Department; Councilwoman Kayo Sally Guests: Mr. students. Gene Huff, Kenai Central High School teacher and two 1 . OFF-ROAD VEHICLES Chief Ross. The change that was proposed to the Off Road Vehicle Ordinance by the Beautification Committee, was reviewed by Chief Ross. After reviewing the Ordinance change proposal and Resolution, Chief Ross interpreted it to mean that the committee was attempting to further tighten the Ordinance to protect improved right of ways. A memorandum was sent to City Manager Brighton from Chief Ross, with basically the same information, however, it adds to the meaning of the committee's proposal and is specifically addressed in Section 4 as to operation in improved and/or seeded right of ways. Letter, dated October 30, 1986, was included Council packets, per Specialist Loper. in City Committee member Hakkinen stated her completely and would be to consider as improved. intent was to ban all rights of way BEAUTIFICATION COMMITTEE November 25, 1986 Chief Ross stated that if this was the intention of the Beautification Committee, then other sections of code need to be changed. Chief Ross gave examples of intentions listed and recommended that the Ordinance be pulled and totally rewritten to be consistent with state law. Chief Ross suggested to leave existing Ordinance in place until rewritten and looked at by the City Attorney in relation to Attorney General's opinion. General discussion was damage to right of ways, private property, use geographic regulations. held regarding intent; ie., enforcement, posting in parks, in the City of Kenai and Councilwoman Bailie stated that the intent is not to make it so restrictive that it would be practically impossible to enforce, but at the same time, when the City is requiring people to landscape as a condition to building in the community, the committee felt it important to help protect that investment in services. Chairman would go Wisniewski asked Councilwoman Bailie if she to Council with suggestions of this Committee. MOTION It was moved and seconded submit Proposed Revision as Section 13. that Councilwoman presented to Council Bailie under Motion was passed unanimously. PERSON SCHEDULED TO BE HEARD a. Mr. Gunther did not attend. · INTRODUCTION OF GUESTS Specialist class to the Loper introduced Mr. Huff Beautification Committee. and members of his page -2- BEAUTIFICATION COMMITTEE November 25, 1986 · FLOWERS/ESTABLISH GUIDELINES Chairman Wisniewski stated that the flower situation needs to be addressed. Nurseries need to know what the flower order would be. Committee member Shelden asked available to use for shrubbery. how much money was Councilwoman Bailie did not have any figures at this time, however, there is a Federally funded program that is being looked into. Kenai has a good chance for these funds. If this becomes available, the workers would be young people hired through beautification funded through this program. Discussion was held regarding these funds and workers. Director McGillivray was concerned with new people involved verses three or four people who have worked for beautification that would like to come back. Councilwoman Bailie indicated there were two stipulations to this program: One, involve young people in areas of which they may be able to pursue a career. The other that they would receive at least four hours of schooling a week. There is a possibility of hiring thirty young people. They would be placed in various departments around the city. Committee member Nelson asked when committee could have details regarding this program. Councilwoman Bailie stated that possibly before January. Director McGillivray indicated money is budgeted, with exception of spending a large amount of money for shrubs and flowers for Airport Triangle. Discussion followed regarding contacting nurseries who wish to be involved. MOTION Committee member Shelden moved to send letter inviting nurseries to express interest. Specialist Loper to write the letter. Committee member Nelson seconded the motion. Motion passed unanimously. page -3- BEAUTIFICATION COMMITTEE November 25, 1986 · APPRECIATION Mr. Huff expressed his appreciation to the Committee. Councilwoman Bailie asked for any input Mr. Huff may have in future involving high school students. Chairman Wisniewski suggested that he recommend a student that may be interested to serve on the Committee. · MEETING Committee members were reminded of meeting with Mayor Williams tomorrow night at 7:00 pm at the Senior Center, regarding Committees and Commissions. · DECORATIONS . . Chairman Wisniewski asked if Christmas decorations were finished. Specialist Loper stated they were not finished, as there was a problem wi th the buckets. The problem is being resolved to finish the project. · COMMITTEE MEMBERS Discussion was held regarding the number of committee members in attendance, time of day and interest. Chairman Wisniewski suggested that this be brought up and discussed at a future meeting. ADJOURNMENT Meeting adjourned at 1:00 pm.
