Chairman Knackstedt called the meeting to order at 7:00 p.m. The roll was taken as
follows:

Others Present: Airport Manager Cronkhite, Councilwoman Swarner (arrived at

MOTION:
Commissioner Holloway MOVED to approve the agenda as presented and
Commissioner Van Zee SECONDED the motion. There were no objections. SO
ORDERED.
YTEM 3: APPROVAL OF MINUTES -- July 13, 2000
MOTION:
Commissioner Holloway MOVED to approve the minutes and Commissioner Van Zee
SECONDED the motion. There were no objections. SO ORDERED.

5-a. Approval -- FY2000 Goals & Objectives List
There was discussion of the FY2000 Goals 8s Objectives list included in the packet.
MOTION:
Commissioner Van Zee MOVED to approve the FY2000 Goals 8c Objectives List as
presented to be submitted to City Council for their approval and Commissioner
Holloway SECONDED the motion. There were no objections. SO ORDERED.
ITEM 6:
6-a. Discussion -- Amendment to Noise Abatement Procedures
Cronkhite reported on the revised August 2, 2000 Kenai Municipal Airport (ENA, PAEN)
Noise Abatement Procedures included in the packet.
MOTION:
Commissioner Van Zee MOVED to approve the August 2, 2000 Kenai Municipal
Airport (ENA, PAEN) Noise Abatement Procedures as presented and Commissioner
Holloway SECONDED the motion. There were no objections. SO ORDERED.
%TEM T: REPORTS
7-a. Commission Chair -- Commissioner Knackstedt noted that Carrie Kleidon, an
employee at the control tower, was in the audience and had applied to be appointed on
the Airport Commission. Kleidon gave a brief summary of her experience and why she
wished to appointed.
7-b. Airport Manager -- Cronkhite thanked Kleidon for her attendance of the Airport
Cornrnission meetings. Cronkhite also reported on the High School Sports flyer she
passed out to the Commission which gave details of the KSRM and KWHQ radio
stations' promotion to support the four local high school sports programs. She felt this
would be a good vehicle to use in advertising the airport.
MOTION:
Commissioner Van Zee MOVED to approve the airport spending 15% of its advertising
budget on community advertising and Commissioner Holloway SECONDED the
motion. There were no objections. SO ORDERED.
Cronkhite reported the Airport was setting up a web page as a free service for its
tenants to promote those businesses (restaurant, car rental agencies, fuel service, etc.).
7-c. City Council Liaison. Councilwoman Swarner reported some members of the
council and administration met with representatives from Senator Stevens' office at the
Challenger Learning Center. She noted the City Council action agendas included in
the packet and the Commission briefly discussed the design and site preparation of the
new Fire Station.
ITEM 8: COMMISSIONER COMMENTS/pUESTIONS
Commissioner Van Zee asked about the voice mail status of the airport and Cronkhite
gave an update on the phone system. There was also discussion on how to solve the
cigarette butt problem.
ITEM 9: PERSONS NOT SCHEDULED TO BE HEARD
Leo T. Oberts asked the Commission some questions concerning the fire station and
the airport's future planning. He noted, he was planning to sell property on Big Eddy

potentially for large hotels and the availability of aircraft and airport facilities would
need to be considered as support for these hotels. He felt there was great potential far
the community and the airport.

Noise Abatement Procedures
Revised September 6, 2000
The following procedures are in effect to promote a good neighbor policy between the users of the
Kenai Municipal Airport and the residents of Kenai. This program is published as voluntary in
nature, however, it is expected that companies and individual pilots operating at this facility wits
make every effort to follow these procedures.
These procedures are directed at large, heavy and jet aircraft performing training maneuvers and
do not override procedures for aircraft on an IFR flight plan.
Unless otherwise instructed by Air Traffic Control, the following voluntary noise abatement
procedures are in effect at Kenai.
1. Training flights for large, heavy, and jet aircraft will be prohibited from 2200 Local until
0700 Local.
2. At the discretion of ATC (Air Traffic Control) and when traffic, wind, and other
conditions allow, aircraft will land runway 19R and depart O1L.
3. These procedures are written assuming a right traffic pattern on 19R. Ifconditions
do not allow for this or other noise abatement procedures to be followed, air traffic
control will restrict aircraft to one operation and request they depart the airspace
until such time as there is a reasonable expectation that noise abatement procedures
can be adhered to.
4. Large, heavy, and jet aircraft will strictly comply with the 1600 MSL visual pattern
attitude.
a) Visual pattern using Runway 19R: Aircraft on departure will not turn
crosswind until at least 1000 MSL and'/z mile past the shoreline. A wide

