Discussion: Triangle Park - Phil Bryson of Wince, Corthell, B~yson~ A. ttend i.pq Mr. Carmen Gintoli, a~chitect, started off discussion with a brief description of the RFP and his own proposai as subconk~actor to Wince, CorthelI, Bryson. Copies of the Kasp~isin design were p~esent. Mr. Gintoli's verbal rendering of the design appea~ed ~o be a blend of options 1 and 2, with berming a cent~ai portion. City Engineer LaShot informed ~he Committee that HEA has a summe~ p~oject ~o move the overhead power lines and ~un them underground. M~. LaShot cautioned those p~e~ent to be mindful of ~he wate~ lines as there is a possibility of b~eaking the lines with heavy beaming. The Committee expressed concern with the maintenance of beaming, Mr. Gintoli explained that if a material such as Sitka strawberries were used, it wouId eliminate the need fo~ mowing and heavy watering and would p~event e~oding due to its ~oot structure. The Committee discussed ways of keeping vehicula~ traffic from desk~oying the project. Suggestions inciuded poIe spikes, boulders, high curbs, and benches. The Committee introduced the idea of banners surrounding khe park, more info~mation is forthcoming, however, ik was widely accepted. The material f~om Heidi Snow was circulated, M~. Gintoli agreed that his design encompassed the same general design used for the Marine Pa~k with the berming, seats, and walkways.Mr. Gintoli suggested the same wooden material used fo~ the landscaped walls fo~ the poles. The Committee next. discussed sidewalks surrounding the park. The Committee agreed that it would be a ~etaine~ and would be easie~ to maintain. M~. B~yson pointed out that the contract calied fo~ BEAUTIFICATION COMMITTEE March 11, 1986 Page 2 sidewalks on the westerly side of Airport Way only. The Committee further agreed that, considering the type of large developmen~ that is forcasted for kha~ area, sidewalks along both sides of Alrport Way should be seriously considered. This wil! be pre~en~ed tO Counei! ~o~ eonside£akion. Mr. Gintoll used the example of Pioneer Ave in Homer for considering sidewalks. Homer designed the sidewalks wlth a wide spo~ at certain points to enable flowers, or in our case, planter boxes as opposed to a long line of trees along the street. The Committee discussed the area marked on the Kasprisin plan for sculpture. Mr. l~ntoli suggested his firm handie a competition amon~ local artists to do a sculpture for that spot. The Committee discussed material for ~he berming, with suqqes~ions of cu~tlng costs by using fill from excavated sltes during t~ summer. Thls will be worked out with the contractors. The Committee had indicated a desire to place fill on the downtown triangle s~rlp since last summer, 2ack laShot stated tha~ because of ware; lines, he would prefer deing an evaluation of the site before allewing any mere fill. Phil Bryson asked if the Committee desired water to the site, answer yes, for watering purposes. A water fountaln for the public was a good idea, however, because of vandalism and other considerations i~ was eliminated. Mr. Gintoli will be ~eturning with a dzawing of the ideas discussed this date. The Committee will be notified when M~. Gintoli ls ready foz submittal. 4~ APPROVAL OF MINUTES of February 5, 1986 Minutes were approved as submitted 5. OLD BUSINESS Discuss Heidi Snow is putting together a package which will include at least one deslgn (as a sample) and a cost estimate. PO!.. cs.?Bra Chuck Perrine has been contacted and requested to put together a package fo~ approval by the Committee, M~, Per~ine suggested a whole package which will include b~ackets and banners at a cost of $80 approximately with a one time set up charge of $50 fo~ each design, We would furnish the design, Another package would include the b~ackets to allow the banners to hang f~om existing poles, and a third package BEAUTIFICATION COMMITTEE Ma~ch 11, 1986 Page ) fo~ setting up separate b~ackets on the poles. Thls make~ial should be at the next meetlng. Anothe~ possibility a~e the poles described by M~. Ginkoll. If the mate~lal is obtained, perhaps WiIdwood would be interested in put,lng the poles together. Ceun~ilw~n Bailie wi1! be attending a meeti~ of the Prison Board and will keep us informed. c. Flowers The Committee agreed that the flowers needed to be o~dered soon and went ove~ last year's designs in boxes and cl~cles. The purples and tall whites were eliminated and some new specles introduced. Committee Membe~ Sheldon will take the pictures to T~inlty and polnt out the boxes most wanted by the Committee. The ten boxes p~omised the p~ison will not include the flowers designated by ~hem as being ung~owable. Kayo will be kept informed. 6. NEW BUSINESS None 7.
