Plan for Kenai Municipal Airport:

O.~erating Revenue) - This table provides the capital funds cash flow and the
Capital Improvement Program (CIP) that indicates projects preliminarily
scheduled during the Phase I~2005-2010~, Phase II (2011-2015) and Phase I II
(2016-2025} capital development planning periods ~twenty-one years).
~•~• Table 1- Estimated Prolect Costs and Development Schedule - This table
provides the same capital funding and project cost information as Table 1 A but
also includes the cash flow impact of annual operating deficits.
~••• Table 2- Pro'ected Capital Funding Sources - This table identifies specific
capital funding sources on a project-by-project basis for each Phase of the
twenty-one year planning period.

•• Summary of Key Conclusions that result from the Financial Plan review:
~••• As shown in Table 1A, implementation of the twenty-one year CIP is financially
reasonable from a capital funding perspective.
•••• Table 1 includes the cash flow impact of annual operating deficits and indicates
that the Airport's 2005 $19 million cash balance is projected to be fully spent
during Phase III (2016-2025) of the planning period. This long term cash flow
problem is caused by operating deficits, not by expenditures of the CIP.
••~• Table 2 indicates a moderately aggressive approach (with respect to AIP
Discretionary grants) to funding AIP eligible projects. If the indicated
Discretionary funds are not awarded, project rescheduling will be required to
adequately match planned expenditures with the avaiiability of capital funding.
~••• In~Table 3, the Airport's operating expense level a ears inline with non-hub
industry averages, however, there is some question regarding the comparability
of the survey information used. Experience with other airports indicates that
the City's cost allocations may be higher than would be expected for an airport
with Kenai's operating conditions.
••• • Table 4 indicates that the Airport's airline and non-airline revenues are
substantially below expected levels. This table also provides an example of
revenue generating potential from new aviation-use lease Iot development.
•••• Table 5 indicates the potential severity of the Airport's long term cash flow
problem caused primarily by annual operating deficits. Under current
projections, the Airport's beginning cash balance ($19 million) wiil be fully
expended by about 2018. Beginning in 2019, annual contributions of about $2
million peryearwill be required to sustain a break even level of financial
operations for the Airport.

•• Potential remedies under review for correctinglmitigating long term operating cash
flow deficits:
•••• Increase the rents and fees of existing tenants to reasonable levels and those
that reflect fair market value
•••~ Create new sources of revenue by developing Airport land and facilities that
generate higher returns on investment than money market interest rates
••~• Determine the level of City cost that is appropriate to allocate to the Airport -
both direct and indirect expenses
••~• Identify and correct revenue diversion situations related to under charging ~or
no charging) for the use of Airport facilities and property
••~• Modify the Kenai Municipal Code restrictions to permit longer term, higher
return investments for Airport cash balances

INTRODUCTION
The purpose of this paper is explain the strategic planning process, the rationale for developing a strategic
plan for Kenai Municipal Airport and to follow-up the Strategic Planning VVork Session, held April 14,
2005, with a preliminary draft Mission Statement and Vision Statement for Kenai Municipal Airport for
discussion at the June 13, 2005 work session.
BACKGROUND
A strategic plan is a method of determining the most effective use of an airport's investment and capital
opportunities. It is a document that shapes all other plans: facilities development, personnel, financial and
so on. The underlying framework of the strategic plan is to assess the airport within the conte~ of the
External Environment, Internal Activities and Financial Targets.
The Extern~l Environment relates to the airport's business environment, the trends within the aviation
industry, the airport's customer base and root-cause analysis; that is, understanding the causes of trends
that have been identified. Internal Activities include operating activities, organization, strategy and staff.
Financial Targets relate to return on investment, operating margins, capital intensity revenue growth, and
cash flow.
Simply put, strategic planning determines where an organization is going over long-term, how it's going
t~ get there and how it'll know if it got there or not. The focus of a s~ategic plan is usually on the entire
organization, while the focus of a business plan is usually on a particular service or program.
PURPOSE
The purpose of preparing a strategic plan is to:
1. Clearly define the purpose of Kenai Municipal Airport and to establish rea~istic goals and obje~tives
consistent with that mission in a defined time frame within the airport's capacity for implementation.
2. Communicate those goals and objectives to the community.
3. Develop a sense of ownership of the plan,
4. Ensure the most effective use is made of the airport's resources by focusing the resources on t~e key
priorities. ~
S. Provide a base from which progress can be measured and establish a mechanism for informed change
when needed.
6. Building a consensus about the direction the airport is taking.

In summary, a strategic plan provides for clearer focus for the Kenai Municipal Airport and provid~s a
bridge between the Kenai Airport staff, City staff and the City Council.

MISSION STATEMENT
At is most basic, the mission statement describes the overall purpose of Kenai Municipal Airport. The
purpose of developing the mission statement is to infer some order of priorities in how services are

Proposed Mission Statement for Kenai Municipal Airport:
The prime mission of Kenai Municipal Airport is to 1) provide the residents of Kenai and the

national air transportation system; 2) to maintain a safe and efficient infrastructure for air taxi
and general aviation users; and 3) to support the City of Kenai as a gateway for KPB tourists
and recreational users.
When evaluating this mission statement consider the airport's services, markets, values, concern for
public image, stakeholders and priorities of activities for survival and growth. Consider also th~
importance and convenience having consistent and frequent scheduled air service in Kenai as an
alternative to a three to four hour drive to Anchorage.
VISION STATEMENT
A_Vision Statement is a description of a preferred future. It draws on the beliefs, mission, and
environment of an organization.
A proposed vision of Kenai Municipal Airport is:
A strong air transportation hub with scheduled air carriers serving multiple destinations,
expanded air taxi and floatplane facilities, and a fixed based operator (FB~) supporting business
aviation users. Airside activities will be subsidized by a comprehensive land side development
program that will enhance the attractiveness of the community through consistent development
standards, generate long-term revenue streams and protect the a.irport environs from
encroachment of incompatible land uses.
Ideally, this vision statement will identify a direction and purpose for Kenai Municipal Airport and alert
the community and stakeholders to needed change.
ACTION PLANNING
The Action Planning portion of the strate~ic plan is based around the concepts of goals, objectives and
strategies. Goals can be defined as a state~ment of the long-term~ results that management expects to
achieve at Kenai Municipal; while objectives are sp~cific accomplishments to be achieved along the way
to obtaining the long-term goals. Both the goals and the objectives must be in keeping with the auport's
mission and vision statements, Strategies are the actual actions employed to achieve the airport's various
goals and objectives. This portion of the plan is still in development and is contingent upon the approval
of an airport mission statement and vision statement.
