ITEM 2: AGENDA APPROVAL
MOTION:
Commissioner Bielefeld MOVED to approve the agenda as presented and
Commissioner Zirul SECONDED the motion. There were no objections. SO
ORDERED,
ITEM 3: APPROVAL OF MEETING SUMMARY -- March 10, 2005
M4TION:
Commissioner Bielefeld MOVED to approve the meeting summary of March 10, 2005
and Commissioner Mayer SECONDED the motion. There were no obj ections. SO
ORDERED.

OLD BUSINESS
Discussion -- Update on Aviation Fuel Costs
Airport Manager Cronkhite reviewed the memorandum included in the packet and
offered a brief update.
ITEM 6: NEW BUSINESS
6-a. Recommendation -- Taxiway Access to Proposed 'I~lin Lease
Cronkhite reviewed the memorandum included in the packet.
MOTION:
Commissioner Zirul MOVED to recommend Council approve funding to design a
taxiway access to Tract A-1 and Commissioner Bielefeld SECONDED the motion.
There were no objections. SO ORDERED.
6•b. Recommendation -- Airport Vehicle Parking Regulations
Cronkhite reviewed parking regulation changes with the members. A brief discussion
followed.
MOTION:
Commissioner Bielefeld MOVED to recommend Council adopt the proposed parking
regulation changes and Commissioner Zirul SECONDED the motion. There were no
obj ections. SO ORDERED.
ITEM ?: REPORT
?-a. Commission Chair -- Commissioner Knackstedt reported the Air Fair
had been sectioned for May 21. The next meeting related to the Air Fa.ire would be
held at Soldotna City Hall on Apri127 at 5:15 p.m.
7-b. Airport Manager -- Airport Manager Cronkhite reported Grant Aviation
would begin passenger service to and from Anchorage.
?-c. City Council Liaison -- Council Member Swarner reported the council
had begun review of the draft FY2006 budget. The next budget work session was
scheduled for May 4 from 5-7:00 p.m. Swarner also reported the water/ sewer rates
had been increased, effective June 15, 2005.
ITEM 8: COMMISSIONER COMMENTS AND UESTIONS
Zirul noted he believed the pass-through tax had resulted in more a.ircraft in the
tie-down parking area at the Kena.i airport.

Subject: Vehicie Parking in the General Aviation Area.
Attached are several proposals for possible parking areas in the General Aviation area.
Commission has looked at these areas in the past and recommended that the airport
pursue development of a pay parking lot to serve the south end businesses.
I recommend we aggressively pursue the development shown in diagram 3 of 7. This
requires the City to have possession of Lot 1. Lot 1 is currently leased; however, in my
last conversation with the leasee they expressed an interest in negotiating with the City.
This lot has never been developed and is raw land.
Does Commission wish to recommend Council pursue acquiring Lot 1 for the
purpose of developing a public pay parking area?

The attached lease proposal does not allow for parking lot expansion as discussed in
our current planning study. We are in the process of a Master Plan update and the
consultants have expressed concern that approval of this lease as presented will tie up a
significant parcel of property in excess of that needed for the proposed development.
They have suggested reducing the size of the parcel and allowing for completion of our
planning before committing to a long-term lease of the entire acreage available.
Consultants working for Soar International on a private long-range planning effort for the
airport echoed this recommendation.
Neither of these consultants are specifically tasked with reviewing this lease application;
therefore, their comments are not documented orfully researched. I mention them
because I believe the Airport Commission should consider the long-range implications of
committing to a 55-year lease of this property. It is possible, and my recommendation
that Commission request a full review of this lease by the consultants and a written
report on long-term implications. This report could also include alternatives and
proposed lease language to encourage and enable this project to proceed while
protecting the interests of future airport development.

