1. ROLL CALL

2. APPROVAL OF AGENDA
Agenda approved as presented.
3. APPROVAL OF MINUTES
MOTION AND VOTE:
Selby moved approval of minutes for September 8, and October 12.

a. Firepit
McGillivray reported 'that the firepit could not be located near the
Bicentennial Center as originally discussed. The Center' wants the
space for a sign. It has been suggested that the pit be located in
the Blue Star Memorial greenstrip. He would suggest a false bottom
for the pit, so it can be cleaned out in the spring and flowers can
be planted there.
Swarner asked if the City's draftsman might be able to design such
a pit?
McGillivray said the pits they are using now were ordered from
Anchorage. He said he would check the prices of a new pit from
Anchorage.

Sparks presented the document she had prepared which outlined the
plans and goals (attached), which were discussed at the Work
Session, October 23, at Loretta Breedan's.
The Committee went through the items individually and made
suggestions and changes. Some of the suggestions were-
Scattered groupings of roses. McGillivray suggested 4-6 bushes per
grouping. Jackson offered to buy the roses for the first grouping
at Leif Hanson Memorial Park, if it can be planted in the park
toward Dan's TV. Benedict also pledged $50.00 toward the rose
groupings' project.
The project will be presented to the Chamber of Commerce. Selby
suggested the newspaper be contacted to do an article about the
'Year of Beautification.
MOTION AND VOTE:
Jackson moved approval of Year of Beautification Plans and Goals.
Selby seconded. Motion passed unanimously.
Sparks will retype the document and present to the Parks and Rec
Commission.
b. Meeting Format
Sparks told the Committee that the meeting format needed to be more
formal, following R0bert's Rules of Order. This will help
facilitate more accurate minute transcription.

INFORMATION ITEMS
a. 1992 Season Parks Department Wrap-up
Selby wished to commend the Parks Department for the good work they
do for the City. Committee members concurred that the Department
does an impressive job for the City.

COMMITTEE MEMBERS QUESTIONS AND COMMENTS
Swarner reported that the Council had discussed the abandoned house
on 4th Avenue, which the Committee had previously expressed
concerns about. The City has started abatement proceedings and the
owner says he wishes to clean up the house. The abatement process
may take a while and hopefully the owner will fix up the house.

Sparks expressed concern about the gully on 4th Avenue.
Neighborhood children sled down the gully and a child drowned there
several years ago, when the ice broke. Sparks wondered if the City
would put up a fence or sign to forbid sledding there.
