Mr. Clarence Ladd M~. Ladd wished to speak on condition of the grounds adjacent to the Senio~ Cente~. It has been noted that the lands between the highway and the Cente~ are so choked with b~ush tha~ the Cente~ is not visible. M~. Ladd has ~equested of Council that the brush be clea~ed - not to be confused wi~h the t~ees that exist, but the b~ush only. The b~ush se~ves to pick up all the litter ~hat blows f~om the direction of highway and fu~he~ down. The Center is a very nice place and tourists {senio~ and junior) should be able to see it. Director McGillivray explained tha~ he had spoken with Mt. Ladd prior to ~his meeting and mentioned tha~ he had looked ove~ the a~ea in question and found a la~ge numbe~ of spruce t~ees in varying stages of growth and not much b~ush. Mr. Ladd stated that he would leave ~he selection of what to clear to Director McGillivray. Committee Member Hakkinen stated that perhaps what is needed is a thinning of the smaller trees. Committee Member Sheldon asked if this was a unanimous wish of the Seniors, Mr. Ladd answered that he had only spoken with the Director, Pat Porter and her assistant who did agree and does not represent the Mayor's Council on Aging. There is a letter from the Director, Pat Porter to Director McGillivray requesting the clearing. Mr, Ladd sta~ed tha~ he had appeared before the Council previously and requested a gravel path for the Seniors from Mr. Brighton. The Committee agreed that this could be handled administratively by Di~ecto~ McGilliv~ay, Supe~viso~ 3im Sime~oth and thei~ c~ews this summe~. BEAUTIFICATION COMMITTEE May 27, 1986 - 12:00 PM Page 2 Mr. Ladd went on to comment about the trash that is flowing from the dumpste~s from the bars, in particular Kenai Joes and asked if this could be enforced (closed lids on dumpste~s) as the ~efuse is blowing all ove~ old town. Chairman Wisniewski explained that letters were sent out by the Committee every yea~ to business persons in the a~ea complimenting the community on thei~ efforts last yea~ and asking that the community participate this yea~ and possibly the wo~ding could be made st~onge~ this yea~ concerning the t~ash containers. Instructions to Secretary Loper to proceed with draftin~ the letter and serving it ~ut. Committee Member Hakkinen stated that she is well aware of dumpsters blowing trash as she had had one removed from the empty Harbor View property at her own expense. It was further requested that the ordinance concernin~ garbage be enforced more strin~ntly this year by administration. Councilwoman Bailie reported that Mr. Boysen appeared at the last Council meeting and stated that he did not feel the price of $I0 per tie was justified as he had viewed the ties and felt the City could obtain better ties at a later date. There is not a rush as first expected and the City can wait. Since Mr. Bo~sen appeared to be on top of the situation, the Committee wiII have Mr. Boysen handle the situation with the ties and wilI again report back in July when the road project is at a point where the park project can begin. It was agreed that voiunteer work is very acceptable for the pianting of the park, however, it wiI1 have to be monitored as that is not the best pIace for Iarge trees. The first year wii1 be sparse because of construction time, however, next year the project should begin to take shape. Mr. Boysen will be working with Keith Kornelis of the pubiic works department in transportation of the ties. Councilwoman Bailie reported that the Council is looking at placing more Christmas decorations along Airport Way as in the future, once the widening and upgrading is completed, it will become more of a focal point for traffic. Secretary loper instructed to look into prices just prior to the revenue sbarin~ or after budget approval. b. Work Schedules for Summer Hires Mr. Jim Simeroth will be working as supervisor for the summer crews again this summer. The Committee voiced praise for Mr. Simeroths' work Iast year and welcomed him back this year. Chairman Wisniewski asked if the~e was a ~egula~ schedule fo~ the summe~ c~ews such as wa~e~ing and emptying ~ash, M~. $ime~oth answered yes, however, ~his was dependent upon weathe~ but as a ~ule, wa~e~ing and trash pickup is every 2 ~o ~ days. Di~ecto~ McGilliv~ay sta~ed that ~he¥ t~y to work thei~ schedules a~ound ~he street c~ews and what equipment is availabIe. Committee Membe~ Nelson sta~ed that it had come ~o ~he attention of ~he Committee that the summe~ c~ews were spending a lot of time waiting o~ not working, and while the source may o~ may no~ be ~eliable, could Director McGilliv~a¥ answe~ to ~his. Di~ecto~ McGilliv~ay and M~. $ime~oth answered that ~he c~ews always mee~ at the shop yards at 8 AM to ~eceive instructions, to p~epare equipment needed that day, and shouId equipmen~ be in the shop fo~ ~epairs, sometimes the~e is a wait, but no% fo~ very long. The c~ews a~e supervised f~om 8 AM throughout ~he day. The