APPROVAL OF AGENDA Agenda approved as submitted APPROVAL OF MINUTES of May 6, 1986 Minutes were approved as submitted OLD BUSINESS a. McDo.nal~s ~ ~ M ~ '~., r~ .M~.,~ ' Mooc ,,k, .................................... ] Board Member Cole stated that the overall plan is very acceptable and the Board is pleased with the high percentage of landscaping, however, in the iandscape~s own opinion, the scotch pine had a very iow survival ~ate which means that the trees wouId be gone in a sho~t time. M~. Moock indicated that it was his desire to ~emain with the plan as submitted last week. MOT I ON: Board Membe~ Coie moved to disapprove the pIan as submitted, seconded by Board Membe~ Cale~ Chairman Schilling stated that the original owner of the property completely cleared the whole area and the community was very upset. We feel we owe it to the community to do what we can to restore some visual enhancement to that frontage. Board Member Cole agreed stating that we have made a commitment to the city and the public to help in any way revitalize that area and make it attractive to other potential purchasers or lessors with the same attitude. Mz. & Mrs. Moock and the Board discussed t~ading some of the planned vegetation For some t~ees. The Boazd agreed that winte~ is 7 months Iong in Kenai and in some yea~s the ~now is 4' deep which wii1 make the a~ea sta~k with winds biowing through. T~ees wouid be the favored way to go, they would enhance the site, cut down winds pzoviding they were hearty t~ees, and be visible du~ing the wintez months. LANDSCAPING REVIEW BOARD May 1~, 1986 Page 2 Mr. & Mrs. Moock and the Board agreed on leaving the plan intact with the exception of 1 tree in the rear (indicated on the plan) and adding a clump of 4 to 5 trees in the frontage area (ROW), trees to be CoIo~ado spruce, average 7' ~all. The t~ees currently on the ROW a~e to be ~eka~ned. Every effort must be made to ensure the survival of these ex~st~ng t~ees du~ng eonsk~uel~on as well as the t~me afte~ construction. MOTION: Board Membe~ Coie moved approval of the amended Plan, seconded by Board Membe~ Caleb. VOTE: Motion pas~ed unanimously. 5. NEW BUSINESS a. The Board had given a b~ief review of the Plan the previous week and had reqeusted photos of the a~ea set aside fo~ natu~aI vegetation p~ior to clea~ing. M~. Holt p~ovided those photographs p~ior to the meeting. MOTION: Board Member CaIer moved app~ova! of the Plan submitted by M~. Holt seconded by Board Member Cole VOTE: Motion passed unanimously m BOARD QUESTIONS AND COMMENTS None 7.
