OLD BUSINESS
a. Overall Conditions
The Committee discussed the comments ~eoeived concerning the
work done to date. A comment was 'made ~ega~ding the Flowers
and theJ~ quality, some of the flowers were not of the best
quality and did not survive and will have to be ~eplaced in
the sp~ing. The key to the enti~e p~oject appea~ed to be
wate~ since [hls was an unusually d~y yea~. Cooperation and
a regula~ program of watering brought, the st. rip up to its
p~esent hlgh standard. Kayo McGilllvray suggested arctic
dalsies that he will donate in the spring.
b. Trash Containers
The cans.ase out and they look good~ it is still too early
to tell iF and how they are being used and i¢ they a~e in
the high-use places. One can is needed at the Mt. Redoubt
lookout and at the end of Forest Drive above the bluff.
The Committee discussed the need For lids and went over the
catalogue. The range for the lids was $5~.00 each plus
shlpping.

M~. Smlth is Operations Manage~ for Peninsula Sanitation.
M~. Smith explained that he has purchased about 50 dumpste~s
which he has placed about the city tanging in size F~om e
yards to 6 yards. The ~eason fo~ the dumpste~s is two-Fold;
M~. Smith's business has g~own to become a very la~ge
enterprise ¢~eat. ing a need ~o~ a bette~ image, and to
assist the community with it's g~owing needs t.o become
awa~e that. the p~oblem of litte~ is g~owing also, thus the
50 dumpste~s he has placed about the city.
M~. Smith went on to explain that a survey was done and it
was learned that only 15% o~ all ~esldent. s in the
suc~oundlng a~ea have theic ~e~use picked up at. the
~esldence. Committee Membe~ Nugent explained that f~om he~
viewpoint the ~eason was p~obably att~lbut, able to the
lncident, s of dogs gettlng into the garbage as it sit. s
waiting fcc plckup, and spreads that garbage a~ound the
ent. l~e neighborhood. M~. Smlth also clted Anfho.cage
statistics which indicate that 60% of all roadside refuse ~s
directly attributable to the fellow hauling his own garbage.
Peninsula Sanitation is governed by PUC which does not allow

M~. Smlth to ~egulate in any way the dumplng o~ plckup of
~efuse, otherwise he would no longe~ allow pe~sonal dumping
thus eliminating the coadside ~efuse.
Another area needing consideration ls the dumpsters
overflowing whlch belong to apartment buildings and
businesses. There are several dumpsters at the rear of these
places, however they do not adequately handle the load
Mr. Smlth would like input from the Committee on any way
that he can be of help or receive help with the problem.
Both Chairman Wisnlewskl and Mr. Smlth revlewed the sect. lon
from the KenaJ Municipal Code 9.10.010, Garbage to be
Deposited in Containers, 9.10.090, NuJsance, and 9.10. 100,
Dumplng Refuse in Clty Streets with the Committee. It was
noted that there i8 a section for penalty but not. for
enforcement or the person to enforce.
MOTION:
Committee Membe~ Nugent moved to ~equest the Plannlng & Zoning
Commission ~eview the o~dlnanoes~ ~.10.010, ¢.IO.OPO~ and
¢.10.100 as they add~ess the lssues dlsoussed~ seconded by
Committee Membe~ Saling.
Motion passed unanimously.
NOTE: The proposed revisions will be drafted by Chairman
secretary to go before the Committee for review before being
passed on to the Planning Commission.

Meeting Dates During Winter Months
Chairman Wisnlewski stated that. this item should be reviewed
agaln at. a later date. The next meeting ls set
September 8th due to a holiday whlfh falls on the next
regular Monday. The dates w111 be set at that meeting
however it was the concensus of the Committee that perhaps
no further meetlngs will be held after that date until
approximately 3anuary.

It was the request of the Committee that during the lnt. erim
