Present: Wisnewski, Hakkinen, Jackson, Selby, Sheldon, Sparks, McComsey (All Commissioners present) Also Present- Councilwoman Swarner, Sally Bailie, Pat Porter, Bill Mussen, Secretary Loper PERSONS PRESENT SCHEDULED TO BE HEARD a. Sally Bailie, Representative of Kenai Bicentennial Visitors & COnvention Bureau ,,, Mrs. Bailie gave an overview of some of the responsibilities and projects that are being done by the KBV&CB which included a new folder which is going to be given out to the various groups that are going to be visiting Kenai for conferences or conventions. Mrs. Baili~'~gave~the numbe.rs~ groups and dates when they will be attending. Mrs. Bailie and the Committee discussed banners and budgeting for banners. There had been a misunderstanding regarding the banners since the visit on August 29th. Chairman Wisniewski formed a Banner Con~ittee consisting of Nina Selby, Jerry Sparks, and Pat McComsey. These three people will be meeting November 1st with Mrs. Bailie to consider designs, numbers, and monetary considerations. Mrs. Bailie discussed the beautification of Old Towne. Some members of the Committee felt that Old Towne was not in the purview of the Committee, however, such things as sending letters to property owners who have a considerable amount of stored junk could be taken on by the group. This will be discussed more later. APPROVAL OF AGENDA The Agenda was approved as submitted. Lawton Strip Project Chairman Wisniewski asked the Committee for opinions on Lawton Strip. Ail agreed that the cleanup efforts of the Wildwood personnel were very pleasing and the Committee agreed that they would like to widen the area for cleanup in the spring. Chairman Wisniewski further indicated his desire to implement some type of plan for development of the strip and Municipal Park. The Committee asked Councilwoman Swarner for an update on the status of the land trade with the State. Councilwoman Swarner indicated that nothing would be happening in the near future. MOTION: Committee Member Jackson moved to recommend administration contact Mr. Kluge to design a plan for both Lawton Strip and Municipal Park, seconded by Committee Member Sparks VOTE: Motion passed unanimously Secretary Loper asked about funding for designs, the Committee indicated the desire for the secretary to obtain a cost estimate from Mr. Kluge and return the results to the next meeting. b. Municipal Park The Committee discussed this item at several different meetings with no decision being reached. It was pointed out that there are now three new private RV parks in the Kenai area and this park had not been originally intended for overnight/long term camping. MOTION: Committee Member Selby moved to recommend closure the Municipal Park to overnight camping in the future, seconded by Committee Member Jackson VOTE: Motion passed unanimously c. Identifying Vegetation This project had been introduced by Councilwoman Swarner and was further discussed. Senior Director Pat Porter will look into tags as she is in charge of the plantings done in the Memorial Park. d. Welcome to Kenai Sign on Sterling Highway (Request of Mayor Williams) Postponed until Mayor Williams can be present. 6. NEW BUSINESS None KENAI BEAUTIFICATION COMMITTEE October 24, 1989 Page 3 7.
