OLD BUS INESS
a. Christmas Decorations
The money to prepare the light poles for the decorations was approved
by Council and the work will begin shortly. The next step is to
p~epare the bids fo~ the decorations themselves. Keith Ko~nelis,
Public Works Director went ove~ the list: 15 9' bells~ 10 light pole
hardware for mounting; ~0 18' light pole trim; 1 4' pine deluxe
wreath; 1 12' Fantasy T~ee; and extra light bulbs. The bid opening
will be October 16th at ~ P.M.
the bidding and the recommendation of the Committee that will need to
go to Council that evening.
The Committee set the target date for the lighting of the decorations
to be November 22nd. The poles to be lighted will be between the
Chamber cabin and Willow Street, the Committee set next Tuesday at

b. Let~e~ from Finance Director
Councilwoman Bailie explained that Charlie Brown felt that members
were taking it upon themselves to order ~hings and no one else knew
anything about i~. Councilwoman Bailie explained to Mr. Brown ~hat
this was not the case, "tha~ decisions were made, motions were made,
on tape, ~he minutes given out, and that many times they were no~
being ~aken any further than ~ha~. There has not been a member of
administration attending these meetings, so what people ~hought were
being done, were not, and Charlie was no~ aware of this and ~hought a%
least the secretary was in attendance. No one has been in attendance,
not even the gentleman who had been chosen ko represent ~his group for
~he summer, carrying ou% the wishes of this group, i.e. the foreman of
the Beau[ification crew. The Committee is a group volunteering their
time, and at least 1 member of administration should be present, then
if there was a problem at leas~ explain this to this group. "Even I as
a Council person do not know how ~hings work and we do need ~o know. I
don't feel ~hat when motions are made, one of us has to go ~hrough and
follow i~ up." Committee Member Sheldon s~ated ~hat everyone has been
very cooperative ~he entire summer, and in general, ~here are good
feelings about administration.
Chairman Wisniewski stated that once everyone sees what can and has
been accomplished, they a~e supportive and the enti~e program has been
positive. The people do want it. Committee Member Sallng stated
that, hopefully, when businesses see what is done, it will entice them
to do more.
Committee Member Nelson asked to clarify the p~ocedure: minu~es,
mo~ions specifically, a~e ~yped up and sent ~o appropriate person who
makes ou~ purchase orders, and'to the knowledge of the Committee ~ha~
has alway~ been the case, if the~e has been a problem along the way,
it is elsewhere. Keith Ko~nelis stated that before anything is even
ordered, it needs an actual purchase order number. Chairman
Wisniewski stated that they a~e aware that what this stems f~om are
the wooden trash containers that were ordered and being made, that he
had told Mr. 8assert to go ahead with it since no one seemed against
it and no one ever said anything at a11. Keith Kornelis stated that
purchase orders can be made up by anyone, that 3anet can make one up,
but it needs a signature from the department head. The department
head then decides if there is enough money in the budget, if there is
not, then it is up to that head to transfer the money. Charlie's job
is to ensure that there is enough money in the account before he signs
it, once it is approved by Charlie it becomes a valid purchase order.
Committee Member Sheldon explained that the mistake probably came
when the budget was being worked on, a specific amount was requested
for trash containers, and a specific amount for the lighting, and it
then assumed that was the amount that could be spent.

Chairman Wisniewski has spoken with Charlie and he is looking a~ a
different account ~o draw from~ approximately $8,000 in one account
tha~ would take care of the barrels and planter boxes.
Committee Member Nelson pointed out that they never see an update on
their budget. Keith Kornells stated that Janet could provide the
monthly print out of the up-to-date balances. Councilwoman Bailie
stated that if possible, I member of administration, preferably Kayo
or if Kayo is unable to make lt, then Janet' or someone attend these
meetings to answer questions whether it be on the budget, or if ldeas
are unfeasible, or just to carry out the ideas.
c. Flowe~/Plante~ Boxes
Right now, mos~ of ~he plants a~e being ~emoved. The concern now is
~o ge~ the di~t in ~he bags and the boxes stored. The~e were ) boxes
pu~ out at the ai~po~ and only 2 a~e the~e now. Committee Membe~
Nelson asked for a repor~ on the boxes. Chairman Wisniewski stated
that without identification ~he~e is no stopping anyone from taking
one fo~ thei~ yard. Kei~h Kornelis showed the Committee wha% is

