Discussion -- Dining Room Rental/Change in Rates
Dining Room, Kitchen Fees and Deposit-- Discussion was moved
to the September meeting.
· Dance Floor Rental Fee -- Consensus of the membership was to
include the dance floor fee in the building rental fee and raise the rental fee to
$350.
Dividers Rental Fee -- Craig will research the fees and bring back
to the September meeting.
Discussion -- Meal Cost vs. Salad Bar
Craig noted, because costs of food has risen and funding income is less, she
suggested discontinuing the daily salad bar and make it available only on
Wednesdays and for special events. Discussion followed and the consensus of
the group was the seniors like the served buffet manner in which they were
now receiving their food as it allows them an opportunity to make meal
suggestions, etc.
MOTION:
Member Harris MOVED to discontinue the daily salad bar and offer it only on
Wednesdays and special events. Member English SECONDED the motion.

Council on Aging Chair -- No report.
7-b. Director -- Director Craig reported on her two-day Medicare
Conference she attended Anchorage.
A discussion took place relating to lowering the age to use the Center. It was
noted, the age should remain at 60 years due to grant requirements. However,
it was suggested people under the age of 60 be encouraged to participate in
activities such as line dancing, etc.

Paul Kim -- Reported he belongs to the Anchorage Senior Center and
visits the Kenai Center on occasion. Kim stated he believes Kenai has a good

The tablecloths at the Center are not available for public use. Two local cleaners rent
tablecloths. In Kenai, Joe's Laundry - 283-7808, in Soldotna, American Linen - 262-2504.

Coffee pots and filters are provided for your use. The coffee maker is automatic and dOes not
require water. You will need to provide your own coffee, cups, and cream and sugar.
4. The trash dumpster is located outside the kitchen door. It is your responsibility to see your
trash get to the dumpster. Please be sure to securely close and tie your trash bags.
5. The freezer/pantry is off limits to the general public.

Two hundred (200) chairs are in the dining room. An additional 30 chairs are available if
prior arrangements are made.
7. The room seated capacity is 210 individuals.
8. The outside barbeque area is provided for your convenience.
9. Cleaning equipment and replacement garbage bags are located in the janitor's closet.
10. Rental of the facility does not include prior day access.
11. The grill and deep fryer cannot be used.
12. If you rent the kitchen, the refrigerator is available, but space is limited.
13. The butcher-block table is not a Cutting board! Please do not cut on this.
14. You will need to fumish your own pots, pans, bowls, etc.
15. The dishwasher is available for your use. If you need instructions -just ask! Remember, if
there is food in the dishwasher after your use, it must be cleaned out, turned off, and water
drained.
16. When using the stove or ovens, you must mm on the exhaust fan. The switch is located on
front right of the fan.
17. When renting the building, please notice any prior damage to the facility or equipment you
do not want to be responsible for. We attempt to keep the Center in excellent condition and
appreciate notification of deficiencies.
18. If you are having a wedding reception, please do not throw birdseed inside the facility or
outside the fi'ont door- it settles in the rocks and then sprouts! Please keep in mind-
whatever is thrown, must be picked up.
19. The only rooms available for rental are the dining room, kitchen, restrooms and foyer area.
20. When your rental is finished, someone needs to remain on the property until our
employee has returned to check the facility. You will return the key to them. If you
leave the building before it is inspected, you will be held accountable for any damage
and your deposit will be held.
21. Should your rental date fall on a weekday, the dining room is available after 2:30pm and the
kitchen area after 3pm. The Senior Center's activities end at 4 pm.
22. If everything is left the way you found it, your rental deposit will be refunded by the City of
Kenai the week following your rental. You will receive the check through the mail. See the
attached list to ensure that your deposit is refunded to you.
23. Once the building security aide has lef~ the premises any request for additional services,
which require a remm trip to the Center, will constitute an additional $50.00 charge.
24. Just a reminder that the Kenai Senior Center is a non-smoking facility.
25. The fireplace (in the foyer area) is not available for public use.
26. We have a dance floor! You are welcome to use it, however, you will need to find a couple
of people to assist with putting it together and taking it apart.
27. All supplies and equipment brought into the Center will need to be removed immediately
after your scheduled event. We understand sometimes it is not convenient to remove large
items late in the evening. If we are not rented the following day and if prior arrangements
are made, the items can be picked up by 9am the next business day. A $20.00 per day charge
will be deducted from your deposit for each day equipment remains at the Center.
28. Do you have a caterer? Make sure they receive a copy of the contract and this sheet. We
have found that most caterers are not aware of the contract "roles and safeguards". We
cannot give the key to the caterer on your behalf.
29. WHEN MOVING THE TABLES, PLEASE TURN THEM ON THEIR SIDES AND
ROLL THEM INTO PLACE OR PICK THEM UP. Dragging them causes damage to the
carpet.
30. The following is what is included in a place setting. Each place setting is $1.25 and you
can have one o f each o f the following:

