ROLL CALL Present- Wisniewski, Hakkinen, Jackson, Selby Absent: Nelson, Sheldon, Hansen, Porter Also Present- Councilwoman Bailie, Director McGillivra¥, Planning Specialist Loper 2. APPROVAL OF AGENDA Agenda approved as submitted 3. PERSONS PRESENT SCHEDULED TO BE HEARD a. Representative - Kenai Area Verterans Not present 4. APPROVAL OF MINUTES of September 9, 1986 Minutes approved as submitted 5. OLD BUSINESS a. Report on Airport Triangle Park The ties will arrive this week, Mr. Robbins reports probably by Thursday. Councilwoman Bailie and Committee Members noted that the overhead utilities were still in place while plans for the park were to place all utilities underground. Planning Specialist Loper was asked to check with Public Works Director Kornelis and report at the next meeting. Since the ties will be arriving shortly, the Committee discussed the amount of fill dirt at the site and the fact that Mr. Boysen may be able to proceed with a portion of the project yet this fall, however, the availability of fill needs to be checked. Councilwoman Bailie felt that Mr. Kornelis had indicated early in the project that fill could be obtained from city projects. Mr. Zubeck has provided the largest amount of what is now on the site. Planning Special Loper asked to check with Mr. Kornelis on the status of the fill. BEAUTIFICATION/MEMORIAL PARK COMMITTEE September 30, 1986 Page 2 Director McGillivra¥ commented that the plans currently call for grass on the park and as the area directly across the street in the airport complex also requires grass maintenance, the park will need something with little or no maintenance. The Committee agreed. Several suggestions were made including low shrubs, flowers, etc. DeWayne Craig was suggested as a contact person for recommendations for possible vegetation. The gentleman from Spur Rd Nursery had approached the Committee and suggested being allowed to use a spot on city property to show What he could do for the type of climate and soils indigenous to Kenai. If this gentleman is chosen, a list of planting materials would have to be ready for order no later than the end of October. 6. NEW BUSINESS None 7. PARKS & RECREATION REPORT There was no meeting this month, however, Director McGillivray attended the state conference of Parks & Recreation in Anchorage and this was the first year that a commissioner has also attended. Chairman Richard Hultberg and Vice Chairman Roger Siebert attended. Chairman Wisniewski noted the comments made in the Clarion and from the general public regarding the unsafe conditions in some of the parks, with particular note on the Old Towne park. In particular there is a pole sticking up out of the ground. Director McGillivray stated that the pole is a remnent from the basketball hoop which was installed when the park was first constructed. Vandals made off with the top portion of the pole leaving behind the piece that now protrudes. Plans are to cut the pole at the ground level and cover it over. The water fountain was removed and also left a similar pipe although not as high and this also will be removed. There are low spots under the swings which rapidly turn to mud depending upon the weather conditions. Director McGillivray stated that the department plans on trying wood chips next year. While this is a more costly means, it is also more effective. The Committee discussed the lands adjoining the Spur Hwy and other city streets. HEA has been in the process of laying new lines and have left behind an unsitely mess with torn up.lawns. Planning Specialist Loper asked to check with Mr. Kornelis regarding this problem and if contact has not been made with HEA, to please do so. The Committee also noted that several businesses along the Spur and along Willow did not maintain the frontage this year and the Committee discussed means of approaching this problem which included having the parks department take over all ROW maintenance. Director McGillivray felt this would be very cost prohibitive. One business had approached the city and made a donation and asked if their lawn frontage could be mowed and water. This was done on a very short basis and apparently was not well received by other BEAUTIFICATION/MEMORIAL PARK COMMITTEE September 30, 1986 Page 2 property owners. If it were done uniformly for the entire strip, it could be a workable plan. It was also suggested that a willing teen group could work through the Chamber of Commerce on somewhat the same billing plan. Committee Member Jackson suggested taking a representative of the teen group to the businesses accompanied by a member of the Chamber. In this way the goals of all involved would be met. The Committee will discuss this further at the next meeting. The Committee next discussed the possibility of approaching the Council on revising the ordinance pertaining the "3-Wheelers" in the City. Property has been severely damaged, many accidents have occured, and Soldotna has apparently had some success with completely banning the off-road vehicles with their ordinance revisions. Planning Specialist Loper asked to check on the Soldotna ordinances and report back to the Co~ittee. The Committee resolved to continue meeting until plans are finalized for the park projects including any input from the veteran group which had indicated an interest. 8. COMMITTEE QUESTIONS & COMMENTS None 9. ADJOURNMENT There being no further business, the meeting was adjourned.
