MEETING SUMMARY
ITEM 1: CALL TO ORDER & ROLL CALL
Due to the absence of the chair and vice chair, committee member Dimmick called the
meeting to order at approximately 7:00 p.m.
MOTION:
Commissioner LeFebvre MOVED Dimmick serve as chair pro tempore. Commissioner
Seymour SECONDED. There were no objections. SO ORDERED.
Roll was confirmed as follows:
Commissioners present: M. Dimmick, L. Seymour, P. Baxter, M. LeFebvre
Commissioners absent: K. Shearer, S. Hatch, H. Brown

ITEM 2: AGENDA APPROVAL
MOTION:
Commissioner LeFebvre MOVED to add Chamber Lawn as Item 6-c. Commissioner
Seymour SECONDED the motion. There were no objections. SO ORDERED.
There were no other changes to the agenda and it was approved as amended.
ITEM 3: APPROVAL OF MEETING SUMMARY-- May 8, 2007
The meeting summary of May 8, 2007 was approved as presented.
ITEM 4: PERSONS SCHEDULED TO BE HEARD -- None
ITEM 5: OLD BUSINESS
Ytem 5-a. Discussion -- Volunteer Plant Date
Frates noted the following comments:
Asked for a review with pros and cons of the event
• Comments have been positive
• Cold weather is slowing plant growth
• Closer review of plant variety, design, etc will be reviewed at the
September meeting
ITEM 6: NEW BUSINESS
6-a. Discussion -- Kenai Cemetery
Frates noted the following:
• Location of proposed cemetery expansion
• Work is needed in planning, policy, and design
• Parks & Recreation Commissioner Sandahl will work with administration
• Anyone from this committee interested in helping should contact Frates.
The Commission would like an occasional report on the progress.
6-b. Discussion -- North Forest Drive Beautification
Discussion followed by the following comments:
• Concrete circle planters were not necessary.
• A plan could be developed for volunteers to plant corners
• Volunteers could pay for and plant flowers, then request reimbursement
• Volunteers could maintain the beds through the summer
LeFebvre supported the idea and volunteered to plant and maintain one corner.
The committee requested a detailed plan for the summer be prepared for review and
discussion.
6-c. Discussion -- Chamber Lawn
It was reported a rose bush had been removed from near the Chamber cabin and it
was suggested the concrete bench be moved near the clock in Memorial Park.
MOTION:
Commissioner LeFebvre MOVED the concrete bench previously discussed be placed
near the clock in Memorial Park. Commissioner Seymour SECONDED the motion.
There were no objections. SO ORDERED.
ITEM 7: REPORTS

7-b. Parks & Recreation Director -- Noted the following:
• The Home Depot Sub-Committee would need to report on their suggested
meeting dates.

• Praised the summer crew's efforts to make the City look nice.
7-c. Kenas City Council Liaison -- Council Member Swarner inquired about
replacing the All-America City sign.

Dimmick questioned the inclusion of Item 10-c in the packet. Frates reported the
material was informational only and required no formal review or action.