Dishes must be ordered by the day before your event. It is important they be clean and
returned to where you found them. They will be checked and counted by the security
aide.
To ensure that your deposit(s) are refunded, the following
must take place:

The Securi ,ty Aide must personally check you in and out. Please contact the security
aide ½ hour before you are ready to leave the premises. Do not leave the facility until the
security aide arrives and checks you out.
2. If the kitchen has been rented, it must be cleaned and put back to the state that you found
it. There is a checklist in the kitchen to finalize.
3. The individual who signed the rental contract must be the one who checks in and out with
the security aide. If a situation arises that makes this impossible, the renter can give
written authorization to another individual giving permission to "stand in" on his/her
behalf. This must be cleared with the Senior Center office.
4. All trash and decorations must be removed fi'om the facility. If there is equipment that is
used for the event, it must be removed that evening.

Rental Agreement
A. PARTIES
This Agreement, made and entered into this day of
between the City of Kenai/Senior Center, hereinafter referred to as LESSOR, and
, hereinafter referred to as LESSEE.

B. RENTAL SPACE
The LESSEE agrees to quit and surrender the demised premises to the LESSOR at the end of the
term, in the same condition as date of commencement of this rental agreement, ordinary use and
wear thereof excepted.
C. PURPOSE
The aforementioned space to be used solely for the purpose, and no other, of:

Time is of the essence in this Agreement. The time herein granted shall not be extended for any
purpose without the express written permission of the City of Kenai Senior Center Director

LESSEE, according to the schedule of fees fixed by the Director.
E. LEASE TERMS
1. LESSEE agrees to pay LESSOR for the use of rented space the amount of

2. LESSEE agrees to deposit, at the time of the signing of the Agreement, the mount of

It is agreed that if the LESSEE fails to hold the event specified herein above, at the agreed time, n,-

LESSEE shall not have access to or use of kitchen facilities on the premises unless specifically
agreed to in the lease and LESSEE pays the additional fee.

LESSEE agrees to limit and control smoking by guest, employees, invitees, and any other person
allowed to use the premises by LESSEE to the designated smoking area (outside the fi-om
entrance) pursuant to A.S. 18.35.300-355.
F. CLEANUP
The LESSEE agrees to return the premises in as clean and orderly condition as received at the start
of said lease. Furniture shall be returned to the original position. Should the premises not be
returned in such a manner as outlined above, the LESSOR shall deduct cost of cleanup fi'om the
deposit. Should the cost of cleanup exceed the deposit amount, the LESSEE shall pay the
additional cost to the LESSOR upon demand.
G. INDEMNIFICATION
LESSEE agrees to indemnify and defend and save harmless, the LESSOR against any and all
claims for personal injury, death, or property damage resulting directly or indirectly from any act,
incident, or accident, occurring as a result of the acts, errors or omissions, of the LESSEE or its
agents, guests, invitees, or employees, arising in connection with the operations, use, or occupanc3
of the premises by LESSEE.
H. GENERAL TERMS AND CONDITIONS OF USE AND OPERATION
1. LESSEE may not assign or sublet this lease.
2. LESSEE agrees that at all times he will conduct his activities with full regard to public safety, and
will observe and abide by all applicable regulations and requests by duly authorized agencies
responsible for public safety.
3. LESSEE will comply with all laws of the United States and State of Alaska; all municipal
ordinances; and all lawful orders of the police and fire departments, or other municipal authorities;
and will obtain, and pay for all necessary permits and licenses and will not do, nor allow to be
done, anything on said premises during the term of this lease in violation of any such laws,
ordinances, roles or orders.
4. LESSEE shall not admit to said premises a larger number of persons than can safely and freely
move about in said premises; and the decision of LESSOR in this respect shall be final. It is
further understood and agreed that LESSEE will permit no chairs or seats to remain in the
passageways or fire exits in said premises and will keep all passageways and fire exits clear at all
times; and that the sidewalks, grounds, entries, passages, vestibules, halls abutting streets, and all

ways of access to public utilities of said premises, shall not be obstructed by LESSEE or used for
any purpose other than for ingress to and egress from demised premises.
5. LESSEE shall not injure, nor in any manner deface said building or premises; and shall not permit
anything to be done whereby said building or premises shall be in any manner injured or marred,.
or defaced, nor shall LESSEE drive, nor permit to be driven, any nails, hooks, tacks, or screws, in
any part of the building, nor shall LESSEE make, or allow to be made, any alteration of any kind
therein. That if said premises, or any portion of said building or grounds, during the term of this
lease, shall be damaged by the act, default, or negligence of LESSEE or by LESSEE'S agents,
employees, guests, invitees, or any person, or persons admitted to said premises by said LESSEE,
the LESSEE will pay LESSOR upon demand such sum as shall be necessary to restore said
premises to their original condition.

