Discussion -- Medallion Foundation Flight Simulator Location
Chairman Knackstedt explained the Medallion Foundation has offered to place a flight
simulator at the Kenai Airport. The Commission discussed several areas of the
terminal several meetings ago and the one suggested was now leased. Knacksted
suggested the airport construct a space to house the simulator.
It was also noted, the simulator would be free of charge as a safety training device for
pilot training and would be available to any student pilot or pilots attending the free
training. The Medallion Foundation provides the equipment through their grants; the
equipment is portable; and, a cabinet would be constructed to hold the simulator.
Discussion took place of other options available. Consensus of the Commission was to
recommend the Airport Manager request bids to construct the area for the simulator.

Kenai Muncipal Airport Parallel Taxiway
Brief Planning Analysis
1. Project Description
The Kenai Municipal Airport proposes to construct an approximately 3,000 foot segment
of a full length parallel taxiway and a bypass taxiway that would connect the parallel
taxiway to Runway 1-19 near the Runway 1 end. This segment of the parallel taxiway
~vould connect to an existing 4,500 segment of parallel taxiway, providing a full length
parallel taxiway along Runway 1-19. Medium intensity ta:-" :way edge lights would be
extended along the length of the parallel taxiway and along the bypass taxiway.
2. Taxiway Planning/Development History
A full length parallel taxiway has long been a recommendation of all of the most recent
Kenai Municipal Airport master plans.
The 1979 Master Plan recommended a full length Design Group IV parallel taxiway
separated from the runway by 600 feet, with bypass taxiways at the ends of the runway.
The 1987 Master Plan recommended a full parallel taxiway 400 feet from the runway.
A 600 foot separation was considered, but a 400 foot separation was recommended to
minimize conflicts with other taxiways and to also serve a future parallel general aviation
runway separated from the main runway by 800 feet. Based on forecasts at that time the
north end of the taxiway was to be built in 1991-1995 and the south end in the 1996-
2005 timeframe.
A full length parallel taxiway separated from the main runway by 600 feet and with
bypass taxiways was recommended in the 1997 Master Plan. The 600 foot separation
was designed to fit with the new location of a proposed general aviation runway (which
has since been built). The south segment of the parallel taxiway was planned for the
2002 to 2006 timeframe as shown in the attached Phasing Plan from the Kenai Municipal
Airport Master Plan.
Taxiway C, the center section of a parallel taxiway, a Design Group VI Taxiway offset
from the runway by 600 feet, was built in the 1970's and the north section was built in
the late 1990's. The two existing sections combined extend for about 4,500 feet.
3. Project Justification
.FAA Standards. According to the FAA AC 150/5300-13, section 405, "A basic airport
consists of a runway with a full length parallel taxiway, an apron, and connecting
transverse taxiways between the runway, parallel taxiway, and the apron."
Furthermore, Appendix 16 of this Advisory Circular (Tables A16-1A-C) indicates a full
length parallel taxiway is required for precision instrumented and non-precision
instrumented runways with less than I statute mile visibility minimums. The helps
ensure aircraft are not on the airfield in low visibility conditions, when an amving or
departing aircraft or the tower may be unable to see all aircraft on the airfield. The Kenai
Airport has Runway 19 landing minimums of ~A mile and according to these standards
should have a full length parallel taxiway.
Airfield CapaciW. A full length parallel taxiway also improves airfield capacity by
enabling aircraft to avoid taxiing on the runway or exit the runway sooner, making the
runway available for more amvals and departures. Because the full length parallel
taxiway does not exist today, some aircraft must taxi on the runway upon arrival or must
taxi through the terminal area or on the runway to reach the departure end of Runway 1.
According to the 1987 and 1997 master plans, the full length parallel taxiway would
increase airfield capacity from 78 operations per hour in VFR conditions to 93 operations
per hour and from 27 operations in IFR conditions to 59 operations. According to the
Master Plans, while airfield capacity was not a concern during much of the day, it could
sometimes become an issue during peak use periods and will become an increasing
concem as traffic grows.
Flexibility During Construction. A full length parallel taxiway can be reconfigured, in
some instances, for temporary use of a runway. This may occur in Kenai when the
existing runway is closed for an extended time for resurfacing or possibly for extending
the runway safety area and runway. According to several of the primary airport users, a
75 foot wide taxiway is an acceptable width for temporary use as a runway during non-
snow and ice conditions.
4. Planning Recommendations
Design Standards. The Kenai Airport airfield is designed to an Airport Reference Code
of C-IV. This parallel taxiway should be designed to that same standard.
Runway to Taxiway Separation. As noted above, the existing 4,500 foot partial parallel
taxiway is separated fi'om the nmway by 600 feet. The proposed extension of that
taxiway to the south end of the nmway, would continue that 600 foot separation. It
would also provide sufficient separation for a furore high speed runway exit taxiway,
should one ever be needed.
The primary advantage of a 400 foot separation would be that it, combined with other
apron and taxiway changes, would enable much more apron and lease lot depth and space
than exists today. However, if the airport should ever decide to construct a parallel
taxiway 400 feet from the runway in the future, the existing parallel taxiway would be
located such that it could become a future apron edge taxiway. In other words, the 600
foot parallel taxiway provides flexibility for future possible changes to the airfield to gain
additional apron and lease lot space and depth. Other reasons to maintain the 600 foot
offset are that a 400 foot offset would be constructed through an existing airfield drainage