b) Visual pattern on Runway O1L: Fly a wider than normal pattern, remain west
of prison. Initiate turn to base at least'/z mile past the shoreline over the
water.
5. Large, heavy and jet aircraft circling from a published approach under VFR will do so ak
1000 AGL or higher. Aircraft will circle west and initiate circle so as to avoid housing
areas west and southwest of the airport.
a) Circle Runway 19R: Initiate circle over water at least''/z mite from the
shoreline. Fly a wider than normal pattern and remain west of the prison.
b) Circle Runway O1L: Fly a wider than normal pattern, remain just westof the
prison. Initiate turn to base at least'/z mile past the shoreline over the water.
6. No tactical (extreme low level) type approaches are permitted on O1L.
7. All companies desiring to conduct training activities involving large, heavy or jet aircraft
at the Kenai Municipal Airport wilt provide the Airport Manager with a contact phone
number for noise complaints.
It is expected that alt pilots operating at this facility will demonstrate regard for the neighboring
community and conduct their operations accordingly.

Re: Specaal IJse Pcrenzt -Alaska Call Cortnectlon
Bids for the right to operate and maintain a Prepaid Calling Card Machine in
the Kenai Airport were opened on September 6, 2000. Three bid packets
were given out with only one bidder submitting a bid.
Alaska Call Connection was the sole bidder. Their bid was for 25% of the
monthly gross receipts. Additionally they propose to install a new machine
and lower the rates for customers to under eight cents per minute.

exclusive agreement. Attached is a copy of the proposed permit. What is
the recommendation of the Airport Commission? The matter will be
scheduled for approval at the September 20, 2000 City Council meeting.

SPECIAL USE PERMIT
DATE:
The CITY OF KENAI for the considerations and pursuant to the
conditions and requirements set forth below hereby grants to:

hereinafter sometimes referred to as the PERMITTEE, the right to operate
a Prepaid Calling Card Machine at the Kenai Municipal. Airport Building
for Prepaid Calling Cards only. The Airport Manager shall determine the
exact placement after consultation with the PERMITTEE.
1. Term: The term of the Special Use Permit is for 5 years, commencing
on the I.st day of October 2000, to the 30tH day of September 2005.
2. Rental Payment: The rental specified herein shall be payable as
follows:
A. Right, of entry and. occ.,upancy is authorized as the 1st day of
October 2000.
B. Rental shall be a monthly fee of 25% of gross receipts on a monthly
basis for the privilege of conducting the business authorized
herein, pies any applicable tax.
C. All payments shall be made monthly within ten (10) days after the
end of each month; and shall be accompanied by a separate
certified statement showing gross receipts from each of the
businesses herein authorized for the month for which payments
are made. If any such certified statements are found to be
incorrect statements of gross receipts for the month involved, any
additional amount determined to be due the CITY by the
PERMITTEE and any amount of overpayment by the PERMITTEE
shall be credited against the next monthly payment due the CITY
under this agreement.
D. The payment shall be made to the City of Kenai, City
Administration Building, Kenai, Alaska, or by mailing to the
following address: City of Kenai, 210 Fidalgo Avenue, Suite 200,
Kenai, Alaska 99611-7'794.

E. The City and/or its designated representatives reserve the right to
audit Concessionaire's books and records at any time for the
purpose of verifying the Gross Revenue. If, as a result of such an
audit, it is established by the City that Concessionaire has
understated the Gross Revenue received by three (3%) percent or
more (after the deductions and exclusions provided for herein),
found to be underpaid will be assessed to the concessionaire along
with penalty, audit costs, if applicable and interest.
3. Use: The use by the PERMITTEE of the premises described above is
limited to the purposes specified herein and is not intended to grant
any exclusive use to the described premises unless otherwise provided
above. This use is also subject to the reasonable administrative
actions of the City of Kenai for the protection and maintenance of the
premises and of adjacent and contiguous lands or facilities.
4. Regulations: The exercise of the use granted herein is at all times to
be subject to the regulations governing the Kenai Municipal Airport
titled "Kenai Municipal Airport Regulations", issued in 1976 or any
amendments thereto. By signing this Permit, the PERMITTEE
acknowledges that he has received a copy of said regulations and has
familiarized himself therewith and will comply with the requirements
of said regulations.
5. Solicitation: Solicitation of donations or the promotion or operation of
any part or kind of business or commercial enterprise not
contemplated by this Special Use Permit upon, in, or above airport