YTEM 4: PERSONS SCHEDULED TO BE HEARD
4-a. Jackie Cason -- Kenai Teen Center Presentation
Executive Director Ahlberg and Teen Center Supervisor Cason gave a brief presentation
on the Teen Center Program. Topics of interest were the "tweens" (11-12 year-olds),
program attendance numbers and Project Protect.
ITEM 5: OLD BUS%NESS
5-a. Discussion -- Budget/Zarnboni
Director Frates reported to the Commission monies were used for the purchase of a
new ice resurfacer, which would be delivered in seven to eight months. Frates thanked
the Commission for recognizing the need.
ITEM 6: NEW BUSINESS
6-a. Discussion/Recommendatson -- Spectator Code of Conduct
Frates referred to a memorandum outlining some thoughts with respect to a Spectator
Code of Conduct. He explained if adopted, the policy could be included onto a sign
format and installed at various city facilities as a reminder to parents, coaches and
spectators. The changes suggested were: combine statements #2 and #4 and eliminate
statement #5.
MOTION:
Commissioner McDonald MOVED to support the Spectator Code of Conduct with the
changes as suggested and Commissioner Hagen SECONDED the motion. There were
no objections. SO ORDERED.
6-b. Discussion -- Kenai Cemetery
Comments included:
Work could begin on the site plan.
Different avenues that could be used to facilitate this process were
outlined.
• Sandahl offered to take the lead in speaking to church representatives,
community members and working with City planners.
• Findings would be reported at future commission meetings.
6-c. Discussion -- Greenstrip Addition Near Mouth of River
Frates reported the Kenai River Festival was relocated to Soldotna and it was the
wishes of administration the Commission review if a new greenstrip area should be
developed. Comments included:
• Near the mouth of the Kenai River, east of the Visitors Center; this area
has been slated as Millennium Square and different site plan ideas have been
suggested.
• Plans could include a large green area for use as a park-like area.
Commission recommended that previously drafted site plans be brought to the next
meeting.
ITEM 7: REPORTS
7-a. Commsssion Chair -- No report.
7-b. Director -- Frates gave project updates on Municipal Park Disc Golf
Course, the Soccer Fields, Tent Campground and dipnet preparation.
7-c. City Council Liaison -- Boyle noted the wetlands property adjacent to
creek drainage on Lawton Drive would be purchased by the city and reserved for future
park use.

General Information:
KMC 14.25 specifies the requirements for landscape/site plans within the City of Kenai.
Section KMC 14.25.030 details Landscaping/Site Plan submittal requirements. This is a
landscape/site plan for the Kenai Courthouse Expansion. The applicant has submitted a
site plan showing the existing building with the addition, access, parking, proposed
landscaping, signage, snow storage, and other minor additions to the development. The
dumpster is not shown on the plans but is currently located to the west of the new
addition and is screened.
There are four types of landscaping defined in KMC 14.25.040:
a. Perimeter/Buffer Landscaping -involves the land areas adjacent to the lot
lines within the property boundary and serves to separate and minimize
the impact between adjacent uses.
The landscaped areas along the property lines meet the minimum 10-foot
requirement of KMC 14.25.040 (b)(1). Any excavation into the City of
Kenai's right-of-ways will require excavation permits from the City of
Kenai.
b. Interior Landscaping -involves areas exclusive of the perimeter and
parking lot areas. There is minimal interior landscaping in this plan.

There is a plan to landscape along the side of the building facing Trading
Bay Road. The developer is providing for a mix of landscaping materials
including: Crabapple -Snowdrift and Red Splendor, Showy Mountain
Ash, Little Princess Spirea, Gold Flame Spirea, Rosa Rugosa, American
Cranberry, grass seed.
c. Parking Lot Landscaping -involves areas adjacent to or within parking
lots and access drives. As noted, there is minimal interior landscaping
due to the size of the parking lot and the need to allow for snow removal.
The plan does provide for some landscaped islands in the parking area.
d. Street Right-of-Way Landscaping -intent to soften the impact of land
uses along rights-of-way but does not obscure land uses from sight. The
right-of-way landscaping is described in the perimeter/buffer landscaping
section. Existing landscaping will remain.
Kenai Municipal Code 14.25.045 identifies the objectives for the site plan. The site plan
provided in this application meets the objective of the code. The plan provides for
location of the building, access to and from the site, traffic patterns, parking lot layout,
snow starage areas, and locaticn for signage. The site provides for 15S standard
parking spaces and 6 handicap spaces. The parking lot will be paved.
There is a screened dumpster at this site. If the construction causes the dumpster to
moved, the dumpster must be screened with sight-obscuring material made of wood or
concrete.
Snow storage is identified on landscaped areas along the perimeter of the site. The
State does not allow snow storage in parking spaces and if needed, requires snow be
removed from the site.
The Courthouse has an existing sign along Trading Bay Road. If a new sign is installed,
the Building Official will determine if the sign meets the building and zoning code
requirements when the building permit is issued.
City Engineer:
Site drainage patterns and access will not be affected.
Building Official:
No comment at this time; my review of the proposed addition has not started.
RECOMmeNDATeoNs
The landscape/site plan as submitted meets the landscaping/site plan requirements and
is approved with the following requirements:
1. All required landscaping as presented in the approved landscaping plan
must be installed within one year after issuance of Certificate of
Occupancy.
2. One hundred percent (100%) of ground cover of the landscaping beds
must be planted and maintained so that there is no exposed soil within

three years of the approved plan.
3. The parking lot must be paved within two (2) years of the Certificate of
Occupancy.
4. Snow storage must be located on the lot and cannot be placed on
required parking spaces or the snow must be removed from the site. No