area and through a former airport borrow and construction disposal site. A 400 foot
separation would also have considerably higher costs.
5. Taxiway Designations
FAA AC 150/5340-18C provides guidance on taxiway designations. In summary, it
recommends taxiway designations be simple and logical, be based on sequential lettering,
and should start on one end of the airport and continue to the opposite end. If future
taxiways are planned, it is optional to skip a taxiway letter so it can be used for a future
planned taxiway and to avoid redesignating many taxiways later.
DOWL recommends designating Kenai's taxiways starting from the parallel taxiway as
A and working toward the terminal apron taxiway as Taxiway B and the future G.A.
apron taxiway as Taxiway C. Taxiways starting from the Runway 1 end would be
designated D, E, F, G, etc moving fi'om south to north.
6. Taxiway Cost
The preliminary construction cost estimate for the 3000 foot parallel taxiway segment,
connecting taxiway and Medium Intensity Taxiway lights is $3.1 million.

To All Part 139 Airports:
One of the major goals of the Federal Aviation Administration (FAA) is to increase nmway
safety by reducing runway incursions. This is a realistic goal to achieve, but requires the
cooperation of everyone including pilots, controllers, and airport operators to do their part.
Unfortunately, runway incursions caused by vehicles and pedestrians have increased in recent
months, and we want to raise the awareness of incursion prevention throughout the aviation
community. Educating pilots, controllers, and airport operators about the importance of runway
safety is one of the best ways to reach our goal.
Nationally, from October 2003 through June 2004 there have been forty-six runway incursions
caused by a Vehicle/Pedestrian Deviation (V/PD). These numbers have increased from last year
by two percent. The V/PDs have been caused by experienced drivers as well as new drivers,
tenants, police/security, firefighters, operations personnel, and contractors. Every segment of the
airport community has been involved.
In response to these events; one of our FAA regions is encouraging airport operators to
implement a "Safety Stand-Down" at all Part 139 airports. They define a "Safety Stand-Down"
as follows: a review of your training program to all personnel who have driving privileges and
access to the movement area. The review should include the following:
- Discuss the definition of a runway incursion and stress the importance of preventing a
runway incursion.
- Review the airport rules and regulations regarding driving on the movement area.
- Review the consequences of non-compliance with the rules and regulations.
- Review airfield geometry including taxiways, runways, access points, and aprons.
- Discuss any potential runway incursion high alert areas or confusing areas on the airfield.
- Review airfield markings, signs and lighting. Particularly hold short positions.
- Discuss procedures'for tug drivers, contractors, and emergency operations personnel (fire
tracks, etc.).
- Review verbal communication and phraseology- emphasizing the importance of"Read
Back" instructions.
- Discuss potential problems such as call sign misinterpretation.
- Stress the importance of preventing runway incursions. .
- Ask for everyone's assistance in enhancing airfield safety and preventing runway
incursions.
By implementing this "Safety Stand-Down." we anticipate that all regions will to be able to
reduce the number of runway incursions caused by V/PDs. We encourage all airport operators in
the regions to do the same.
We recognize that some airports have not had any runway incursions caused by V/PDs. and we
appreciate their efforts maintaining a good record. But we cannot anticipate when an incident
may occur. We believe it is important to talk "runway safety" on a regular basis so that it is
always fresh on everyone's mind. We CAN stop the trend if everyone does his or her part.

