DEVELOPMENT COMMISSION December 17, 1987 7 pm Homer Electric Association Conference Room Vince O' Reilly' Chairman Minutes Regular Meeting 1. CALL TO ORDER Meeting was. called or order by Chairman 'O'Reilly with the following people in attendance: PRESENT Vin~'e O' Reilly Bob Scott Darren Bond Jim Els°n Jim Carter- Excused Penny Dyer Barry ThompsOn-Excused 2. This meeting was called to finish the Agenda from the December 10th meeting. At 'that .time Mayor John Williams had brought new speakers (see minutes of December 10, 1987 meeting) and all business was not completed. This meeting was to complete that business. 3. VIII..NEW .... BUSINESS A) Data Bank' Commissioner Darren Bond reported on sources of information that could be obtained to incorporate into the Data Bank which this commission will be putting together. He said that right now he has been looking at general information available to this commission thru the Alaska Housing Commission, the Kenai Peninsula Borough,Census, and Commissioner Penny Dyer gave some School Enrollment figures she had gotten from Superintendent Pomeroy. Commissioner· Bob Scott said also that the Fish Tax information would be helpful but only comes out once a year. Ail Commissioners expressed the need to eventually establish some guidelines for what we will be using to put. into the Data Bank since we will be collecting a mass of information and will need to sort out what is essential. Commissioner Darren Bond and Chairman Vince O'Reilly will work on identifying the Strengths and weaknesses plus the needs of our area and will try to concentrate on the areas that will benefit the City of Kenai for long term good. Ail Commissioners attending were in agreement that this area needed some industry to help with the economic situation and also to entice new growth and people. B) In regards to presentations made befor this Commission it was decided to emphasize that the thrust of this commission is to ,,~age 2 December 17, 1987 Meeting Economic Development Commission not give a stamp of approval but to look at the strengths and weaknesses'of all and convey this to the. Kenai City Council, or whomever is inquiring about such presentations. 4. IX CHAI~. N.S REPOR? Chairman Vince O'Reilly reported on his visit to Lubbock Texas and Hobbs New Mexico. Both of these communities are in economic trouble because of the oil price drop and both communities are looking for ways-to improve .or bring industry to their prospective' areas. Chairman O'Reilly said there is no success formula but did note that all make use-of Satellite Technology in gathering and using information available for their areas. 5 minute .break ,was t,,aken at 8,:45 pm. Chairman O'Reilly brought the meeting back to order and at this time presented Chuck Beckers expense sheet. Commissioner Darren Bond made a motion that we pay these and CommiSsioner Penny Dyer seconded. Motion passed and all were in favor. commissioner Jim Elson discussed the FAA land and in general gave an overview to the rest of the commissioners who were not knowledgeable about how this works. He also suggested that this commission take a closer look at the' city reserves and how we can increase them. He felt' Kenai didn't have enough clout to deal with our legislatures in Juneau and suggested that all commissioners look at how they could be working to help' with this.
