOVED to approve the minutes and Commissioner Van Zee SECONDED the motion. There were no objections. SO ORDERED. ITEM 4: NEW BUSINESS 4-a. Discussion: Introduction of New Air Traffic Manager Cronkhite introduced Jake Jacobson to the Commission as the new Air Traffic Manager. He gave a brief description of his background and experience and some things he hoped to accomplish in his new role. The Commission welcomed him and asked questions. ITEM 5: OLD BUSINESS 5-a. Discussion: Collings Foundation Visit: Lessons Learned Cronkhite suggested the Commission discuss and record what they would like to see again for this type of event and what they could do better next time. It was estimated that 2,000 people attended the event throughout the weekend and there was discussion on how much money was made. It was reported the Collings Foundation was very pleased with the turnout in Kenai and the turnout was phenomenal in Anchorage. The Commission would like to have more notice in advance from the Collings Foundation $ they do this again next year. 5-b. Discussion: Goals & Objectives Cronkhite included information and worksheets in the packet to assist the Commission in fmalizing the goals and objectives for the Kenai Airport Commission. There was much discussion as to what should be on the list and Contract Secretary Kellerby noted those ideas on a master worksheet. ITEM 6: PERSONS SCHEDULED TO BE HEARD -None ITEM 7: REPORTS 7-a. Commission Chair -- None ?-b. Airport Manager -- None 7-c. City Council Liaison -- None ITEM 8: COMMISSIONER COMMENTS/QUESTIONS Councilwoman Swarner asked about a broken automatic gate at the airport and the status of flowers being planted around the terminal. Cronkhite reported on what was being done for beautification. ITEM 9: PERSONS NOT SCHEDULED TO BE HEARD -None YTEM 10: INFORMATYON ITEMS - No comments ITEM 11: ADJOURNMENT Bielefeld needed to leave at 8:50 P.M. which altered the number required for a quorum. The meeting adjourned and a brief work session was held. The meeting was adjourned at 9:00 P.M. Other • Electrical outlets for airplane plug ins-winter • Fence to block wind -long term parking • Move parking lot • Commission have more input in the meeting packet (such as agenda information) Airport Commission Goals Worksheet Page 1 of 1 ~~ ~a Kenai Municipal Airport (ENA, PAEN) Noise Abatement Procedures Revised August 2, 2000 The following procedures are in effect to promote a good neighbor policy between the users of the Kenai Municipal Airport and the residents of Kenai. This program is published as voluntary in nature, however, it is expected that companies and individual pilots operating at this facility uRil make every effort to follow these procedures. These procedures are directed at large, heavy and jet aircraft performing training maneuvers and do not override procedures for aircraft on an IFR flight plan. Unless otherwise instructed by Air Traffic Control, the following voluntary noise abatement procedures are in effect at Kenai. 1. Training flights for large, heavy, and jet aircraft will be prohibited from 2200 Local unti10700 Local. 2. At the discretion of ATC (Air Traffic Control) and when traflec, wind, and other conditions allow, aircraft wiU land runway 19Raad depart O1L. 3. Large, heavy, and jet aircraft will strictly comply with the 1600 MSL visual pattern altitude. a) Visual pattern using Runway 19R: Aircraft on departure will not w~ turn crosswind until at least 1000 MSL and'/: mile past the I~ ~ shoreline. A wide pattern will be flown west of the prison. b) Visual pattern on Runway O1L: Fly a wider than normal pattern, remain west of prison. Inifiate turn to base at least 11/z mile past the shoreline over the water. 4. Large, hea.~ and jet aircraft circling from a published approach under VFR will do so at 1000 AGL or higher. Aircraft will circle west and initiate circle so as to avoid housing areas west and southwest of the airport. a) Circle Runway 19R: Initiate circle over water at least'h mile from the shoreline. Fly a wider than normal pattern and remain west of the prison. b) Circle Runway O1L: Fly a wider than normal pattern, remain just west of the prison. Initiate turn to base at least Yz mile past the shoreline over the water. 5. No tactical (extreme low level) type approaches are permitted on O1L. 6. All companies desiring to conduct training activities involving large, heavy or jet aircraft at the Kenai Municipal Airport will provide the Airport Manager with a contact phone number for noise complaints. ft is expected that ali pilots operatng at this facility uri11 demonstrate regard for the neighboring community and conduct their operations accordingly.