6. Removal of Property: Any or all personal or real property placed or
used upon lands or in facilities in violation of the preceding
prohibitions may be removed and/or impounded by the City of Kenai.,
and when so removed and/or impounded, such property may be
redeemed by the owner thereof only upon the payment to the CITY of
the costs of removal plus storage charges of $25.00 per day.
7. Reassignment/Relocation: Should it be necessary to reassign
PERMITTEE to a different area of the airport terminal, the parties
agree as follows: It will be the intention of the CITY to give
PERMITTEE as much notice in advance as possible of such
reassignment. The costs of relocation, including the costs of moving
and setting up counter and related facilities, shall be borne by the
PERMITTEE. Should reassignment and relocation be necessary,
PERMITTEE shall be provided and afforded equivalent space, in terms
of both area and location, as that which it presently occupies, to the
extent found feasible by the Airport Manager.

8. Service: Permittee will maintain and service in the Kenai Airport
Terminal Building a Prepaid Calling Card Machine. Any change of
machine, additional machine, or withdrawal of machine may be made
only with the written consent of the Airport Manager. The Airport
Manager may reject the placement of, or require the removal of any
Prepaid Calling Card Machine based. on appearance, products offered,
or problems with operations.
9. Risks: PERMITTEE will provide all proper safeguards and shall
assume all risks incurred in performing its services hereunder.
lO.Hold Harmless: PERMITTEE agrees to save the CITY harmless from all
actions, suits, liabilities, or damages resulting from, or arising out of,
any acts of commission or omission by the PERMITTEE, his agents,
employees, customers, or invitees, or arising from or out of the
PERMITTEE's occupation or use of the premises demised or privileges
granted, and to pay all costs connected therewith.
11.Forbearance: Failure to insist upon a strict compliance with the
terms, conditions, and requirements herein contained, or referred to,
shall not constitute or be construed as a waiver or relinquishment of
the right to exercise such terms, conditions or requirements.
12.Insurance: The PERMITTEE shall provide proof of insurance coverage
on the prepaid calling card machine and its contents. Such
insurance coverage shall be in an amount satisfactory to the Airport
Manager.
13,Emplovees: All personnel furnished by Permittee will be employees of
Permittee, and Permittee will pay all salaries and employer's expenses
of, federal social security taxes, federal and state unemployment
taxes, and any similar payroll taxes relating to such employees, and
will carry workmen's compensation insurance for such employees.
Permittee will be considered for all purposes hereunder an
independent contractor, and it will not at any time directly or
indirectly act as an agent, servant, or employee of the Permittor, or
make any commitments or incur any liabilities on behalf of the
Permittor without its express written consent.
14,Unit Maintenance: The PERMITTEE shall be solely responsible for the
maintenance and for keeping the unit clean.
15.Disadvantaged Business Enterprise Participation: PERMITTEE
(concessionaire) is required to take all necessary and reasonable steps
to foster Disadvantaged Business Enterprise participation in its
airport concession activities.

A. "This agreement is subject to the requirements of the U.S.
Department of Transportation's regulations, 49 CFR Part 23,
Subpart F. The concessionaire agrees that it will not
discriminate against any business owner because of the
owner's race, color, national origin, or sex in connection with
the award or performance of any concession agreement
covered. by 49 CFR part 23, Subpart F."
B. "The concessionaire agrees to include the above statements
in any subsequent concession agreements that it enters and
cause those businesses to similarly include the statements
in further agreements."
16.Mutual Cancellation: Permits in good standing may be canceled in
whole or part at any time upon mutual written. agreement by
PERMITTEE and the City or by the PERMITTEE upon thirty (30) days
PERMITTEE notice.