LESSEE shall refrain and instruct invitees to refrain from standing closer than ten (10) feet from
the edge o f the bluff.

LESSOR does not relinquish and does hereby retain the right to enforce all necessary laws roles,
and regulations, for the management and operations of said premises. LESSOR retains the fight to
enter the demised premises at any time and on any occasion, without any restrictions whatsoever.
8. LESSOR reserves the fight to eject, or cause to be ejected, from the premises any disorderly
person; and neither LESSOR nor any of its officers, agents, or employees, shall be liable to
LESSEE for any damages that may be sustained by and through the exercise of such fight.

LESSEE will not allow beer, wine, liquor, or alcoholic beverages of any kind to be sold upon said
premises without the express written consent of LESSOR.
Should the City agree to allow the sale of alcoholic beverages on the premises, a vendor licensed
by the Alaska Alcoholic Beverage Control Board must dispense any and all alcohol beverages on
the premises. The vendor must have, during LESSEE'S occupancy of said premises, policies of
general liability and liquor liability. Said policy must be from a reliable insurance company
authorized to transact business in the State of Alaska and subject to sUit in Alaska. The City shall
be named as an additional insured on said policy. Coverage ~hall be in the amount of $50,00 for
bodily injury, death or property damage resulting fi'om one occurrence.
LESSEE agrees to furnish and place on file with LESSOR, a copy of said policy or a certificate
that a policy of insurance has been issued, at the time of execution of this Agreement. The policy
is subject to approval by LESSOR.
10. The premises are to be used for non-commercial purposes only. LESSEE shall not allow the
premises to be used for commercial purposes in any manner. The Kenai City Manager shall be the
sole authority for determining which purposes are commercial.

FOR
COMMISSION, COMMITTEE, BOARD AND COUNCIL ON AGING
MEETINGS AND WORK SESSIONS
Commission, Committee Board Reappointment:
If, after a term (or consecutive term) of appointment has been completed, a commission,
committee or board member would like to be reappointed for an additional term, an application
must be submitted to council for consideration and approval.
Formation of Subcommittees of Commissions, Committees or Boards:
A subcommittee of a commission, committee or board may be formed for a specific function if
upon review by administration, it is indicated the subcommittee would be a governmental body
and a subcommittee of a public entity and if the formation is approved by Council.
If a subcommittee is approved by Council, the meetings of the subcommittee must be open to
the public; meeting notices shall be posted on the Official City Bulletin Board in Kenai City Hall
and on the city website at least five (5) days prior to the meeting; and the meetings may be
recorded with a portable tape recorder and the tapes (the official record) stored in the City
Clerk's Office.
Meeting Schedules:
Until further notice, the commission/committee meeting schedule is as follows:
1. Corn_mission, committees and boards, including Library, Harbor, Parks &
Recreation and Airport Commissions and Beautification Committee, shall meet on a monthly
basis.
2. Council on Aging shall meet monthly at the Kenai Senior Center.
3. Planning & Zoning Commission and the Personnel Arbitration Board is
exempted from this meeting directive.
4. Commissions, committees, boards and the Council on Aging may, with the City
Clerk's approval and notification of Council and City Manager, hold special meetings (for a
specific purpose) on an as-needed basis.
5. Commission, committee and board meetings may be cancelled by the City Clerk,
with notification of Council and City Manager, if cancellation is warranted, i.e. lack of agenda
items, pre-knowledge of lack of quorum, etc.
6. All co_m__m_~ssion, committee and board meetings (except Council on Aging) will be
held at Kenai City Hall and begin at 7:00 p.m. Exceptions for subcommittee meetings may be
made with advance notice to and approval by the City Clerk.
7. Any additional commissions, committees, or boards formed will be set and
incorporated into the following meeting schedule by the City COuncil.
Minutes/Meeting Recording:
8. Excepting the Planning & Zoning Commission and Personnel Arbitration Board,
responsibility of taking notes and electronically recording the commission, committee, board
meetings, falls to the department liaison (staff member) to the specific meeting group.
9. Summary minutes will be produced by the City Clerk from the department
liaison notes and provided to the City Council as official records of the meetings.
10. Electronic recordings of the meeting group, except the Planning & Zoning
Commission, shall be kept for two years.
11. Planning & Zoning Commission meeting recordings shall continue to be kept for
six years.
Work Sessions:
12. Commission, committees and boards shall receive the City Clerk's approval to
hold work sessions to be held on a date other than that of a regularly scheduled meeting or at
a time immediately prior to a regularly scheduled meeting, i.e. a 6:00 p.m. work session before
a 7:00 p.m. meeting.
13. Work sessions may not be held without the approval of the City Clerk unless
they occur on the night of and at the time of a regularly-scheduled advertised meeting.
14. During work sessions, only items on the work session agenda may be discussed
and no formal actions may be taken.
15. All commission, committee and board meetings must be given appropriate
public notice.
