Chairman Wisniewski asked that item e be added to Old Business -Sidewaik Sweeping. Agenda approved as amended PERSONS PRESENT SCHEDULED TO BE HEARD a. M~. Bob Gunther, .... Spur Nursery M~. Gunther is owner of Spur Nursery, now in its second year of operations. Mr. Gun~her brough~ photos of some of his flowers and shrubs. Mr. Gunther also noted that his mother has received national awards for her abilities. Mr. Gunthe~ stated that he first came to Kenai 6 years ago, Kenai looked p~etty bad, it has come a long way, thanks in a large part to this g~oup. The city now looks as good as many cities in ~he lower '48. Mr. Gunther would like the opportunity to discuss the city's program of flower planting. The summer weather in Kenai compares to the winte~ weather found in San Francisco. The current flowers a~e of a 14 to 16 week duration, i would like to see Kenai have flowers for a 24 to 48 week duration. Kenai citizens have become mo~e sophisticated and is ready for more than just a few petunias. I work under the foundation of "Plant an Event" not just an everyday occurance. For instance, the climate in Kenai would be well suited to a bonzai and has anyone tried it? Mr. Gunther's proposal would include allowing him to work with one of the planter rings to show what he could do, and further he would like to have the City conside~ his nursery when ordering flowers fo~ spring. He has been told that he has the best flowers and the lowest prices in the Kenai area. The Committee stated that flowers are ordered in 3anua~y, Mr. Gunthe~ felt that was far too late. Mr. Gunther stated that he has no phone, however, he will keep in touch with the Committee. BEAUTIFICAITON COMMITTEE July 8, 1986 Page 2 4~ The Committee discussed the planter ~ings. It was the concensus ~hat the rings appea~ to be a success. They a~e easy to maintain and a~e pretty. The sea~s appear to be used by foo~ ~saffic. APPROVAL OF MINUTES of June 10, 1986 Minutes were approved as submitted. , OLD BUS INE$5 a. Status of Railroad Ties An~add had appea~ed in the Clarion which indicated railroad ties were on sale for $12.99 ea. Considering that the shipping would be cheaper locally than transporting from Anchorage o~ further, the Committee directed Secretary Loper to begin getting prices on ties locally and the shipping costs. As the widening project has been bid and will begin soon, it would be wise to have the ties stockpiled and ready. Secretary Loper was also directed to contact Dick Boysen and Keith Kornelis with the plans and have Keith find a place for the stockpile. b...~ Council- Up_d~t,~e The banners are back in the revenue sharing. Secretary Loper was asked ~o contact Mrs. Snow again concerning some designs that she had intended ~o create for Kenai. A price estimate seems to run about the same for all submitting proposals, Mrs. Snow ~as the only person willing to design for the area. Mr. Randall Pippin is making boxes similar to the boxes the City now uses. The boxes are of good quali~y and run $65 per box. Should the City decide on more boxes, this would be a good source to keep in mind. g., ...... RePOrt ..... On~ ALPAR The grant has been awarded. The prisoners from Wildwood will also be helping. d;..pr0~ress ....Report.. Chairman Wisniewski asked if the fence was repaired, answer no. Is the cemetery being maintained by ~he Beautifica%ion crew? answer, only the mowing, they have no~ been told ~o do more. The crews are having a p~oblem with using the fi~e truck and moving equipment around. Chairman Wisniewski as if the marke~s had been lowered so that all markers are uniform in height as requested, answer no, the crews had been told not to touch the marke~s. Chairman Wisniewski noted tha~ when graves are dug, the dirt and grass is heaped on surrounding BEAUTIFICAITON COMMITTEE July 8, 1986 Page ~ grass, ruining what grass is there. The far better way to do it, would be fo~ tarps to be laid, then the dirt on top. The problem right now is that there is no one to oversee the cemetery and see that things such as this are done which would prevent more damage. e. Sidewalk Sweeping Chairman Wisniewski noted that from the Dairy Queen oorne~ to Willow Street, the sidewalks a~e full of sand. Chairman Wisniewski had personally called Mr. Lacy with the State who stated that they didn't want the sidewalks swept because of the dust. The Parks crew had been coming in 4 AM or 10 RM when traffic wa~ lowest to sweep. The State still stops any sweeping. Councilwoman Bailie agreed that some sort of agreement needed to be worked out with the state as the sidewalks are a mess. Chairman Wisniewski asked if the edge~ for t~imming g~ass along sidewalks had been o~de~ed, answer yes and will be here soon. Chairman Wisniewski asked if the vehicle problem had been solved, answer no. The beautification and parks crew had to drive the ALRAR group around and were not able to work out the problems as yet. Committee Membe~ Sheldon asked if the City had the kind of insurance that would allow that, no one seemed to know. ALRAR is funded jointly by state and Chambe~ of Commerce. Last week the o~ews were observed transporting lawnmowers with the sedan. Committee Member Sheldon asked the crew what their biggest problems were this year and can the Committee help in any way. Answer, trans- portation. There really are enough pickups, however, they are used so heavily in the summer, one is always in the shop. Crews spend alot of time waiting for transportation with only one pickup available. The fire truck is good for watering but not for hauling hoses and mowers around. Eventually the problem should work itself out. 6. NEW BUSINESS a. Memorial Park With the death of the son of a p~ominent Kenai resident, the idea came about to create a living memorial to persons in the form of a tree. The ideal place would appea~ to be the triangle strip in front of Time Saver. Before proceeding on with this to the Council, Councilwoman Bailie asked for the opinions of the Committee.