Snowmachine Drag Racing Mission Statement
In an effort to bring snowmaclune drag racing to Ute Kenai Peninsula the Nikiski Cook hilet Lions Club
will host drag races at the Kenai Airport Floatplarre Basin starling the winter of 2000-2001. This will be a
major fundraiser for our many community service projects.
Drag racing can trace its roots to loca] streets- anywhere a straight piece of asphalt and set of tratnc signals
existed. In the early 1950's Ure NHRA worked with local law-enforcement agencies around the country to
entice such traffic-light racers off the street and onto dry lakes aztd abandoned runways, where more
organized competition could be staged. Frown Utose humble origins, Ure sport of NHRA Drag Racing was
born.
In basic terms, a drag race is an acceleration contest from a standing stan between hvo vehicles over a
mcasmed distance. The accepted standard for Uiat distance is eiUrer quarter-mile or an eighUr-mile. We
will be using the eighth-nine standard. These contests are staned by means of an electrorie device
cormnonly called a "Christmas Tree" Upon leaving Ute starling line, each contestant activates a timer
which is then stopped when Ure same vehicle reaches Ure finish line. Tire start-to-finish clocking is the
veficte's B.T. (elapsed time), which serves to measure perforntanee and often serves to deternline
handicaps during competition.
Virtually anyone can compete in drag racing. Drivers are required to have a valid state driver's license and
must be capable of the safe operation of the velucle. The vehicle roust meet basic safety criteria (ie. Have
good brakes, be equipped wiUt a belt, etc.) This applies to most street-type vehicles. Faster, all-out race
cars must meet more stringent requirements as ouUired U>roughout Use NSSR Rulebook.
Prime responsibility for Ute safe condition and operafiou of a vehicle in competition rests wiUr the vehicle
owner and driver. The track operator's main concern is to provide a place to conduct events. NSSR
produces guidelines based on experience gained at several thousands of events held each year and
circulates valid information to help perpetrate the sport and maintain good organization. Tota]
responsibility for drag racing progress, however, must be shard by everyone associated wriUt the sport.
Close observance of the standards set out in Ure NSSR Rulebook is an irnporU-rnt fundamental.
RELEASE AND WAIVER OF LIABILITY AND INDEMNITY AGREEMENT
CRIPTION AND LOCATION OF EVEN"r DATE RELEASE SIGNED
IN CONSIDERATION of being permitted to enter for any purpose any RESTRICTED AREA (herein defined as Including but
not limited to the racing surface, pit areas, infield, burn out area, approach area, shut down area, and all walkways,
concessions and other areas appurtenant to any area where any activity related to the event shall take place), or being
permitted to compete, officiate, observe, work for, or for any purpose participate in any way in the event. EACH OF THE
UNDERSIGNED, for himself, his personal representatives, heirs, and next of kin, acknowledges, agrees and represents that
he has, or will immediately upon entering any of such restricted areas, and v/iII continuously thereafter, inspect such restricted
areas and all portions thereof which he enters and with which he comes in contact, and he does further warrant that his entry
upon such restricted area or areas and his participation, if any, in the event constitutes an acknowledgement that he has
inspected such restricted area and that he finds and accepts the same as being sate and reasonably suited for the purposes of
his use, and he further agrees and warrants that if, at any time, he is in or about restricted areas and he feels anything to be
unsafe, he v/iII immediately advise the officials of such and will leave the restricted areas:
1. HEREBY RELEASES, WAIVES, DISCHARGES AND COVENANTS NOT TO SUE the promoter, participants, racing
association, sanctioning organization or any subdivision thereof, track operator, track owner, officials, car owners, drivers. pit
crews, any persons in any restricted area, promoters, sponsors, advertisers, owners and lessees of premises used to conduct
the event and each of them, their officers and employees, all for the purposes herein referred to as "releasees", from all liability
to the undersigned, his personal representatives, assigns, heirs, and next of kin for any and all loss or damage, and any claim
or demands therefor on account of injury to the person or property or resulting in death of the undersigned, whether caused
by the negligence of the releasees or otherwise while the undersigned is in or upon the restricted area, andlor, competing,
officiating in, observing, working for, or for any purpose participating in the event;
2. HEREBY AGREES 70 INDEP~9NIFY AND SAVE AND HOLD HARMLESS the releasees and each of them from any Toss,
liability, damage, or cost they may incur due to the presence of the undersigned in or upon the restricted area or in any way
competing, officiating, observing, or working for, or for any purpose participating in the event and whether caused by the
negligence of the releasees or otherwise.
3. HEREBY ASSUMES FULL RESPONSIBILITY FOR AND RISK OF BODILY INJURY, DEATH OR PROPERTY DAM-
ArE due to the negligence of releasees or otherwise while in or upon the restricted area and/or while competing, officiating,
ruing, or working for or for any purpose participating in the event.
EACH OF THE UNDERSIGNED expressly acknowledges and agrees that the activities of the event are very dangerous and
involve the risk of serious injury and/or death and/or property damage. EACH OF THE UNDERSIGNED further expressly
agrees that the foregoing release, waiver, and indemnity agreement is intended to be as broad and inclusive as is permitted by
the law of the Province or State in which the event is conducted and that if any portion thereof is held invalid, it is agreed that
the balance shall, notwithstanding, continue in full legal force and effect.
THE UNDERSIGNED HAS READ AND VOLUNTARILY SIGNS THE RELEASE AND WAIVER OF LIABILITY AND INDEM-