As a brief history, on February 2, 2005 the council approved a lease application to Charles E. &
Helen L. Tulin for a portion of Tract A, General Aviation Apron No. 2. Tract A was in the
process of being subdivided into three lots. The Tulin's intent was to lease Tract A-1 and A-2.
The estimated value of the improvements was $2.5 million.
On February 22"d Mr. Tulin told me he was reconsidering whether to lease Tract A-2 due to the
size of the drainage and utility easement and restrictions on the property. He asked me to pull
the plat from the Borough Planning agenda and put the appraisal on hold. After discussions
between Mr. Tulin, the airport consultants, city administration and the engineer, it was agreed
that the proposed Tracts A-2 and A-3 should be combined into a single parcel while the storm
drainage and proposed taxilane project was pursued. At the end of March, Mr. Tulin submitted a
request to amend the lease application for Tract A-1 only along with an amended development
plan. Because there were so many items that changed from the original application, I asked the
Tulin's to submit a new application clarifying their intentions.
On June 3`d the original lease application expired and we received a new application that is
attached. In reviewing the application, the city administration had several concerns that were
addressed in a letter to the Tulin's dated June 17th. The letter and their response are attached.
For clarification, two items in their response, items 2 and 3 are not accurate. In item 2, one lot is
being leased. In item 3, their lease application states the estimated value of improvements is
~980,000, not $375,000. If the application is approved, it will be based on the $980,000

investment. The $375,000 amount is the minimum amount for a 55-year lease in the criteria
used by the State in 17 AAC 45 for airport leases.
KMC 21.10.080 states the term shall depend upon the durability of the proposed use, the amount
of investment in improvement proposed and made, and the nature of the improvement proposed
with respect to durability and time required to amortize the proposed investment. The FAA has
agreed that the City may apply the criteria used by the State in 17 AAC 45 for their airport
leases. Prior to leasing, an appraisal must be approved by the Federal Aviation Administration.
After review by the Airport Commission, the application will be forwarded to the Planning and
Zoning Commission to determine if the intended use complies with the zoning ordinance and
Comprehensive Plan of the City.
The Airport Commission needs to determine if the inteaded use compties with the Airport
Masterplan. The recommendations of both commissions will be forwarded to the Kenai City
Council for lease application approval.

clarify your intentions for the Airport Commission, Planning and Zoning Commission and the
City Council, please address the following issues in writing and we will include it with your

1. It is not clear if Phase Two and Phase Four are hangar buildings. Please let us know
if you intend them to be hangars or offices. Also, our Building Official has told me
that a hangar will require a 30' setback from the property line, or if there is less than a
30' setback, a firewall will be needed. If you have questions about this, you may
contact Robert Springer, City of Kenai Buiiding Official, at 283-8233.
2. Your plan doesn't show the proposed aircraft access to the lot. I can include the
preliminary plans for the new taxiway with your lease application for the
commissions' and council's information.
3. It was noted that you only intend to commit to a 12,000 -15,000 square foot hangar

This will acknowledge receipt of your letter of June 1l, 2005. In response to your
specific questions, I can advise as follows:
1. Our intent is to develop this property in keeping with demand. Of course,
development must be aviation related. At the present time, we expect that
the total development will primariiy be aviation hangar buildings. Most of
these hangars will have offices in keeping with the demands of the tenant.
2. Access to the hangars will be down the center of the lost being leased. A
taxiway from the active runway will be near the center of the lots.
3. It is our understanding that we rnust invest not less than $315,000 in the
land within 24 months from the date of the signing of the lease. It would
be our intent to meet this schedule. At present we have had a number of
inquiries from people desiring hangar space. It would be our intent to
meet this demand. !t is really not possible to be any specific other than to
suggest that it is in our best interests to development the land as soon as
possible.

