OLD BUSINESS Report from FloWerl Committee After much discussion the Flower Committee recommended going with one nursery instead of buying flowers from several different dealers. The Committee reviewed the proposal from Trinity Nursery and felt they offered a very good package. It was estimated that ~0 plants per box at approximately ~0 boxes would run $48~ with about $225 for circle planters. The fIowers suggested for best resuIts were petunias, snapdragons, daisys in colors of red, white, and blue plus purple for in front of the bank. A very important factor is soiI. Unless the weedless variety is used, a greater problem is created in maintenance. At the end of a growing season, good soil can be reused as high as 10 years when stored correctIy. 120 cubic feet would be ideal at a cost of $52?. The nursery offered a package deal which would include the flowers as outlined, soil as described, plus the labor for planting the flowers, all for $1)00. Total for the entire amount would be $I2)5.00 leaving $65 for labor which is entirely reasonabie. The Committee agreed that $1)00 for the project should be requested from Council after determining that this amount is indeed available from the budget. Councilwoman Sally Bailie suggested submitting the purchase order for the flowers at "the BEAUTIFICATION COMMITTEE April 16, 1984 Page 2 next Council meeting when the purchase o~de~ fo~ the plante~ boxes comes fo~ consideration. The Commi[tee ~equested the action. The Committee next discussed sto~age of the planters and bette~ ways to ~emove the flowers o~ flats f~om the boxes plus uslng either ceda~ o~ visqueen on the inside where the flowers will sit ~o p~event ~otting. MOTION: Committee Membe~ Mille~ moved to ~eques~ from the City Council, funding in the amount of $2~85 whlch includes both plante~ boxes and flowers, seconded by Committee Membe~ Nelson. VOTE: Motion passed unanimously. Chairman Wizniewski informed ~he Committee ~hat M~. Bassett has some plans fo~ making cedar ~rash ~eceptacles to hold the ba~els and would be mo~e attractive plus easy to handle. b. Plante~ Boxes Taken ca~e of above RePOrt f'~om Plannin~ & Zonincj.,,..C.omm.i...S_s,io,,_n/'Lands. c..,a,p,in.g Councilwoman Baiiie informed the Committee that the Council has been considering adopting an o~dinance that would make it mandatory for a developer to submit a landscaping plan along with his site plan when applying fo~ a building permit. In turn, a certificate of occupancy would not be given if the landscaping is not in compliance with the submitted plan. In the case of construction which is finished during the fall when landscaping would not be viable, money for the landscaping could be placed in an escrow account which would ensure the project done in the spring. These are all ideas at this point. Certainly what Kenai is not ready for is progress at any cost. Committee Membe~ Nelson asked if this was ~es~icted to be com- mercial property; the Planning Commission is considering private as well as commercial property since developers of large t~acts of multi-family residences do have a p~opensity to strip clea~ lots when building, leaving small homes close togethe~ c~eating a "ghetto" type atmosphere. Councilwoman Baille s~ated that surely the idea is not to put alot of bureaucratic ~ed tape in ~he way of development, but this would be a way of .putting teeth into an o~dinance BEAUTIFICATION COMMITTEE April 16, 1984 Page ~ 6. Set..Meeting Dates,, and Time. s Since [here were two members expressed difficulty with the current meeting kimes, the Committee has changed the days to luesdays leaving the meeting time at 12:00 noon. If there are still difficulties, a new schedule will be conside:ed. PERSONS PRESENT NOT SCHEDULED TO BE HEARD None 8~ COMMITTEE QUESTIONS & COMMENTS Chairman Wizniewski ~eviewed the budget with ~he Committee and M~. McGllllv~ay. There were cuts by the Cit¥ Manage~ and the budget goes on to the Council fo~ work session this evening. The Committee discussed the Christmas decorations which were in the budge~ unde~ Miscellaneous category. Copies of the b~ochu~es showing the decorations unde~ consideration were handed ou~. Committee Membe~ Sheldon pointed out that as a business person who donates to the Fourth of 3uly fireworks display, she would ~athe~ donate to something that would be fa~ mo~e lasting such as Christmas decorations which would be visible fo~ a numbe~ of days and feels ~hat most business persons feel the same way. Council- woman Bailie stated that this info~mation will be passed along to the Council. M~. MeGilliv~ay informed the Committee that available at a considerable dlscount and the Committee agreed that one more would benefit the 'City time-wi~e. Mr. McGillivray will be pursuing any avenues of funding. The Committee asked M~. McGilllv~ay about the summe~ hi~eing and how it was going. It was decided that wlth ~he assistance of the nursery to plant the flowers and also of the Audoban Society fo~ ~hel~ offe~ of assistance, the supervisory person they had requested would not be as much of a high p~io~ity. The Audoban Socle~y will be contacted to see if they would be interested in some ~ype of assistance in a ~egula~ wa~e~ing schedule fo~ ~he plante~ boxes.
