Chairman Wisniewski asked to add an item pertaining to hanging pots
and t~ee pruning

M~. Kasp~isin explained that the Landscaping Plan is ~eady to w~ap up
with a fe~ ~ore details. Kenai presents a unique opportunity for
industry and commercial and the whole idea of image and identity.
Based on the amount of public space and the amount of private owne~-
ship, majo~ entry impact can be accomplished by using mass. Instead
of building towe~s and la~ge signs the concept of mounding can be used
and is not unreasonable. With the amount of construction that is
going on, the materials a~e accessible. A ) to 4 foot high be~m could
be used along the Spu~ to cut down on noise, create a safety facto~
fo~ pedestrians, and be visually pleasing. The t~iangle in f~ont of
the airport does not have a large amount of t~affic circulation yet,
however, given the g~owth of the a~ea it will become a good area fo~
development using a formal, landscaped sculpture with a q~id of mounds
c~eated with walking paths. Du~ing ~he winte~ different J~ift patterns
will be c~eated making it a fun a~ea.
The area being worked on presently is Willow Street. In working jus~
wlth City p~operty, the plan would be ~o be~m up the f~ontage to about
~' high and plan~ it. In working with ~he individuals the berms could
be not so much highe~ as wlde~ and dense~ e~eating a visual lmpac~ and
a wind and sound ba~ier. In utilizing both City and p~iva~e p~operty,
the City could agree to sha~ing the cos~ of the landscaping since the
effor~ would span both.

Committee Member Them asked if an agreement perhaps in writing with
the property owners that if they agree to the berm this year, next
year they won't tear it down and put up a big sign. This wiI1 be a
consideration when approaching the property owner~. An annual
maintenance fee couid be created with these owners.
The Committee discussed costs and signage for directing the visitor
around Kenai.
3elf Labahn reviewed the Landscaping Ordinance with the Committee
inciudin9 the duties of ~he board towards the ordinance.

Chairman Wisniewski asked who was in charge of it since it appeared
that the parks crew was maintaining all of the city buildings. Mr.
$imeroth answered that the crews were doing some of the initial work
but that for overall maintenance he was not aware of an actual
contract. Same for the cemetery.
lhe Committee discussed watering procedures with Mr. Simeroth.