The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing
events and to establish minimum acceptable requirements for such events. These nrles shall govern the
conditions of all events, and by participating in these events, all participants are deemed to have complied
with these rules.
No expressed or implied warranty of safety shall result from publication of or compliance wifl, these
rules aodlor regulations.
They are intended. as a guide for the conduct of the participutt, spectator, or official.
The Track Steward shall be empowered to permit Honor deviation from any of the specif cations herein or
impose any farther restrictions that in his/her opinion does not alter the minimmn acceptable requirements.
No express or implied warranty of safety shall result from such alteration of specification. Airy
interpretation or deviation of Chew rules is left to the discretion of the Track Steward. The Track Steward

General Rules & Re~nilations
General Rules: We follow the rules and guidelines set forth by the 2000 NSSR Rulebook.
I. Restricted Areas: Airy persons Hader eighteen (18) years of age must I>ave a Minor's Release Form
signed by parent or legal guardian before they will be allowed in a restricted area. These forms are
available at the Tech Station and Pit Entrance.

2. Minor's Release: Persons eighteen (18) years of age or younger MUST have a Minor's Release Form
signed by parent or legal guardian before they will be allowed to participate in any racing event,
regardless of class.
3. Off Limits Areas: As of January 1, 2000 the following areas have been designatod "OFF LLMITS" to
racers, crew and spectators.
a. Inside the main ticket haoth
b. Inside the timing booth area
4. Ticket Booth: Yon must pay your entry fee tp receive your teclutical inspection sheet. Entry fees
paid allow entry for one race vehicle.
All Classes; Snowmachine and Driver and 1 pit pass
5. Technical Inspections: Alt snowntachines registered to run eitlrer Test & Tuna or competition MUST
be inspected by the Nikiski Cook Inlet Lions Tech Inspector. No s~towmachine will be allowed in the
staging lanes or Ute drag racing strip until tech has been satisfied. Before entering the tech station,,
please be certain that your tech sheet has been completely filled out, driver's safety gear is with
Snowmachine, and snowmaclune is in race ready status.
Saturdays- Tech Station opens @ 10:00 AM and Closes aC12:00 PM.
NO SNOWMACHINE WILL BE INSPECTED ARTER THE TECIi STATION CLOSES.
NO EXCEPTIONS !!!!!
6. Tech Sheets: Absolutely no Snowmachine will be allowed to participate in any race event until tech
sheet has been emnpletely filled out. Once you as fhe driver sign the tech sheet, you have assumed
frill respmtsibility for you, your crewmembers, and team participants and pet's conduct while at the
Nikiski Cook Inlet Lions Snowntachine,~Drag Races. Please make your entire teanr member's aware of
this fact. You could be disqualified from a race due to a team member's conduct.
7. Pay outs: N'o pay-outs will be awarded to you without your full name, mailing address, social security
nmmber or Federal Tax LD. number on your tech sheet.
R. Pit area parking: Crew and Spectator vehicles must be parked in the general spectator parking lot.
9. Racer/Crew Weather Cancellation Policy: We will sit on the weather for as long as possible before
cancelutg the race. Should weather problems, or natural disaster prevent the completion of a racing
event our 2000 policy is as follows;
a. No refunds
b. If weather or other occurrence halts the racing prior to Eliminations, lull credit will be given
towards any entry during the 2000-2001 season.
G If weather or other occurrence halts the racing prior to finals, the Eliminations will be
conducted on the neat race day.
d. Your wristbands (pit pass) must be presented at the gate to receive a rain check.
10. Alcoholic Beverages: No alcohol will be allowed in any area of events sponsored by the Nikiski
Cook Inlet Lions Club. All offenders risk loss of racing and/or admission privileges for the day. Any
offender violatntg this rule on more than one occasion will be batmed for [he 2000-200 ] race season.
11. Illegal Drugs: definition; any substance defined and prohibited by state and/or federal laws.
Possession, use, sale or intent to distribute any illegal drug substances, as defined above, is prohibited
in any farm, by any participant {driver, crewmember, spectator, etc.) at any race event Any person
found ]o be in possession, raider the influence of rat illegal drug or attempting to sell or distribute any
type of illegal drug shall be immediately suspended from any further events conducted by The NikisM
Cook Inlet Lions Club for the entire 2000-2001. season, and, depending on the severity, possibly for
life, as well as being subject to local, state and federal penalties. All officials have been directed to
immediately contact dte track steward and local law enforcement should they find anyone in violation
of this drug policy. Should you wihtess the use of an illegal substance, please contact the race steward.
Your information will be held in confidence. Please, let's work together to keep our track safe and
drug free.
12e Staging Lanes: Our full intentions are to have the singing lanes operate in a smooth & professional
matmer. During "Time Trials" all lanes may be used. During "Eliminatons" lane designation for each
clang will hg annonnrP_.d d!uiltg the dryers rpeg[ing rnndiiot~ri at th-e t1tnLTlg 13b1e. Please Leyiew the
elimination ladder (posted in the pit area) for your class and work with tane directors to ensure that
you match against the proper opponent. Being matched against the wrong opponent may subject you
to one of the following: Re-run, Loss of points, or disqualification from further Eliminations. Track
Officials will assist you as much as possible, but cannot and will not take responsibility for correct
line-up in the staging lanes. The burden of correct line-up in comparison to the ladder diagram shall be
