Economic Development Commission October 15, 1987 7 pm Homer Electric Association Conference Room Minutes, Regular Meeting Presiding- Vince'O'Reilly, Chairman Pro Tem · CALL TO ORDER Meeting was called to order by Chairman O'Reilly with the following people in attendance' · ROLL CALL Present Vince O'Reilly Bob Scott Bar r'y Thomson Darren Bond Jim Elson Jim Carter Excused Penny Dyer In Attendance' City Manager, Bill Brighton, Mayor ,John Williams, Guest Speaker,Bob Williams. · · APPROVAL OF AGENDA Minutes of the October 1, 1987 meeting were approved and accepted by the attending commission. Minutes of the October 8, 1987 meeting were approved and accepted by the attending commission. Chairman Reports Commissioner Barry Thomson attended the Borough Economic Development meeting October 14, and reported that the Borough had received a $100,000.00 grant to implement a working fifteen member Borough Economic Development Commission. Chairman O'Reilly asked if Mr. Thomson would act as the representative from this commission to keep them informed and to give input in the formation of this Borough Commission. He will attend the next meeting which will be held November 19 .At this time,City Manager, Bill Brighton and Mayor John Williams gave some insight as to the formation and guidlines for the Borough Commission. Commissioner Thomson will also attend the Municipal League Economic Development meeting in Anchorage,Thursday November 12, at 8- 30 am. · REPORT FOR INFORMATION'Bob Williams Bob Williams gave a report on Enstars proposed gas line to bring Cook Inlet gas to Fairbanks. At this time he handed out two papers, one on a news article that appeared in the Anchorage Daily News October 2, 1987 and a basic information sheet on Gas Transmission lines. These will be kept for reference by the commission members. Discussion by commission pipe- Page 2 Economic Development Commission October 15, 1987 meeting. · · · e members included Bradley Lake Project, the "opposition" to a gas line by existing coal mines, possibility of opening a new gas field, enviromental assessment of proposed gas line, Mr. Hickels proposed gas line. FREE DISCUSSION BY COMMISSIONERS This commission was in agreement to use this time to work on finishing the Goals and Objectives. (See enclosed Draft #3) Commissioner Jim Carter made the motion to submit these to the Kenai City Council and Commissioner Barry Thomson seconded the motion. Draft # 3 was voted on and approved by this commission and will be presented to the October 21, 1987 Kenai City Council for approval. ESTABLISHMENT OF POLICIES Policies of the Economic Development Commission will read as follows: 1. Commission agendas and minutes will be distributed to Mayor, Council, and Administration. · Scheduled reports to Council of Commission's findings and actions will be offered on agreed upon basis. (Annually, Semi-annually). · Matters that appear to require discretion will be delt with in accordance with State Law. · In relationships to other Commissions, agendas and minutes may be exchanged. Economic opinions by the Commission will be discussed in draft form with other Commissions prior to submittal to Council. · Presentation by public and proposers will be agenda and reasonable time limits will be followed. on Motion was made by Commissioner Bob Scott to accept these Policies and it was seconded by Commissioner Jim Elson. These were approved by the Commission and will be presented to the Kenai City Council for approval. COMMISSION BUDGET The Economic Development Commission budget was preset by the Kenai City Council at $6,200.00. OTHER BUSINESS Vince O'Reilly will submit his telephone expense in the amount of $43.00 for calls to the Hudson Bay Company and Page 3 Economic Development Commission October 15, 1987 Commissioner Jim Carter will submit his bills in the amount of $454.81 or 50% of his expense' to attend the Alaska State Chamber of Commerce meeting. Commissioner Jim Elson moved the commission pay these expenses and Commissioner Barry Thomson seconded. They were approved by this commission. CommissiOner Jim Carter gave a report on the Alaska State C of C meeting in Juneau and expressed the opinion that Mary Gore, who is with the Alaska Seafood Marketing Institute gave an excellent presentation. (He would like the "Report to Alaska's Economic Leaders June 1987" given to each of this Commissions members for reference) Mr. Carter also stated that Alaska has received a $1.5 million grant to .promote Alaska Fish in. Europe and Japan. We must also keep in mind that 10% of Alaskas lumber goes to Japan and much. of our Alaska Spruce goes to Korea for pianos because they are the worlds largest manufacture of these. Commissioners concern over water, this therefor.e no Bob Scott and Darren Bond expressed a the large fish processors that operated,on past summer .' They do not pay tax and revenue is realized from these.operations. After the Commissions Goal and Objectives and Policies are approved by the Kenai City Council this commission will se.t the dates for their next meeting. It was decided to have two meetings a month for a while and if more were needed they would be added.
