Mr. Knight introduced the Rotary Club and its projects. Mr. Knight
had obtained drawings of the Airpor[ Trlangle Park from the architect
and asked for discussion on what the City wanted and what par~ the
Club could play in bringing about ~he park project.
Mr. Boysen noted the bike stands and stated that he felt this was a
bad location for bike traffic, the Committee agreed stating thai they
had discussed this earlier. Mr. 8oysen stated that the cribbing would
have to be looked at closely. The first steps should be the c~ibblng
and the top so11; the Rotary Club has access to top so11. The pa~k

Mr. Boysen spoke of railroad ties for the cribbing. The Alaska
Railroad is going ~o be holding an auction for used and new railroad
ties May ~ls~. The Railroad is able to sell surplus materials to
municipalities. The ties are expected to cost around $.80 - $.90 per
board foo~ untreated, if purchased on the open market. The ties that
will be auctioned are expected to cost around $.4~ per board foot
~reated. The savings is substantial. Committee Member Sheldon s~ated
that it had been suggested that timbers be cut from the moose range,
Mr. Boysen sta~ed fha% the treated ties will run approximately $8 to
$10 per tie and will be a hard price to beat even if cut locally. Mr.
Boysen gave the Committee the address of the person in charge of the
~ies and suggested that if a letter were written, in some cases ~he
ties have been donated. This approach will be taken prior %o going
the second method. As well as the treated ties, heavy random timbers
will be available at a similar price. The estimated amount of ties
necessary for this project is 400 to 600 depending upon the design

agreed upon. The Railroad will bundle the ties in groups of 80 per
bundle to make transporting easier.
M~. Boysen suggested using some sock for a visual break in design.
Large, round rocks were agreed upon as best. Mr. Boysen stated the
Club or the City could get a free use permit to obtain the rock, the
Club is aware of the places where this type of rock ls available.
The Committee and Mr. Boysen next discuseed the design. It was agreed
that the walkways need not be as elaborate as shown, that to further
cut costs, the walkways couId be eithe~ one ciscuIa~ interior waikway
os one main straight path. Committee Member Sheldon asked if money
were stilI available for the purchase of the ties, CounciIwoman Bailie
stated that a certain amount is, surely not the $96,000 original cost
of the project. A special appropriation would be needed to be
available for the auction of the ties and/or heavy timbers prio~ to
the auction May )lst. The letter will be written as soon as possible
to ascertain if the ties would be made available.
The g~oup agreed tha~ the Club could provide much of the supervision
and coordinating the p~oject and the Clty would p~ovide some of the
materials and ~he equipment such as a f~ont end loade~ and t~uck fo~
hauling the top soil. The g~oup was very enthusiastic about the
p~ojec~ and-the cost.

This item was removed from the FYBG-B7 budget. Although the Council
was supportive, i~ was felt ~hat the bette~ approach may be through
the p~lva~e sector.

The Committee discussed the budget with Councilwoman Bailie and the
personnel for the coming summe~. Several questions were ~aised:

The Committee would like to again meet with Jim Simeroth and will
set the next meeting tentatively for 5/27 a~ 4:00 PM in order
~hat Mr. Sime~o~h will be out of classes and can a~tend.