FedEx: I continue to meet various Fed Ex representatives concerning the pending move. As of
this writing, we are hopeful that our efforts, tours and presentations have convinced them to
retain a building on the Kenai Airport. As they stated several times, "it all comes down to
dollars and cents." We have made every effort to show them that it also comes down to what
makes sense. I would like to thank the many people that contributed to this effort; I think we
have proven that the Administration, Chamber, and citizens can work together to promote the
City. My sincere gratitude to Tim Navarre, Chuck Kopp, Dan Green, Dave Schilling, Kim
Howard, and of course Linda L. Snow for leading our efforts.
Passenger Enplanements' Enplanements and floatplane landings were up again in August.
The reports are included in this packet.
Rates & Fees' An information item is included in this packet listing the current rates and
charges at ANC and FAI. In comparison, our landing fee is $.50 per 1,000 pounds CMGTOW
and our terminal rental rate is $19.80 per square foot per year. The Supplemental Master Plan
currently under contract will address the issue of rates and fees.
PRISM Vehicle Parking' The management team at the PRISM Fire Training Center has had an
ongoing request for more parking. Several years ago we constructed additional gravel parking
next to the driveway to accommodate their needs. With the Arctic Winter Games Committee
moving into that building and the subsequent increase in traffic the gravel pad is not holding up
as well as hoped. In this packet is a purchase order to pave that parking area. The money is
available in airport land repair and maintenance and a resolution is in the packet to transfer those
funds to a capital project for accounting purposes. Barfing a catastrophic failure at PRISM or the
Flight Service Station, the funds remaining in the repair and maintenance account should see us
through the year.
Airport Projects' Things are a little hectic (but we're not complaining...much) as we work
with the Short Term Parking Lot Improvements, Security Camera Project, Security Access
Gates, Terminal Sidewalks and the ongoing Supplemental Master Plan. We are also starting
preliminary work on a parallel taxiway that will be a discussion at the Airport Commission
meeting and continuing our work with the Customs, Immigrations, TSA and the Arctic Winter
Games Committee.

Municipal Airport
The ad at the bottom of this page originally appeared in the September 24 edition
of the Peninsula Clarion. KFD Engineer John Wichman was the first person on
scene, backed up by Captain Eric Wilcox and Firefighters Mark Anderson and
Greg Coon. KPD Sergeant Kornfield conducted the investigation and Dispatcher
Daphne Seruntine did an extremely professional job on her first aircraft alert.
Assistant Chief Tilly also responded from home.
The Kenai Municipal Airport is fortunate to have the services of these employees.
Their dedication, professionalism and sincerely helpful attitude are an asset to
the aviation community and the City of Kenai.

We would like to take this opportunity to thank those individuals involved
with the 9/11 minor cra~.h incident at she Kenai Airport. While neither my.wife
nor I were injured, the response and assistance rendered by Kenai Airport
manager Rebecca Cronkhite, Tower personnel, and the Kenai Fire and Police
Deparunents were nonetheless efficient, professional and sincerely kind. They
weren't just doing their jobs; they were doing their jobs well. Also, a special
"Thanks" to our wonderful friends james "Fuzzy" Cox (pesto rewards will
follow), and Jim Harden (Jim...you get a gold star for your preparedness!), for
they're help in the salvage, operation. And last, but definitely not least, Mr.
Rex Bennett, who so kindly, and without charge, provided his services (on a
beautiful Sat. afternoon), as well as the services of his boom truck, which
allowed us the means to immediately salvage our airplane.