the sole responsibility of the driver.
13. Disqualification: The track steward or teclmical inspector for Nikiski Cook htlet Lions reserves the
right and authority to disqualify any organization, vehicle, or participant from azry event conducted.
Any suspended or expelled p•uty may appeal to the Executive Connniuee withut 30 days after the
rendering of penalty, attd must set forth the full facts of the case.
14. Participant Conduct: Drivers/ Car Owners will be held fully responsible for the actions of their
crew. ?.nyone, driver, crew member, family member, or participant of a race team found to be acting
in an mtsportsmaniike mmmer, using improper language or conduct detrimental to racing, including
harassing, disturbing, becoming a nuisance to ury track official or spectator, or refusing a request from
a track official shall be immediately disqua]ified, with no refund, entry or admission for the remainder
of the day including any test & tune passes. A second offense shall be penalized by a 30-day
suspension from Nikiski Cook Inlet Lions Snowntaclune Drag Races and a Hurd and final offense will
result in suspension for the remainder of the 2000-2001 season.
15. Dial-In: During Eliminations your dial-ht may be changed after every round. Please make your dul-
in large and legible. If the timhtg table catmot read your dial-in, you will be disqualified It is not the
responsibility of the race officials to ensw•e the size, location, em-rectness, or legibility of the dial-
in on yom• race vehicle. That responsibility lies solely on the driver. No dial-in may be changed
once you have left the head of the staging lane.
16. Lane Choice: A111ane choice will be determined by a ra~tdom draw lane assigrnnent.
Following lane assigimlent will be fastest E.T. choice.
17. Pre-Staging: Once the starter motions you to stage you must comp]y. 1f you fee] you need to build
more heat in your motor before racing, please do so in the staging laces. Anyone intentionally trying to
"burn down" or "over heat" their opponent in the Pre-Stage mode wilt be disqualified.
] H. Staging: After proper staging and receiving the starter's signal to go, it is not allowable to restage for
a second attempt. The final staging motion must be made using vehicle's applied power and must be
in a forward motion going from pre-stage to stage. All srrowmaclrines nmst lineup straight with the
strip, NO angle starts. NO CREWMEMBER is allowed to accompany the snowmachine once ii has
gone ! is going from pre-stage to stage.
19. Dual Infraction /Breakage: In the case of dual infractions on a competitive run, dre car making the
worst infraction will be disqualified. If infractions are of equal rank, dre first infraction shall be
disqualified, All of which is spelled out in the NSSK Handbook.
20. Lane Safety: Shou]d your snowmachine get "loose" or "out of cotrvol", please get off of the tluottle
aztd drive through. Crossing lane boundaries, show boating, or driving in a manner that is deemed a
risk to other drivers, track crew, or spectators will not be tolerated. Any snowmachine touching any
barricade, cone or track frsture during the measured race will be disqualii5ed. Intentional
crossing of boundary lines to leave the #rack ur to avoid debris on track is not grounds for
disqualification.
2L Brealeout: On uty run of a handicap eliminator, if both strowmachitres breakout, the one breaking out
the least will be declared the wimter. Tf both cars breakout dte sync amount, the "first to fitrish" shall
be declared the winner.
22. Shutdown: Once you have passed llte "E.T." and mile per hour lights, begin your normal shut down
procedures. For safety reasons, a Cook Inlet Lions Official will be at the turn-out area to conduct
mch~g traffic. Please pay close attention to lris signals: it could be a ruatter of life or death to the racer.
You nmst wear all safety equipment mttil youltave completely stopped in the tuns ouf area.
23. Return Road: Speed limit on the return road is 20 MPH. Should you experience mechatrical
problems, please pull off the rettmr road and request assistance from track official. Should you
experience any problems from spectators or witness any spectator causing problems by the retort road..
please bring i[ to fire attention of any race official. No snowtnacltins will be allowed £o use the strip
for return purposes without the Race Stewards approval.
24. Lane Call: The track annomicer will give each class approxhttately a 15 minute first call. A 5-
ininute call will be made and the final call will be made. You have one (1) nrinute from the final call
to have your snowmachine in the staging lanes. If your snowmachino is not in the lanes, you will not
be allowed in, nor will you be allowed to race in Eliminations!!
25. Time Trials Line-Up: Any snowmachine running /registered in any class may come to the staging
lanes (during time trials) at arry time fora "Test & Tmte" run providing they have successfully passed
tech, completed their tech slip, have class designation posted on vehicle.
26. Drivers Meeting: The drivers meetings in the pit area are very important To avoid confusion azrd
problems we ask that all drivers attend these meetings. If you, as llte driver cumot attend these
meetings, please assign one of your team members to represent you. '11 is not the responsibility of race
officials to go to each team's pit area to make them aware of airy changes /problems that were
discussed at the meeting. Tlus is Ute driver's responsibility.
27. Jack Stands: No work will be done on any vehicle while the snowmachine is supported by only one
jack. Additional safety devices such as jack stattds are required to provide protection in the event of
jack failure.
28. Payout and Prizes: For all classes, once your final round of 1;liminations has been completed aztd if
you have finished nt first or second or third place please check with a race official to see where [he
prizes will be awarded.