5. If the dumpster is relocated, the structure for the dumpster must be
constructed of wood or concrete. City administration may approve other
materials prior to construction.
6. If construction of the project has not started within one year of the
approval of the landscaping/site plan, the approval shall lapse unless
extended for good cause.

The Landscape/site Plan for the planned demobilization and installation of a new
180-foot microwave-repeating tower for above-referenced parcel has been
reviewed and approved. It is recognized this is an existing site and no additional
clearing or landscaping will occur.
The City's engineer did note that you must verify with FAA that no airspace
encroachments will be created. It is my understanding that you have received
FAA approval for the project and are expecting their written confirmation. When
we process the Conditional Use Permit for the site, a copy of that letter will be
required before the permit can be issued. Please send me a copy as soon as
you receive it from the FAA.

KMC 14.25 specifies the requirements for landscape/site plans within the City of Kenai.
Section KMC 14.25.030 details Landscaping/Site Plan submittal requirements. This
parcel is zoned Recreation and exempt from the requirements of KMC 14.25; however,
to insure the proposed development meets other code requirements, the plan was
reviewed.
Applicant has applied for a building permit to demobilize and remove an existing 100-foot
guyed (cable-supported) tower to construct a 180-foot self-supporting steel microwave-
repeating tower adjacent to the existing tower pad and communications shelter. GCI has
a long-term lease with the Kenai Peninsula Borough who owns the property.
The original tower was constructed in 1969 prior to the City's enactment of Zoning in
June 1984. This is an existing site and no clearing or landscaping is planned. There is a
6-foot chain link fence around the towers as well as natural vegetation and shrubs
throughout the property, there will be no removal or addition of landscaping to the leased
area.

ANALYSIS
General Information:
On July 18, 2007, the applicant was sent a letter advising the site plan(s) submitted on
July 5, 2007 for the proposed development at 6543 Kenai Spur Highway did not meet the
City's landscape/site plan requirements outlined in KMC 14.25.030.
On July 23, 2007, Mr. Rogers submitted a new landscape/site plan. That plan appears to
meet the requirements of the code. The plan shows the parcel, cleared areas, location
and size of proposed building, snow removal area, drainage, parking area, and driveway.
A dumpster is shown on the site plan. It is noted that the dumpster will be provided when
the building is leased. The parking area is shown as 40'X100' for a total of 4000 square
feet. Four parking spaces are required and this area is more than sufficient for off-street
parking. The driveway and parking areas should accommodate large trucks for the
warehouse as required in KMC 14.20.250(7). The driveway, parking areas and cleared
area around the building will be covered with gravel.
Landscaped areas are shown along the northwest corner of the cleared area of the lot,
an area along the Kenai Spur Highway right-of-way, and the Eagle Street right-of-way.
Landscaping is identified as Blue Spruce spaced approximately 20-feet apart.
City Engineer:
On-site water and wastewater systems shall meet Alaska Department of Environmental
Conservation (ADEC) standards. Snow storage areas appear adequate. Routing of
drainage should not cause drainage issues on adjacent properties. Access to the Kenai

Spur Highway has been coordinated with the Alaska Department of Transportation and
Public Facilities (ADOT/PF).
Building Official:
Building meets minimum building code separation distances. Plans will be reviewed for

The revised plan, as submitted, appears to meet the intent of the ordinance and
approved with the following requirements:

KMC 14.25 specifies the requirements for landscape/site plans within the City of Kenai.
Section KMC 14.25.030 details Landscaping/Site Plan submittal requirements. This is a
landscape/site plan for the Alaska USA Federal Credit Union. The applicant has
submitted a site plan showing the proposed building, access, drainage, parking,
dumpster location, and landscaping. Snow storage area(s) are not identified.
Four types of landscaping are defined in KMC 14.25.040:
Perimeter/Buffer Landscaping -involves the land areas adjacent to the lot
lines within the property boundary and serves to separate and minimize
the impact between adjacent uses.
o This development fronts three streets, Caviar Street, Bidarka Street,
and the Kenai Spur Highway. This lot joins the City of Kenai parcels
that contain the Kenai Recreation Center. The landscaping plan
includes landscaping along all four sides of the lot with the exception
of driveways. Landscaping includes lawn areas, shrubs and trees,
rock gardens, and a screen fence will separate this property from the
City of Kenai Recreation Center.

o The plan provides multiple planting beds and rock gardens around the
building.
Parking Lot Landscaping -involves areas adjacent to or within parking
lots and access drives.
o The perimeter of the parking lot will be separated from landscaped
areas with bollard-type fencing. Islands along the entrance to the lot
and separating the drive through area are landscaped.
Street-right-of-way Landscaping -. intent to soften the impact of land uses
along rights-of-way but does not obscure land uses from sight.
o As noted, this property abuts three streets. All areas along these
streets will be landscaped with lawns, trees, shrubs, and rock gardens.
Landscaping is also planned into the State of Alaska right-of-way
along the Kenai Spur Highway. This landscaping must be approved
by the State.
Sheet L-3 of the Landscape Pian lists the types of trees, shrubs, and perennial plants
that will be used throughout the site. The list includes: White Paper Birch, White
Spruce, Lutz Spruce, Quaking Aspen, Amur Chokecherry, Canada Red Cherry, Autumn
Magic Black Chokeberry, Pawnee Buttes Western Sand Cherry, Alpine Currant, Ash
Leaf Spirea, Goldmound Spirea, Miss Kim Lilac, Canadian Lilac, Bailey Compact
American Cranberrybush, Lady Fern, Dayliliy, Common Chive, Dwarf Columbine,
Armeria, Silver Mound, Bleeding Heart, Shooting Stars, Blue Fescue, Iris, Hosta, Blue
Oat Grass, The Rocket, Saxofrage, Stonecrop Sedum, Dragon's Blood, and Troilius.
Kenai Municipal Code 14.25.045 identifies the objectives for the site plan. The site plan
provided in this application meets the objective of the code. The plan shows the location
of the building, access to and from the site, parking lot layout, landscaping, and location
for signage. Snow storage area is not identified. it appears there is minimal area for
snow storage. Snow must be stored so as not to use required parking spaces and may
require removal from the site.
The plan provides 35 standard parking spaces and 2 handicap spaces. The building is
7,420 square feet. The code requires one space for every 300 square feet of gross floor
area for a required 25 spaces. The parking shown exceeds the required parking spaces;
however, the sizes of the spaces do not meet the square footage per space required in
the code - 180 square feet. Because there is excess parking, the plan appears to meet
the parking required for the use. The parking lot will be paved.
The plan shows a dumpster northeast of the building, off the Bidarka Street entrance.
The plan notes the dumpster will be enclosed with a 6-foot screened fence on a gravel
bed.
Sign permits are issued as part of the building permit. The Building Official will review
proposed signage to insure signage meets both the building code and zoning code for
size and location prior to issuing the permit.

RECOMMENDATIONS
The landscape/site plan for the proposed Alaska USA Federal Credit Union appears to
meet the objectives of KMC 14.25. Site plan is approved with the following requirements:
1. All required landscaping as presented in the approved landscaping plan
must be installed within one year after issuance of Certificate of
Occupancy.
2. One hundred percent (100°/0) of ground cover of the landscaping beds
must be planted and maintained so that there is no exposed soil within
three years of the approved plan.
3. State of Alaska, Department of Transportation and Public Facilities must
approve landscaping in the State right-of-way.
4. The parking lot must be paved within two (2) years of the Certificate of
Occupancy.
5. Snow storage must be located on the lot and cannot be placed on
required parking spaces or the snow must be removed from the site. No
snow may be stored in such a manner that would block visibility for
ingress and egress to the lot.

