ROLL CALL Present: Sheldon, Nelson, Routh, Wisniewski Councilwoman Bailie Absent: Saling, Excused; Hultberg, no call on reco~d AGENDA APPROYAL Agenda approved as submitted PERSONS PRESENT SCHEDULED TO BE HEARD None APPROVAL OF MINUTES of Octobe~ 17, 1984 - Special Meeting Mlnutes approved as p~esented 5. OLD BUSINESS Budget_ Rev iew The Committee voted to have ~0 more flower boxes constructed but a unlt price is unavailable. An approximate figure was submitted for approval from Kayo. The Committee expressed the need to meet with Kayo to determine needs fo~ supplies and equipment for the next summe~. Sally Bailie joined the meeting. It was noted that Kayo was unable to attend, that Dlck Hultbe~g was appointed in bls place and was also unable to attend. 6. NEW BUS I NESS a. Pa~ Po~te~ has suggested ue~ng the Sen~o~ work shop fo~ any jobs needing wood work. Kena~ Central H~gh School shop class ~s looking fo~ a p~oject aiso and couId help. The Committee d~cussed the poss~b~i~ty of having a fuII t~me person who would do landscaping, ~.e. oversee as well as the actual work ~teelf, who has expertise. It wouid be detrimental to spend C~ty money then Iose ~ through ~nexpe~ence. T~n~ty Nu~ee~y went ~o alot of work setting up the boxes w~th the ~ght fIowe~s, getting the pIants ~eady fo~ the boxes, assisting ~n setting the boxe~ up, etc. Committee Member Sheldon explained tha~ Mayor Wagoner had spoken concerning the triangle strip in fron~ of ~he Time Saver. Mayor Wagoner had suggested ~aking the top soil from the HEA lot when it is cleared ~o use as ~op soii for the strip. Grass seed and tree seediings were planted ~his summer, however ~he dir~ is so hard packed and of poor quali~y, ~he growth is minimal. Counciiwoman Bailie explained that what it would take is a presentation from a member from this group or perhaps Keith, and once the presentation is made, ~he Council will take it from there. "When you consider that $6,000 was spen~ to landscape ~he front of the airpor~ 2 years ago, you get a feeling for how ~he Council feels". The Committee discussed pu%ting ~oge~her a proposal for a landscaper, including a job description, a new budge~, and areas for upgrading. (the area in front of the airport, in front of ~he Time Saver, Arby's corner, City Hali [flowers around new s~airs], Main Street Loop strip along the ballpark fence, watering any of ~he new areas, beach road, and Blue Star Memorial) NOTE: Bill Brighton joined the meeting The Committee discussed obtaining top soil with Mr. Brighton with a reques~ that the secretary write a letter to HEA requestir~ they consider allowing the City to use any top soil they do not intend [o use. Councilwoman 8allle suggested [ha[ the Commi[tee wrl~e to landscapers ~o come up wl~h a Maste~ Plan for landscapin§ the City. In ~hls way let the landscape~ come up with ideas for coming up with top soil, e~c. Note to secretary, draw rough letter for landscaper proposal. The Committee nex~ discussed circle planting and plan~er boxes. Committee Member Nelson asked Committee Member Routh %o ge~ with the Garden Club to see wha~ pians they have. Bill Brighton asked Committee Member NeIson what Carrs Mall planned, answer next spring, Carts has indicated that it wouid renovate the maII at Sears in Anchorage and something ~o ~he Carrs mali, but nothing definite. BEAUTIFICATION COMMITTEE Novembe~ 6, 1984 Page ) Committee Member Nelson reported on the results of the tour taken at the time the poles were being selected for decorating. It would ~ake another )0 Chris~mas decorations to complete ~he entire City a~ea, including all of Willow and several of the smaller feeder streets. Chairman Wisniewski repo~ted ~hat the planter boxes are sto~ed and 2 coa~s of rawhide has been put on ~hem. Counciiwoman Bailie suggested sending a lette~ f~om ~he Committee expressing appreciation for ~he work done, planting t~ees, decorations, etc. The Committee discussed the letters that were sent out ~egarding beautifying you~ own p~ope~ty, some feedback was positive wi~h one person stating ~ha~ he felt singled out. 9.