Race Track Set-Up Information
L There will be a minimmn number of 20 Lions Club Workers present to do tasks necessary to ensure
smooUr running of program. All Lions will wear Yellow Vests to help with visibility of workers and to
promote the objectives of Ute Cook Inlet Lions Club.
2. We will have cell phone convnarricacion at all times for emergency purposes.
3. Handouts will be passed ou[ at Ure gate. The spectators will receive a calendar of events and on the
reverse side a copy of fire spectator rules. The drivers will receive Ure same and also the 2000-200]
drag racing rules.
4. Atmotmcer will be instnnnental in helping [o remind the spectators of safety precaullons and airy
violators will be ejected by security.
5. We will have a nrininrum of four portable toilet facilities.
6. We will maintain afirst--aid station at Ure concession booth in c~~se of emergency.
7. We will have Kenai Fire Dept_ on sight ht case of emergency.
8. Refuse Barrels will be placed in Ure pit azea grid spectator area.
9. We will leave a safety vehicle in place in case of crash with a mirunmm of 50 lbs. Of Dry Chemical
Fire Extingirishers.
10. We will have security personnet on site if needed. They will control Ute parking of cars and one will
be at tlcket booth at all times.
11. We will construct sigrts at floatplarre road and enuutce gates to direct cars to appropriate entrarrce,
along wiUr an individual at tlus location.
12. We will constmct anoUier sign at the entrance to the Drag Races with souse roles included such as No
Alcohol allowed on premises all violators will be removed.
13. We will not irtfringe on other user groups at Ute Kenai Airport.
14. In Ute event of a confrontation Security Personnel will have cell phone and will call Kenai Police
Department for assistance.