preliminary landscape/site plan for the Arctic Barnabas Ministries hangar and office
building. The applicant has submitted a site plan for the proposed development. The
plan shows the proposed building, driveways, drainage, parking, dumpster, fencing,
snow storage sign, and landscaping.

on the taxiway and cannot be landscaped. The landscaping is limited
in some areas due to the need to provide for parking. In addition, the
area along the Willow Street right-of-way is already landscaped.
Landscaping includes lawn areas, shrubs and trees. Landscaping
stones are used in and around the shrubs and trees. A concrete patio
with a flower garden is planned for the northwest side of the property.

An 8-foot security fence will separate the front of this property from the
taxiway.
Interior Landscaping -involves areas exclusive of the perimeter and
parking lot areas.
o No interior landscaping is planned.
Parking Lot Landscaping -involves areas adjacent to or within parking
lots and access drives.
o Areas adjacent to the driveways will be landscaped and the area along
the perimeter of the parking lot will be landscaped.
Street-right-of-way Landscaping -. intent to soften the impact of land uses
along rights-of-way but does not obscure land uses from sight.
o As noted, this property abuts the Willow Street right-of-way that is
already landscaped with lawn. There is additional landscaping
planned along edge of the property and the right-of-way. Along
Granite Street there is grass planned and landscaping between the
lawn area and the parking spaces.
Landscaping plants include Hoopsii Spruce, Spruce, Red Leaf MayDay, Green Leaf
MayDay, Ruby Frost Maple, European Mountain Ash, Ash Leaf Spirea, Lilac, Potentilla,
and Dwarf Mugo Pine.

for every 400 square feet of gross floor area for a required 18 spaces. The plan provides
for sufficient parking for the proposed uses. The parking lot will be paved.
The plan shows a dumpster northwest side of the hangar portion of the building. The
plan shows the dumpster behind an 8-foot high chain length fence "with visual barrier."
The code requires dumpsters screened in asight-obscuring structure made of wood or
concrete.
Sign permits are issued as part of the building permit. The Building Official will review
proposed signage to insure signage meets both the building code and zoning code for
size and location prior to issuing the permit.
The planned development does not meet the setback requirements for the building code.
The hangar as shown on the site plan (20 feet from the side lot line), will require a 2-hour
rated wall to meet the building code. It is also noted that the hangar is placed 50-feet
from the lot line on the rear of the lot. This appears to meet the airport requirements for
the setback but should be verified by the Airport Manager prior to the building permit
being issued.

Buildings appear to be placed outside the Airport ALP designated .restricted areas.

Drainage and snow storage appear adequate. Access -recommend moving or
eliminating the north driveway access to Willow Street due to the short distance to the
Willow/Granite Point intersection.
Building Official:
Aircraft hangars require a minimum 30-foot setback from property lines unless walls are
constructed with a 2-hour rating.
RECOMMENDATIONS
The landscapelsite plan for the proposed Arctic Barnabas Ministries hangar and office
building appears to meet the objectives of KMC 14.25. This preliminary site plan is
approved with the following requirements:
1. All required landscaping as presented in the approved landscaping plan
must be installed within one year after issuance of Certificate of
Occupancy.
2. One hundred percent (100%) of ground cover of the landscaping beds
must be planted and maintained so that there is no exposed soil within
three years of the approved plan.
3. The plan shows some landscaping into the edge of the City's right-of-ways
along Granite Point Street and Willow Street. Robert Frates, City of Kenai
Parks and Recreation Director must approve this landscaping prior to
construction.
4. The parking lot must be paved within two (2} years of the Certificate of
Occupancy.
5. Snow storage must be located on the lot and cannot be placed on
required parking spaces or the snow must be removed from the site. No
snow may be stored in such a manner that would block visibility for
ingress and egress to the lot.
6. The structure for the dumpster must be constructed of wood or concrete.
City administration may approve an alternative plan prior to construction.
7. If construction of the project has not started within one year of the
approval of the landscaping/site plan, the approval shall lapse unless
extended for good cause.
