OLD BUSINESS · a. Budqet · The Committee reviewed the budget in terms of what was available to spend on projects this sp~ing season. It was noted that the t~ash can lids are on thei~ way. At the time the lids were first o~dered, money was set aside for 12, however the price has gone up and only 8 will be coming. NEW BUSINESS a. Plans for Summer and Next Y ea~ Three work sessions have been held since 3anua~y, 1984. a ~esuit of those work sessions, it has been decided that the Committee wiiI focus on two main items: As l) planters to hold flowers 2) flowers to plant in the planters It was the decision of the Committee to go with wooden planters after seeing how the g~ound level circle gardens worked ove~ the summer and winter. The wooden planters will allow the flowers to be mo~e visible and to get the flowers off the g~ound where they get t~ampled by persons ,) BEAUTIFICATION COMMITTEE Ma~ch 19, 1984 Page 2 and by vehicles. These planters will be constructed in such a way as to allow removal during the winter; to be stored in the City yards covered; and the plants and dirt removed for the next growing season. It was suggested by members and Pat Porter that the planter boxes be tongue-in-groove cedar for durability as well as aesthetics. MOTION: Committee Member Nelson moved to recommend the construction of cedar tongue-in-groove planters, seconded by Committee Member Hultberg. Discussion turned to how many planters would be needed and the cost of the project. Pat Porter suggested using Community Service persons for the labor, and the Committee agreed on the material, City Engineer Oack LaShot had volunteered to produce plans for the }'x}' boxes. A total of 48 planter boxes will be needed, however the Committee will aim for 12 as a goal this year. Councilwoman Sally Bailie was asked about funds that would be available this year before the 1985 budget is approved, Councilwoman Bailie explained that additional appropriations could be requested from the Council. The Committee has had a year to do some work and that work has certainly been recognized. The Committee next discussed how many flowers and possible cost. It was decided to go with a figure estimate of $1,000 for flowers to be spread over the summer as planting conditions change. MOTION WITHDRAWN MOTION: Committee Member Nelson moved to approve the suggestion of getting the materials for the construction of the described planter boxes, price not to exceed $1500.00, seconded by Committee Member Hultberg. VOTE: Motion passed unanimously. The Committee next discussed the storage and suggested that the planters be made graduated sizes to allow stacking in the winter for easier storage. The Committee next discussed flowers. It was determined that the fiowers, i.e., purchase and what type, etc., wouid be under the supervision of Committee Members SheIdon and Neison. They wiIi be contacting Iocai nurseries. VOTE: Motion passed unanimously. Committee Membe~ Nelson asked, if the Committee is going to construct these piante~ boxes, wiii the circie pianting be preciuded. Committee Member Nelson noted that it had been suggest.ed to he~ that where eve~ the~e a~e curbs, the g~ass has overgrown and needs to be cut. It will be mentioned to M~. McGillivray. The Committee next identified season: areas of attention for this 1) Spur Highway- in front of Time Saver 2) Spu~ Highway- in f~ont of Chambe~ building, Ancho~ T~aile~ Cou~t. 3) Spu~ Highway - from Sea~s to Forest D~ive 4) Willow Street Small t~iangle - Way intersection of Willow and Airport Not all of these will receive attention this summer~ perhaps the plante~ boxes to begin. P~ivate businesses in all these areas will be encouraged to care fo~ their p~ope~ty. The Committee discussed possible seeding in seve~ai of these a~eas. Hyd~oseeding is ~ecognized to be the most expensive, but aIso the most durabie and best iooking. Councilwoman Sally Bailie informed the Committee of the suggestion of the Community Center Committee of selecting the site for the Community Center to be the a~ea overlooking the bluff near the Senior Center. Along these lines, the Committee may want to consider the small triangle lot in front of Time Saver. This lot, because of various utility lines, cannot be built on and this would be a good site to turn into a small pa~k with perhaps a bench and some flowers. The Committee noted that at the present~.?time, BEAUTIFICATION £OMMITTEE Ms,eh 19, 1984 Psge 4 vehicles use it as a sho~t cut to Time Saver, going right ove~ the curb ruining the g~ass and before anything can be done in terms of g~ass o~ fiowers, the vehicies wiii have to be kept off. This area is added to the Iist of areas needing attention this year. NOTE: Kayo McGillivray joined the meeting at 2:00. The Committee discussed co-ordinating plans for the summer with M~. McGiiiiv~ay, inciuding the summe~ hi,es. It was the suggestion of the Committee that perhaps a senio~ couid be hired as a supervisor when it came to such things as pianting and ~emoving the piants. Councilwoman Bailie noted that the Council has been informed of a plan using the end by-products of the sewer treatment plant for fertilize~ and inasmuch as the City will be using la~ge amounts of fertilizer and the cost is so high, it is something to take into consideration. The Committee prioritized their work list follows: for this sp~ing as 1) Get the plans for the planter boxes from Oack 2) Get the labor for the planter boxes lined up f~om Rat Rotter 3) Purchase the materials for the plante~ boxes 4) 5) 6) Purchase the flowers for the planter boxes Get the trash barrels ~eady and out (can be done any time Kayo's help is available ,, Fertilize and seed areas identified (can be done any time Kayo's help and materials are available) Chairman Wizniewski will be assisting in drafting a job description for the supervisory-type person who will be working during the summer. 7.
