PERSONS PRESENT SCHEDULED TO BE HEARD Diane, TaY!O? Ms. Taylor is a representative of the Kenai Audubon Society and on behalf of that organization, offers to coordinate activities with the Beautification Committee in efforts to place t~ees and flowers and to make businesses aware of the aesthetics of their p~ope~ty. The Society consists of 150 members with a board comprised of 7 to 8 members, many of which are willing to volunteer time to assist the Committee. The Society also has access to People Powe~ who would be willing to help on p~ojects. The subject of the trees donated by Arco was discussed. Information concerning the persons to contact was given to Ms. Taylor for the Society's projects. The subject of t~ees was b~ought up and the Committee and Ms. Taylo~ shared information concerning efforts to make the public more awa~e of the enhancement t~ees make fo~ the community and what a mess the lack of trees make, the strip aIong the. Spur around the Uptown Motel a p~ime example. The Committee and Ms. Taylor asked if anything could be done by the City to have the owners do something with the bare wind-blown lots. It was explained that if land is p~ivately owned the City can do nothing, where if it is leased, it has been indicated on the lease application that landscaping must be done. The Committee asked what ~esults the ~ecommendation to ~equi~e potential lessees to ~etain some t~ees on thei~ p~ope~ty d~ew. A new addltlon to the lea~e application fo~m Was c~eated and approved by the Planning Commission whlch indicated plans fo~ landscaping. The Committee asked if a memo o~ letter could be attached to the lease application BEAUTIFICATION COMMITTEE April }, 198~ Page 2 form from the Committee stating its desire to see Kenai enhanced; it will be drafted and submitted to the Planning Commission for consideration. Ms. Taylor stated that what a potential lessee needs is an incentive to leave trees. Certainly there is the economic factor, leaving trees is more cost-effective than clearing land and then profes- sionally landscaping the entire lot. It was the unanimous decision of the Committee to send out the same letters as last year to area businesses ~equesting their heIp in cleaning up thei~ own property. b. Clarence Ladd Mr. Ladd not in attendence. APPROVAL OF MINUTES of March 19, 1984 Minutes were approved as submitted 5. OLD BUSINESS a.:...Re. Po~.t .f~0..m. the Flowe~. Committee Committee Member Sheldon went to Trinity nursery and obtained some suggested flowers that would survive in this area and an average p~ice of $18.00 per flat. The numbe~ of flowers in a flat depending upon the variety. The nursery also suggested using the same colo~ flowe~ in one plante~ box and perhaps a different colo~ fo~ bo~de~, this making the plante~ box pleasing to the eye and catching attention. The Committee discussed using different nurseries in the area as opposed to one nursery. The Committee will be furthe~ investigating. The Society has offered its assistance in this matte~ also. Some of the members will be available fo~ planting and some fo~ watering and at the end of the season, fo~ taking the plants in and thei~ sto~age. b. Review of Plans for Planters The Committee viewed a planter made by Mr. Pierce Bassett. M~. Bassett will make these planters fo~ $55 each delivered to a central location in the City. The planters a~e made to be stackable fo~ easy sto~age. The Committee ~eviewed the budget with M~. McGilliv~ay and determined that 27 planters could be made this budget period. BEAUTIFICATION COMMITTEE April }, 15}8/.4 Page ) MOTION: Committee Member Miller moved to go ahead wi~h construction of all 27 planters f~om M~. Bassett, seconded by Committee Membe~ Nelson. VOTE: Motion passed unanimously. Mr. McGillivray mentioned that if the Committee were looking fo~ place~ to put flowers, to keep the Recreation Cente~ in mind. Now that the Cente~ is built and the weathe~ ha~ ~u~ned nice, if ~he Committee would conside~ placing flowers ~he~e, the employees have volunteered to weed and water. Committee Membe~ Nugent asked if something were going to be done at ~he Airport t~iangle. M~. McGilllv~ay s~ated that ~ees had been plan~ed the~e and have survived. Diane Ta¥1o~ suggested that as a good place fo~ a Kenai sign done in flowers tastefully. Committee Member Nugent also inquired about the need fo~ mo~e t~ash cans, she would be able to make mo~e ba~els if needed. M~. McGillivra¥ ~epo~ted that 8 new tops had a~ived and need painting to match the cans. NOTE: M~. Clarence Ladd a~ived at [he meeting. Mr. Ladd stated that he felt that his intentions were mis- interpreted. He had appeared at the Council meeting to speak, not about getting rid of the older buildings in Old Towne, but getting rid of the derelict buildings that have been burned out and partially destroyed. These buildings are a hazard to children playing and certainly an eyesore to the tourists and residents. Second is the parking problem along Main Street, mostly in front of the bars. There is parking on both sides of the street and should a fire truck need to get down the street to a fire near the bluff, it wouldn't make it. The Committee agreed. Mr. Ladd stated that he had approached the police chief with little result~ and asked for help from the Committee. A copy of these minutes will be passed on to the Chief and Public Works. Committee Membe~ Nelson mentioned that the Committee should keep othe~ a~eas in mind including the Old Towne a~ea fo~ cleanup and Beautification, one being the a~ea between Sea~s and the Chambe~ cabin. Those hills on both sides could be made to look much bette~ with some fe~tilize~ and seeding. Chairman Wizniewski mentioned that clean up week will be May 12th. This year the~e is again a shortage of bags, but they BEAUTIFICATION COMMITTEE April 3, 1984 Page 4 6~ will proceed with the cleanup with what bags a~e available. A special thank you goes out to those invoived with main- taining and picking up the ba~reis Iast year. The barrels need to go out soon, a spot of particular interest being the beach where t~ash blows so badly. M~. McGilIivra¥ will set up a dumpste~ fo~ the beach from pa~ks & ~ec funds. Already the~e are campers wi th fires about the City. The City Council had sent out letters fo~ the cannery worke~ type camper, but the rest that stay out by the bridge will have to be dealt with by Chief Ross. 9.
