ROLL CALL 4~ Present' Wisniewski, Nelson, Routh, Saling, Sheldon Abment: Cm~te~, Hultberg (excused) Al~o P~ement: Counoilwoman Bmilie, Kayo MoGilliv~ay, Keith Kornelim Chairman Wisniewski spoke to the Committee Members regarding attendance and absenteeism. A memo had been sent out by Mayo~ Wagoner AGENDA APPROVAL Agenda approved as p~esented PERSONS PRESENT SCHEDULED TO BE HEARD None APPROVAL OF MINUTES of Novembe~ 6, 1984 The Committee asked that specific mention of identifying the wooden boxes'made for flowers and trash in a manner such as woodburning be done as it is a mo~e permanent part of the box. The metal strips can be ~emoved. Keith Kornelis is in attendance and stated that a more permanent way could be found. Chairman Wisniewski stated that one night last week someone ~ang his doorbell and upon opening the door found a plate of cookies with a note that read: "thank you fo~ making the flowe~ boxes and donating them to the City". Kayo McGilliv~ay asked about the item concerning the ordering-of }0 additional flower boxes waiting for approval from Kayo. Chairman Wisniewski explained that the Committee had decided to hold on that. In the minutes of the last meeting, a question was asked of Keith Kornelis ~egarding top soit. Mr. Kornelis appeared at the meeting and asked for more details, as top soil had already been placed in the triangle. It was explai-ned that what the Committee had observed when planting seedlings was that the soil was very hard and perhaps additional, better grade top soil could be added. BEAUTIFICATION COMMITTEE Novembe~ 27.~ 198~ Page 2 5. OLD BUSINESS a. Review Budqe[ with Kayo Kayo mentioned that a bill has never been submitted for the seedlings planted eariier this year. It was understood that the seedlings arrived COD, and a purchase order was drafted in order to pick up the seedlings, however, a biii has never been submitted for payment. The Committee did a b~ief review of the budget with Kayo and Keith Kornelis concerning the Christmas decorations. The Committee went ove~ placement of ~he wooden ~ash containers wlth Kayo. Committee Member Nelson asked when the budget for next year is due, Kayo informed the Committee that~he final budget would be approved in June. b. Flowers for Nex~ Summer This i~em on hold pending outcome of letter from Mayor Wagoner to Mayor Knowles. Comment on flower boxes and gazebo from Committee Member Nelson, she had spoken to George Oberlson ak the high school who indicated definite interest in the project to buiid either or both. Mr. Obertson has done projects for the mall and they have been very good. Kayo McGillivray s~a~ed that he had some picnic ~ables made a couple years ago and he was unhappy with them in that they were not made of the wood lha% had been promised, they were bolted, and splintered. If you have plans and specify materiais, and cioselY supervise, they may work out. 6. NEW BUSINESS a... .... L,a.n.,dscap...!,ng - ~P.~ofessi0nal ~_and~ New. Areas Mayor Wagoner had written a letter to Mayor Tony Knowles of Anchorage suggesting tha~ Anchorage has ~ landscaper architects which may be Ioaned to Kenai. Chairman Wisniewski stated ~hat this would be an ideaI situation. Counciiwoman Bailie sta~ed that this letter was presented to ~he Council and "everyone was in favor of ~he idea. This avenue is going ~o be tried, the cost may be minimal, some of ~he council is no~ too excited about the idea of hiring a Iandscape architect because of the expense involved. Their feeIing was that we should go with one of the Iandscapers in ~he area, have one present a plan, and work from ~here". A work session may be in the offing with the £ouncil and this Committee.~ Chairman Wisniewski pointed out that a~ea landscape~s most p~obabl¥ have never dealt with pIans of this size where they would be planning a whole city. Committee Membe~ Saling suggested that if we have a landscape a~chitect to do a maste~ plan, who would do the on-going maintenance. Kayo McGilliv~a¥ stated that when you look at communities in Southeast and Anchorage, they are ag~onomous, they have a large full time staff, a greenhouse, etc. what you need to ensure is that they a~e awa~e of the staff that Kenai has. As a Council person, "I feel that the impact that you have had on the community is ~eall¥ intense, therefore next yea~ I think we're going to be looking at a la~ge~ budget. As to Ka¥o's comment on help, I think the~e a~e pIent7 of people in the community with expertise to implement a plan without funding someone full time." Kayo McGilliv~ay said that the softbalI field on the Spu~ was planted by Wa~ds Land- scaping so ¥ou'~e going to be Iooking at money. Counciiwoman Bailie stated that she was Iooking at the idea that someone would be ove~- seeing the whole plan, there will be people who have expertise on how to, even overseeing some of the boys, because of course, they know what they a~e doing. b. Flowers for Next Summer Committee Membe~ Nelson and Routh (unable to identify volce) made a tou~ and found a possibility of 18 places suitable fo~ cl~cle plan~lng f~om Spruce to B~idge Access Rd. Kayo skated ~hat he had received comments f~om the publlc ove~ the summe~, most of the commen~s were in favo~ of ~he circle plan~lngs ove~ the boxes, and f~om a maintenance standpoint a~e fa~ easie~ ko ca~e for. Committee Membe~ Sheldon stated that she felt the boxes would be mo~e favorable if g~ouped instead of spread out ~o fa~. Committee Membe~ Nelson felt any planting should be put off for now. The~e a~e as many places fo~ circle plantlng as you would wan~ to spend money on. The~e ie golng to be a change in the t~affic patterns ~his year also which needs ko be considered. 7~ Kayo McGillivra7 asked the Committee's feelings concerning the ~ock around the flowe~ beds since last yea~ his crew d~ove to Cooper Landing. The cost is not a Ia~ge facto~ since ail it cost was the t~ip. The Committee liked the idea and agreed to keep the idea. Kayo McGiliiv~ay mentioned the s~o~age of ~he boxes ordered, Councilwoman BaiIie suggested ~hat since ~he City p~ojec~s a~e g~owing, ~hat p~ovisions should be made for space on a long ~e~m basis. 9.