INTRODUCTION
The purpose of this action is to have the City Council adopt a Mission Statement and Vision Statement
for the Kenai Municipal Airport as a reflection of City policy.
Airports represent different things to different people. To most, airports are where one goes to catch an
airplane to begin most long distance business or vacation trips. To others, the local airport is a base to
store and fly their personal airplane or to leam how to fly. And for ot~ers, the airport is a fuel stop on the
way to somewhere else. The military and flight schools often use local airports to practice takeoffs and
landings. Clearly, airports play a variety of roles in our state transportation system.
In order to move forward with the strategic planning process, and the crearion of an airport business plan,
it is important for the City of Kenai to have a clear understanding of the role the Kenai Municipal Airport
currently plays as a~ansportation resource for the community, It is also just as important to have a clear
vision of how the airport should develop over time in order for it to remain an asset to the city.
To this end, the consultant team involved in the Kenai Municipal Airport - Supplemental Planning
Analysis, would like to recommend that the City Council adopt an Airport Mission Statement to infer
some order of prionties in how services are delivered at Kenai Municipal, and a Vision Statement as
description of a preferred future for the airport.
BACKGROUND
A strategic plan is a method of determining the most effective use of an airport's investment and capital
opportunities. It is a document that shapes all other plans: facilities development, personnel, financial and
so on. The underlying framework of the strategic plan is to assess the airport within the context of the
External Environment, Internal Activities and Financial Targets.
The Extemal Environment relates to the airport's business environment, the trends within the aviation
industr}r, the airport's customer base and root-cause analysis; that is, understanding the causes of trends
that have been idenrified. Internal Activities include operating activities, organization, strategy and staff.
Financial Targets relate to return on investment, operating margins, capital intensity revenue growth, and
cash flow.
Simply put, s~ategic planning determines where an organization is going over long-term, how it's going
to get there and how it'll know if it got there or not. The focus of a strategic plan is usually on the entire
organization, while the focus of a business plan is usually on a particular service or program.
PURPOSE
The purpose of preparing a strategic plan is to:
1. Clearly define the purpose of Kenai Municipal Airport and to establish realistic goals and objectives
consistent with that mission in a defined time frame within the airport's capacity for implementation.

In summary, a strategic plan provides for clearer focus for the Kenai Municipal Airport and provides a
bridge between the Kenai Airport staff, City staff and the City Council.
MISSION STATEMENT
At its most basic, the mission statement descnbes the overall purpose of Kenai Municipal Airport. The
purpose of developing the mission statement is to infer some order of priorities in how services are
delivered and to clearly separate the mission of the Kenai Municipal Airport from other airports in the
KPB.
The recommended Mission Statement for Kenai Municipal Airport:
The primary mission of Kenai Municipal Airport is to enhance community economic
development through the provision of scheduled air carrier passenger service to the state and
national air transportation system; the maintenance of a safe and efficient infras~ucture for air
taxi, air cargo and general aviation users; and support of the City of Kenai as a gateway for
KPB tourists and recreational users while providing a high quality of service.
When creating this mission statement considerarion was given to the airport's services, markets, values,
concern for public image, stakeholders and priorities of activities for survival and growth. Consideration
was also given to the importance and convenience having consistent and frequent scheduled air service in
Kenai as an alternative to a three to four hour drive to Anchorage.
VISION STATEMENT
A Vision Statement is a description of a preferred future. It draws on the beliefs, mission, and
environment of an organization.
The recommended Vision of Kenai Municipal Airport is:
A strong air transportation hub with scheduled air carriers serving multiple destinations,
expanded air taxi, air cargo and floatplane facilities, and a fixed based operator (FBO)
supporting business aviation users. Airside activities will be sustained through a well-managed

