Tulin Charles E. & Helen L. Tulin have submitted a lease application for a portion of Tract A, General Aviation Apron No. 2. The property is in the process of being subdivided as shown on the attached Prelimina General Aviation Apron No. 4 plat. The Tulins propose to lease Tracts A-1 and A-2 rY under a 55-year term. The purpose is to construct a hub for Federal Express and general aviation support with an estimated construction cost of $2.5 million. The development plan for Tract A-1 is shown on the drawing in their lease application. Tract A-2 will be used for transient aircraft parking. The applicants are also exploring the possibility of constructing T-han~ers on this tract. Tract A-3 will be reserved by the airport for additional transient aircraft parking in accordance ~vith the current Airport Masterplan. KMC 21.10.080 states the term shall depend upon the durability of the proposed use, the amount of investment in improvement proposed and made, and the nature of the improvement proposed with respect to durability and time required to amortize the proposed investment. The FAA has agreed that the City may apply the criteria used by the State in 17 AAC 45 for their airport leases. This application meets the criteria that allows for a 55-year lease for a$2.5 million investment. Prior to leasing, an appraisal must be approved by the Federal Aviation Administration. After review by the Airport Commission, the application will be forwarded to the Planning and Zoning Commission to determine if the intended use complies with the zonin~ ordinance and Comprehensive Plan of the City. The Airport Commission needs to determine if the intended use complies with the Airport Masterplan. The recommendations of both commissions will be forwarded to the Kenai City Council for lease application approval. Cc: Charles E. & Helen L.