Committee expressed thanks ~o M~. $imeroth and Di~ecto~ McGilliv~ay fo~ thei~ cooperation and looked forward to ~he coming 6. NEW BUS I NESS a ? . sp._.t i nc~ P la fl..,t i nq Committee Membe~ Nelson asked fo~ a p~og~ess ~epo~t on the flower boxes, Di~ec[o~ McGilliv~ay stated that all boxes were at Trinity Nursery awaiting planting and weather. As there is still frost in ~he ea~Iy mo~nings, it wiI1 still be a few days. Chairman Wisniewski asked about ~he circle piantings, Di~ecto~ McGilliv~ay explained tha~ the cement ci~cies will go out as soon as the public works c~ews a~e available. Upon checking wi~h the police chief, the~e has been a question ~aised about the height of the circles bIocking view of approaching t~affic. This will not be resolved until the circles a~e actually in pIace, if this is the case, the circles on the smalle~ co~ne~s will be ~elocated. Committee Member Nelson asked if the~e were any comments f~om M~. Sime~oth to ~he Committee. M~. $ime~o~h stated that he no~iced [ha~ the weed eaters had damaged the ba~k on t~ees last year and will have to think of some othe~ way of [~imming so as not to kill the t~ees, Di~ecto~'McGiIliv~ay answered that he has taken steps already which is to place ba~k a~ound the base of ~he trees simila~ to the way ~he trees were handled at the airport which was successful. Chairman Wisniewski no~ed that the ma~ke~s at ~he cemetery were s~icking way up and asked if that would be a p~obIem fo~ maintenance, M~. $ime~o~h answered that it would, and i~ will be looked into by Directo~ McGilliv~ay. CounciIwoman Bailie asked if Di~ecto~ McGilliv~ay had BEAUTIFICATION COMMITTEE May 27, 1986 - 12:00 PM Page 4 ever considered adults for the summer crews considering the unemploTment problems in ~he community, Director McGillivra¥ answered that he had tried it in hhe past, however, i~ has no~ worked out weI1. Mr. Simeroth stated ~ha~ he has found it easier to work with crews that return each year as there are expectations that can be met with a minimum of training. Director McGillivra¥ stated that Doug, the Beautification supervisor wilI be meeting with the Committee this summer along with Mr. Simero~h. b, ..A!par Grant .... Report. Chairman Wieniewski will have a report on this a~ the next meeting. C,.. Cooper.at!ye Extension. AQen. cy~ - ..Rep0r_t M~. Wa~en La,sen, the new cooperative extension agent talked with Di~ec[or HcGillivray and Councilwoman Sallie Bailie. M~. La,sen will not be on line until late 3uly o~ August and feels that the p~oject begun by M~. Them is to° la~ge fo~ the c~ew available and fo~ [he budget in the future. Councilwoman Bailie felt that if the site is not used by the agency then perhaps [he fencing can be used in othe~ a~eas. The agent and Di~ecto~ McGilliv~ay discussed ~he tall g~ass at one end of the site and its ~emoval. It appea~s that the a~ea will be cleared and reverted to a different purpose. _dr. Cem.ete~y.._Maintenance Partially taken care of above. The Committee and Director McGillivray discussed getting wate~ to the cemetery as all efforts at upkeep a~e useless unless wate~ is available. Councilwoman Bailie stated that Council had had a ~equest by T~eet Cabinets fo~ wa~e~ to ~hei~ site on Co~al Street, however, due ~o the cost and the fact that the~e would be only one use~ on the street, Council had denied the ~equest. The closes~ source of wate~ would be f~om either Bi,ch St. o~ Main Street Loop, a considerable distance and not financially feasible. The Committee suggested a well o~ a sand point if i~ could be done a~ a minimal cost. Director McGilliv~ay suggested that if wate~ were to be considered, then electricity would be necessary to ~un the pump o~ the crews would be using a hand pump. Secretary Loper and Director McGillivray instructed to look into this. 7~ PARKS & RECREATION COMMISSION REPORT Minutes not available 8~ COMMITTEE QUESTIONS & COMMENTS The Committee congratulated Director McGillivray on the newly painted barrels that were recently set out. They are clean looking and ready for ~he summer. The Committee asked if he had considered the ~rash BEAUTIFICATION COMMITTEE May 27, 1986 - 12:00 PM Page 5 barrel liners, Director McGillivray answered that he had, however, he did not have the address of the ~upplier. Councilwoman Bailie stated that she could provide the address, and Chairman Wisniewski stated that there are some blue liners available locally at Peninsula Paper. The Committee discussed the situation with the parks and sanitary buildings. Councilwoman Bailie reported vandalism and theft in her neighborhood adjacent to the Municipal Park over the weekend. The trouble is not coming from the tourists but rather from the transients who appear to have been in the park already for 6 weeks. Councilwoman Bailie reported that Council had heard a proposal from Ed Garnett concerning a camper park on the property behind Craycroft Chrysler, however, no decision was reached at this time. 9.
