ROLL CALL Present- Malmberg, Hakkinen, Jackson, Selby, Sheldon, Sparks, McComse¥ ~ Absent - None Also Present- Parks and Recreation Director McGillivray, Council Member Swarner, .Sue Carter and Bob Williams from the Kenai Bicentennial Visitors and Convention Bureau Board. This meeting was called in order to discuss the banners and the results of the last council meeting. For the benefit of Sue Carter and Bob Williams, Chairman Sparks summarized what the Committee has done since they first started working on the ordering of the banners last fall. In the beginning, Bicentennial had informed Beautification that they did not have the money nor the time to order the banners and they wanted Beautification to handle ~it. They stated that ~they had no specific kind of banners in mind. A banner brochure was presented to Council last winter and Council was informed that only one design would be chosen so as not to confuse the public in regard to stop lights, signs, etc. There were no comments from Council at that time. o There was $7,000 set aside in the Beautification budget for banners and a sub-committee was established to price banners and brackets and try and get the most for the money. They discovered that custom banners with individual designs wouldvcost .$300 per banner and $65 per bracket, which would be too much money for the number of banners that they wanted to put up. It was decided that banners would only be put on one side of the street, on a total of three streets, using used brackets. A total 6f eighty-five banners would be needed. A company was found from which banners could be ordered with used brackets, three different banner designs of red, white and blue for a cost of $65.00 per banner and bracket. This was felt to be the best buy for the money and pictures of the proposed banners, along with a purchase order, was presented to Council at'the August 15th council meeting. Several of the council members did not like the proposed banners, feeling that the colors and design made them appear too political. They favored Alaska designs and felt that Bicentennial should'-have been consulted before the designs were presented to council. As a result the purchase order was tabled and not approved. Bob Williams of the Bicentennial Board then spoke to the Committee members. He indicated that he felt the Committee had done very good work and had gotten the best deal for the money they had to .work with. He felt there had been a lack of communication between the Commission and the Board as a result of the Board member resigning that was attending the Beautification meetings. Mr. Williams feels that the banners should be festive and that coloration is very important. His,. thoughts are that these banners could be used with the addition of one or two banners on each street with the dates 1791 and 1991 inscribed on them. That way it would be more in tune with the Bicentennial theme. It was decided that Sue Carter and the Bicentennial sub-committee would work together and check on colors, design, cost and location of the special design banners. The cost of the special banners would be borne by the Kenai Bicentennial Visitors and Convention Bureau. When the questions have all been answered andthe designs finalized, the matter will be again taken before Council. R/~g Se~
