a. Election of Chair, Vice Chair, Recording Secretary
MOTION:
Committee Member Sheldon moved that current Chai~ and Vice Chair
remain the same, with Committee Membe~ Selby Recording Secretary,
seconded by Committee Member Nelson
VOTE:
Motion pas~ed unanimously
The Committee requested that Mayo~ Wagoner appoint more members to the
Committee replacing Carte~, Saling, Them, and Routh or 5 new members.
Mayor Wagone~ had informed Committee Membe~ Nelson that there was an
abundance of people who wish to be on Commissions and perhaps a
~otating ~ystem with 2 o~ ~ consecutive terms with an automatic d~op
at the end of the te~ms with the option of ~eturning after a year of
being absent, o~ being able to ~otate to anothe~ Committee o~
Commission. The p~oblem currently is that many of those members
listed have not ~esigned but do not attend.

The Committee made note that the budget items need to be brought to
Councilwoman Bailie's attention at Council budget sessions.
OLD BUSINESS
Councilwoman Bailie reported that the bids for the projec~ would be
opened tomorrow (1/29/86) aIong with that, when the contractor is
selected, the landscaping po~ion will go out to bid, the landscape~
wiI1 be seIected and wiI1 be instructed to work with the Committee.

The prison is still in the process of setting up. Councilwoman Bailie
presented the purchase order from last year which detalls the types of
flowers and the prices paid, plus photographs of the boxes and clrcles
done last year to the Prlson Board and Mr. Moody. It w111 be a while
before the prison will be ready to begin preparations for this year's
flowers.

6. NEW. BUS I NESS
a. New Trash Bar~els
Chairman Wisniewskin reported that the t~ash barrels are in poor shape
and many will p~obably be at the end of thei~ use by %he this summe~.
The lids a~e p~obably history, The efforts of the legal department
have been expended. The Commmi~ee ~equests Kayo look in~o ~taining
some new barrels, el[her as a donakJon from [he oil company or by
purchase and paint ~he ba~els the same blue o~ close to ~he same
colo~ as they a~e easily spotted.
MOTION:
Committee Membe~ Nelson ~moved to o~de~ one dozen lids to fit the
ba~els now in use, (with consideration to the budget) seconded by
Committee Membe~ Selby
VOTE:
Motion passed unanimously
Hopefully, the summer crews will be able to dump the barrels or. liners
on site rathe~ than load and unload the barrels themselves. This way
the barrels will have a longer life. The liners should be 2 mil, 48"
and can be obtained from Peninsula Rape~ saving all the banging and
perhaps losing the lids.

Councilwoman Bailie noted that City Hall does not have a flag nor a
flag pole. Committee Member Sheldon noted that the~e was a hole in
the middle of the sidwalk and thought that is what it was for, however
it is now filled in and is part of the sidewalk. The Committee agreed

that City Hall should have a pole and flag. It was discussed that
perhaps Morgan Steel wouid be abIe to donate one. No further action
taken.
