ROLL CALL Members Present: Chairwoman Geraldine Sparks, Nina Selby, Margaret Malmberg, Sally Bailie, Glen Jackson, Ronald Malston, Also Present: Councilwoman Swarner, Kayo McGillivray, Loretta Harvey 2. APPROVAL OF AGENDA Malston asked for an addition to the agenda under 4 c. Banners in Old Town. Bailie asked for addition of Planters under 4 b. Agenda approved as amended. 3. APPROVAL OF MINUTES Malston asked for clarification regarding replacement of "10 to 20 lights" did Malmberg mean light-bulbs or decorations. Malmberg said she meant lighted decorations. MOTION AND VOTE: Bailie moved approval of minutes as amended. Malmberg seconded. Passed unanimously. 4. OLD BUSINESS a. WOoden Signs Chairwoman Sparks reported that Warning Lites of Alaska is out of business on the Peninsula, so couldn't finish the signs near Big John's in Soldotna and the one in Kasilof. Final payment has not been made on the signs. Sparks asked the Committee if they wished to deal with Warning Lites out of Anchorage. The discussion was tabled until the next meeting, which will give Sparks time to contact Warning Lites for more information on finishing the signs. KEN~'r BE&UT~F'rCAT~ON COI~TTEE Noven~ber 1~- · 19 91 Page ~ b. Christmas Lighting McGillivray said he wished to order a lighted sleigh and reindeer for the Lief Hansen Memorial Park. The gazebo, tree and star will also be lit again this year. The sleigh and reindeer cost approximately $1,000, so will need to go to Council for approval. Councilwoman Swarner noted that the next Council Meeting was November 20th, which would be close to the Christmas guideline. She recommended that this item be budgeted for FY92. Bailie said her family had purchased a sleigh and reindeer from Kenai Supply at a reasonable price and suggested that McGillivray look into purchasing these items locally. McGillivray said he would call the company and get the dimensions of the sleigh and reindeer and then check dimensions and price locally. c. Banners in Old Towne Malston said he would like to see some banners placed in Old Town as part of the beautification plan for that area. Bailie thought the wooden signs which were previously discussed might be nice in Old Town. The designs could be .in an antique design. d. Planters Bailie reported she had noticed some interesting planters in G irdwood during the summer. They had been made from cement pipes, cut at different lengths and placed in groupings. Bailie thought this idea would be good to replace some of the wooden planters. Selby asked what would be done with the wooden planters? Malmberg said she felt the wooden planters would deteriorate and could be replaced with the cement planters as needed. Bailie suggested that McGillivray talked to Keith Kornelis, Public Works Director, regarding the price of this pipe or the possibility of using portions of broken pipe. Chairwoman Sparks asked where the Committee would like these planters placed. Malston suggested the four corners of Willow and Spur Highway; Main and Spur; Airport Way and Spur; and Main Street Loop and Spur. Malston suggested that the new Vintage Point Manor might be a good location for some of these planters, if there was no landscaping plan already prepared. Councilwoman Swarner said that some trees and shrubs may be available through the Cooperative Extension to fill these planters. 5. NEW BUSINESS a. City Clean-up Ordinance Councilwoman Sparks said she felt that a clean-up ordinance was important and should contain the words "City proper" which would allow clean-up of the Old Town area. She felt that the Parks and Recreation Commission should be informed of the intent in drafting this ordinance. Malston expressed concern about the lack of activity in Old Towne as far as beautification efforts. Chairwoman Sparks noted that a survey had been done of the areas to be cleaned up and most of those lots were owned by out-of-state people. The city could not go on private land and clean it up, without owner's consent. The Committee should draft an ordinance for Council which would allow areas within the City Proper to be cleaned at the owner's expense, if the owner refuses to bring them up to code. Bailie recommended that a letter be sent to property owners, which would allow them a specified amount of time to clean up the property. Chairwoman Sparks agreed with that idea, but said that the Ordinance would give the City the right to clean up areas if the owners refuse to comply with the letter. McGillivray said he would bring up the ordinance at the Parks and Recreation meeting November 12th. 6. OTHER BUSINESS a. Sidewalks in Leif Hansen Memorial Park McGillivray reported that the sidewalks would be put out for bid in the spring of 1992. KENA'r BE~UT'rF?C~TION CO~ITTEE November 1~- · 19 91 Page 4 b. Adopt a Park Program Chairwoman Sparks asked the Committee when they would like to see this program start. Malmberg said the intent was that this program would be started in March or February, so the program could be coordinated and volunteers sought for next summer. Bailie suggested that the Clarion might be contacted to do an article on this project, with stress on the volunteer aspect. McGillivray agreed that this should be a people effort and not under the Parks and Recreation department. Otherwise, people may tend to lose interest and expect Parks and Rec to maintain their flower beds. Chairwoman Sparks recommended that the Adopt-a-Park program be discussed at the February meeting. 7. ADJOURNMENT There being no further business the meeting was adjourned.