Subject: Vehicle Access to Airport Aircraft Movement Areas
In accordance with FAA rules, regulations and advisory circulars the Kenai Municipal
Airport has installed new access control gates for the ai~ield. Access through these
gates is limited to those vehicles and operators with an operational need to access
aircraft movement areas. Access to individual lease lots shall be provided by the
tenant and the tenant is responsible for ensuring unauthorized persons and vehicles
do not access the aircraft movement areas from tenant controlled property.
Access control cards are available for those with an operational need to access the
ramps and taxiways. Examples of operational need include, but are not limited to,
baggage carts, belt loaders, and aircraft fuel trucks. If you believe your operation
requires access to ramps and taxiways contact our office to arrange training and
issuance of access control cards.
The following excerpts from FAA regulations and City Code further explain the
requirements.
Kenai Municipal Code Chapter 5.05 Vehicle Operation and Regulations
(a) No person shall operate any motor vehicle on the Airport otherwise than in
accordance with the rules prescribed by the Airport Manager and other applicable laws

7. Vehicles on Airports. Airport operators should keep vehicular and pedestrian
activity on the airside of the airport to a minimum. Vehicles on the airside of the
airport should be limited to those vehicles necessary to support the operation of
aircraft services, cargo and passenger services, emergency services, and
maintenance of the airport. Vehicles on the movement area (taxiways) should be
limited to those necessary for the inspection and maintenance of the movement
areas and emergency vehicles responding to an aircraft emergency on the
movement area. Vehicles should use service roads or public roads in lieu of
crossing movement areas when ever possible.
8. Vehicular Access Control. The control of vehicular activity on the airside of
an airport is of the highest importance. The airport operator is responsible for
developing procedures, procuring equipment, and providing training regarding
vehicle operations to ensure aircra~ and personnel safety.

Good News: An agreement has been reached with the AWG and Wings Famiiy
Restaurant to ailow AWG to lease Space 21 (foRnally the coffee bar) from July 15, 2005
through Manch 15, 2006. The tentative agreement includes a provision ailowing AWG to
seii merchandise in that space from March 3 through March 13. During the remainder of
the lease the space wiii be used for display and AWG merchandise wiil be sold by Wings
Family Restaurant. My sincere gratitude to Roger and Linda Petry of Wings and Tim Diibn
of AWG for their time and wiilingness to work for a pos'~ive solution on this issue. We a~e
devebping a draft Spec~al Use Permit and amendment to Wings lease- for revie~ by
Administration.
Air Carrier~: More good news. Most have read the news reports that Era Aviation has
secured a buyer and plans to continue service with the same management staff. This is
wonderful news for the Air~ort and the communi~y as we have all come to reiy on the
excellent service and community support Era bnngs to the Central Peninsula. We aiso
have reports that Grant Aviation is doing well and building a secure customer base. It
appears we may finally have a second airline that is here for the duration. Comments from
the communit~- and traveling public have been very positive and we look forward to a busy
summer.
Kenai Peninsula Air Fair: Saturday May 21. The 5~' annuai air fair was a huge success
(even with the rain). The event kicked off at the Soldotna Airport with the EAA fund•rai~ng
b~eakfas# follow~ci by the barbeque and Fun Fiight pnze pr~esentabon at the Kenai Airpott.

pa~icipant~. Nelson Amen's Dixieiand Band provided music. The USCG Air Sta~on
Kodiak, the Alaska Army Guand and the Air Guard from Kulis pa~icipated in the Military

and wouid not be possible without the suppo~t of local busines~~es and hard working
individuals.
Ternnina~ Parking Lo~ A pay box is installed and Signworks has helped us develop new
signage for the transition. As soon as the new signs ar~e in place, we will start coik~n9
fees in the short•term Iot. Free parking will be limited to #wo hours. The daily rate will
remain the same at $2.00.
Projec~s: FAA agreed to a change order on the Terminal Project to address drainage on
the lot at the South end of the TeRninal Ramp. You may have no~ced the cieanng and di~t
work in progr~ess. We also met with FAA and have tentative approval to use grant funds to
provide access to seve~al potential lease lots in that area including the one Mr. Tulin has
proposed leasing. Landscaping is almost complete around the Terminai and construction is
starting on the paralle! taxiway. The security camera project is 95% complete and the
secunh- gafie~s ar~ 75% complete.
