ROLL CALL Commissioners Present: Geraldine Sparks, Nina Selby, Glenn Jackson, Loretta Breedan Absent: Margaret Malmberg, Jeanene Benedict, Ron Malston Also Present- Councilwoman Linda Swarner, Kayo McGillivray, Parks and Rec Director, Loretta Harvey, Transcribing Secretary 2. APPROVAL OF AGENDA Agenda approved as presented. 3. APPROVAL OF' MINUTES January 21, 1991 Selby moved to approved minutes as presented. Jackson seconded. Passed unanimously. 4. OLD BUSINESS a. Budget McGillivray presented the revised budget figures. These figures have been suggested by the City Manager, the Council will schedule work sessions to prepare final budget for FY92-93. The major cuts were in- Operating Supplies, (Lime, grass seed, fertilizer, flowers, trees, etc.) from 10,000 to 8,000. The planting should stay about the same as last year, but there will be no increase in planting. Repairs and Maintenance, (Grave openings,/closings, hanging & removing Christmas lights and transformers, repairs) from 11,000 to 8,000. Last years budget for R&M was 4,000 the additional 7,000 had been budgeted for new Christmas lights and repair of light transformers, and property corner cap markers for the cemetery. The repair of the transformers is estimated at 3,600 which will KENAI BEAUTIFICATION COMMITTEE &pril 14, 1992 Page ~- take about half of the proposed budget and the new corner caps will be about 2,000. This means there will no new Christmas decorations · Small Tools from 7,000 to 0. Ail other budget items remained the same, except Machinery and Equipment which had been reduced to 0 already. Breedan asked if the flowers are put out to bid and if local businesses would be interested in sponsoring a flower box in front of their business. McGillivray said that flowers had been bid and Trinity was the only nursery that had wanted to prepared the boxes. They have asked that the City store the boxes and plant and maintain flowers in the future, because they now lack the space for the boxes. Breedan said she would like to see some lilacs and roses planted around the city. McGillivray said that in the past they have avoided these plants because of the extra maintenance they require. Breedan said she has roses she purchase which were developed for arctic conditions to -50 degrees, they need very little maintenance. She said she would buy one lilac and one rose bush to be planted in Leif Hansen Memorial Park. McGillivray said that Parks and Rec would find a spot in the park to plant the bushes. b. T-33 Project Sparks presented a letter she had written to the Mayor and City Council regarding the placement of the T-33 Aircraft in the airport triangle (attached) . She asked if the Council or Mayor had commented on this. Swarner reported that the letter was acknowledged in the packet, but there was no discussion on this item. c. Sign at Big John's Sparks asked what the status of the sign was? McGillivray said the sign will remain there for now. The sign was originally designed to be used just through the Bicentennial year. Now the owner has asked to use the sign base for his own advertisement. The City Manager has given permission for Big John's owner to use the sign base until the city needs the sign. KENAI BE&UTIFIC&TION COMMITTEE &pti1 14, 1992 Page 3 5. NEW BUSINESS a. Gully on 4th and Spruce Street Sparks expressed concern about the condition of the drains in this gully. She reported that the water appears to be contaminated and that there is a stench. She wondered if the City could cut the culverts deeper so drainage of that area would be better. Swarner said she would take the concerns to the Council to see if something could be done to improve this problem. 6. COMMISSIONER COMMENTS AND QUESTIONS Breedan asked if the Chamber of Commerce has been approached to help find people who want to adopt a flower box. She suggested that an ad might be placed in the paper to see if interest could be generated in such a program. McGillivray said that some busineSs already donate money to have a flower box installed and maintained. Sparks said she would draft an advertisement for the newspaper regarding sponsors for flower boxes. Swarner suggested that some people might be willing to donate time instead of money. Sparks asked if the prisoners at Wildwood could build more planter boxes? McGillivray said he would check this before the next meeting and get a cost per box. 7.
