HomeMy WebLinkAbout1988-01-14 Economic Development Commission SummaryECONOMIC DEVELOPMENT COMMISSION ~inur. es, Regular Meeting Hel,. iomer Electric Building Thursday, JANUARY 14, 1988 7 .pm CALL TO ORDER Vince R'Reilly, Chairman , · 7 p.m. Those Commissioners called the meeting to order at in attendance were' Jim Carter Darren Bond Jim Elson Penny Dy er Bob Scott Jim Elson Barry Thomson Visitor- Charlie Brown · APPROVAL OF MINUTES The minutes of the December 10 meeting were approved with one change. In the last paragraph page two. "This presentation was well accepted" is to be changed to read "This presentation was well received". The minutes of the December 17 meeting were read and approved with no changes. Mayor John J. Williams letter to Kenai City Council and the Economic Developement Commission. These- two letters were.-pasSed out to the commission members. Chairman O'Reilly asked for comments from each of those members who attended the work session. They were Jim Elson , Vince O'Reilly,Darren Bond, Bob Scott, and Barry Thomson. Ail members stated that they .were not aware that the Sea Foods of Alaska Presentation brought befor them at the December 10 meeting by Mayor John Williams was to have 'their approval. They were under 'the impression that the presentation was made solely for information to the commission. All members that attended the January 12 meeting at the City of Kenai were under the impressiOn that it was to be a work session and instead was surprised 'to see another presentation by Seafoods of Alaska. Also members were informed about a "business park" which they were not aware of and were taken by surprise. Members felt that Major Williams had assumed that the Economic Develop- ment Commission agreed with him on Seafoods of 'Alaska when in fact this commission had not had the time for any discussion on this issue. ommissioner Jim Carter reminded the commission that their Goals and Objectives were approved by the City Council and Page 2 January 14, 1988 Meeting it is their job as commission members to go with' those goals and .objectives and get on with the work at hand. · Commissioner Jim Elson asked what is going to happen in regard to those two memos from Mayor Williams and it was agreed by all members present that a memo to the Mayor would be drafted by Chairman Vince O'Reilly apologizing to' the Mayor that it was not this commissions intent to oppose thiS project.and perhaps there 'has been a co'mmunication problem. Chairman Vince O'Reilly will do this. Ail commission members were also in agreement, that befor a presentation is made befor this group they would like to see it on the agenda so that it can be discussed DATA BANK Commission Jim Carter passed out information that the Borough has been putting together and asked for some input from Charlie Brown. Mr. Brown said that he would work with Jim Carter on information that this commission needs and presented a information sheet as a guide line. embers were enthusiastic about this and said this is what they had in mind for establishing a good data' source and felt they would not have to recreate what the Borough was already doing. Commissioner Barry Thomson asked if i.t was possible, to get information from the telephone company. and Commissioner Penny Dyer stated that she had tried and was informed by the present company that the information was not available. · Charlie Brown also said that if the information that this commission needs for its Data Bank is available thru the Borough then the City of Kenai will not want to use the time and money to develope a Data Bank. It was agreed by all commiSsion members that it needed to hold up on revising its budget until they had a better idea on what was needed. Jim Carter and Charlie Brown will work on this and re.port at the next meeting. FREE DISCUSSION Penny Dyer said that retail sales we,re good this past holiday and it appeared that the "Shop Local Campaign was paying off. Darren Bond said that the real estate delinquencies are up. Jim Carter mentioned that the Borough is looking into establishing a Free Trade Zone and will keep this commisSion informed on what happens. FIVE M'INUTE BREAK Reappointment of COmmission members Bob Scott and Jim Elson. Chairman Vince O'Reilly reminded these member~ to notify the City Clerk if they want to be on the commission since their appointments have expired. 6. CHAIRMANS, REPORT Commissioner Penny Dyer submitted the Position Paper concerning the Na'tural Gas 'Pipeline proposed by Enstar Natural Gas Company. (see enclosed sheet) This is to be ready for this commissions February 11 meeting and after approval will be submitted to the Kenai City Council. It was asked if anything was being done about a propOsed Pecreational Vehicle Park and comment was made that it was ~ be part .of the 1991 Bi-Centennial Plan. Penny Dyer and Barry Thomson will .look into this and report at the next meeting. Jim Carter will look into a proposed "Hiring Hall" for Bradley Lake, being established on the peninsula. Barry Thomson gave a report on his recent trip to Hawaii. He said that the largest group of tourists in Hawaii are Japanese and they come to play golf, also there are more Japanese skier's in the world than any other group. Vince O'Reilly said that Chief Willis and Jack Brown wanted information on how this EDC was organized and what the goals and objectives were. He said that he supplied them with the informa, tion they needed.
