1. ROLL CALL
Present: Nelson, Routh, Saling, Sheldon
Absent: Carter, excused ~Hultberg resigned as of 2/25/85
Also Present: Councilwoman Bailie, Kayo McGilliv~ay, 3eff Labahn
2. OLD BUSINESS

3eff Labahn has d~afted a "lette~ of interest" and a "Request fo~
Proposal" and reviewed the two documents with the Committee. 3eff
stated that he was comfortable with "who's out the~e" and that there
a~e quite a few qualified landscape architects and you may find maybe
a dozen fi~ms who could do your projects. Options a~e~ you may find
you are happy with who you have or you may decide to go with the
lette~ of interest. Committee Member Nelson stated that ~emembe~ing
the goal of doing this is to c~eate a unified plan, something that
iooks good and fits with the community and Kasp~isin is doing Oid
Towne and the boundaries of that go out to the Spur and should include
the iandscaping. Now if you go with someone eIse, you wouid have
Kasprisin on one side of the road and another landscaper with other
ideas on the other side. ObviousIy you couid have some communi-
cations, howeve~ would it not be better to have one person create the
pian we want.
3eff Labahn stated that landscaping is not the main thrust of the
program, there may be some reference work done but it is not the focal
point. Kayo McGiiliv~ay stated that since the two p~ojects a~e
different it would be wiser to go through the p~ocess. From the time
standpoint, if you advertise the time frame wili be cut realIy short
and you may want to eliminate the letter of interest.
MOTION:
Committee Membe~ Sheldon moved to advertise for ~equest for p~oposals
fo~ a landscape architect, seconded by Committee Member Saling.

b._ Budge~
Committee Member Nelson stated that Sha~key suggested between $5,000
to $15,000. The Committee discussed money available from this year's
budget, a special appropriation being in order to initiate the project
by spring. The local nurseries are requesting orders fo~ summer
flowers now in o~de~ to meet the demands. Committee Membe~ Sheldon
will order the flowers in the same amount as last year with the under-
standing that a landscaper will be Working with the City. Kayo
McGilliv~ay spoke on the concrete forms for circle planting stating
that a problem with them is that with heavy snow, i.e. snow being
piled in the areas where the circles are, plus the state equipment
that, in the p~ocess of dumping the snow c~oss the circles. Kayo
suggested concreting the rock in.
The boundary of the p~oject is identified as Spu~ Highway from Forest
D~ive to the high school, Main Street Loop, Willow, city buildings,
etc.