yea~, again a copy of ~he updated budge~ is essential. No boxes have
been o~de~ed at ~his time even though motions have been made. Still
need a purchase o~de~ fo~ ~he me~al t~ash containers. The Chairman
has contacted Committee Membe~ Nugent on ~ occasions ~ega~ding the
othe~ bar~els and the indication was that the bar~els did need to be
~emoved f~om Ensta~. The~e has been no ~epo~ on the lids since
winter.

t~¥ to find some volunteers to finish the work. Committee Membe~
Nelson b~ought up ~he subject of community service persons who could
help with some of ~he p~ojec~s. The on1¥ drawback would be the need
fo~ supervision. The Chairman stated that he had had help when
working on the cemetar¥ and they worked out well, the persons seeming
to be willing to work.

d. Trees

e. Committee Members
The Committee discussed adding 2 mo~e members. Councilwoman Bailie
stated she had spoken with Mayor Wagone~, informing hlm that Candy
Nugent had been unable to make the afternoon meetings and that Gladys
Routh had been wanting to take a seat on the Committee. Mayor Wagoner
had been wanting to appolnt he~ but felt uncomfortable unt11 he had
some notification from Candy as to her status. Councilwoman Baille
will again ~emind Mayo~ Wagone~. The Committee asked about the 11st
that the City Clerk maintains and asked fo~ possibilities of a man
being appointed.
f. Certificates~of~App~eciation
Chairman Wisniewski asked that the letters go out soon.
g .._ Budget
Keith Ko~nelis obtained a copy of the Beautification budget and
informed the Committee that the budgets a~e combined with the Parks
budget and it would be up to Kayo to show how it is b~oken down.
Councilwoman Bailie asked that the 2 budgets be separated next year.
The Pa~ks & Rec department is becoming more pa~ks then rec. We have a
marvelous ~ec~eation program in the City, the pa~ks is going to be an
absolutely on-going thing, not that ~ecs is not, but the emphasis is
going to be placed more on the parks end of it, and for this reason
and of what has been obtained this yea~ by Beautification in the City,
the~e has been such a positive move and received so much comment on
it, that, if in fact this g~oup can not be made a Commission, this is
a viable Committee, you are going to be able to see what you have to
work from, therefore making a separate budget mo~e important, iiiii~i~~
Committee Membe~ Nelson stated that she would hate to d~op the idea of
becoming a Commission altogether. Committee Membe~ Nelson stated that
the idea of keeping track of finances would certain be an incentive,
"if Cha~lie can't keep track of us, how can we."
Councilwoman Bailie informed the Committee that there is another
Committee that Tim is a chairman of, that being the Cemeta~y Committee
What that Committee is looking at is closing the existing cemetary
and opening up a new area. If we are unable to get private enterprise
to take ove~ the facility, it will continue to be owned and operated
by the City which means its going to have to have a group which means
the Beautification Committee would be the logical entity. Chairman
Wisniewski likes the way Commissions work in that they have a represent-
ative on the Council and the more people know about what we're doing,
the more input we can get, more areas that need development and can be
worked on. Councilwoman Bailie stated that if you have a'Council

~epresenlative and a member of Administration, then you shouId be abie
to obtain the same goaIs, as iong as peopie are awa~e. The Committee
agreed lhat bette~ communications a~e essentiaI.
Councilwoman Bailie informed the Committee that she would not be able
to attend many more meetings and ~hat the Committee should ask Mayor
Wagoner to appoint someone as a representative as the Committee does
deserve it.

COMMITTEE QUESTIONS & COMMENTS
The Committee expressed thanks and g~atitude to Keith Ko~nelis for the
handling of the decorations and ail it has and will entail. Committee
Member SheIdon agreed, Mr. Sheidon expressing his pIeasure and surprise
that so much has moved ahead so quickly.
