DNOOD ANNEXATION Katheryn Bo'ling of the Kenai Native Association and their Attorney Lance Gidcomb were at this EDC meeting to answer questions presented to. them by the Commission and to give an overview of why they proposed this annexation to the city' The Kenat City Council had asked the EDC to come within a ~0 day period with an economic recommendation on the pro's and con's of annexation of Wildwood. Information that was given tn response to the commissioners is as fo'l 1 ows: Question was asked if the 'land was tax exempt and the answer was that once the land 'is developed it 'loses its tax exempt status and Boling thought there was about 4200 acres that KNA wanted to annex. Roland Lynn wi'Il be helping to put together a study on the annexation and said that he and the EDC wi'l'i work to get it done by the mtdd'le of June. Question was asked about the we'l'ls on Ni'ldwood and it is understood that they have been capped but can be reopened and usecl. Question was asked tf the 1991 native 'lands issue wou'ld have any bareing on the annexation and the answer was rio. Since the Economic issue is the main issue of the EDC,at this meeting Chief Ivanoff of the Kenai City Fire Department was asked to come befor the commission and give some input. Chief Ivanoff said that Nil<iski Fire Dept. 'made 50 runs 'last year to the Wildwood Complex and o'f that 50 47 were ambu'lance ca'l'ls and 1 or 2 were ~a'lse alarm fire ca'Ils, He said that at this time he saw no need rom extna vehicles on facilities to service Wildwood and everything was up to code there now. Within the prison facility the State of Alaska 'takes care of things and our only responsibility is outstde th~ pnis(:)n structure. A'iso Wildwood ts within the 5 mi'ie response ~om~. Page 3 Nay 5 mee~.tng o~ EDC Ch'lef Ross o~ the Kenai Po'lice Department was presented with some questions and he r'esponded by s.aying that the A'last<a S'~.ate Trooper, s had on'ly ftve ca'Ils to Wi'ldwood in the firs.,t. qua~-ter of this year . City Po'lice had 1100 ~n the c'lty so..he felt tt was tnsignffficant es fan as the work qoad. He said that there wou'ld probab'ly t>e more ca'i'ls from poop'lo if Kenai did annex because people tend to ca'l'l mope often when municipal services ar'e provided. He fel~. that. if a'l'l the faci'litffes at N'i'ldwood were rented, then there wou'ld be a significant impact on services provided because of close pr'oximfty livtng and tha~ wou'id mean more po'lice ca'l'ls and ftl*e ca'l'ls. The ren~a'l unfits a~e of a lower economic attract:flor so this usua'l]y gener'a~.es more ca:l'ls . I~ fin the future those renta'l units were fi'l'led with a high'ly transient popu'lation t-hen it would mean more ca'Ils and mor'e cost to the city for more man power and (equipment. Chief' Ross doesn't see a major impact to the ci'ty in the near future and" Suggested that' herhaps the EDC wou'ld want to contact the State Department. of Co~*recttons to get some 1nptJt o13 the futu~-e p'lans ~'or Ni'ldwood. Chairman O'Rei'lly esl<ed if the statistics showed any great impact on a municipa'iity w13en a Stat:(.~ Jai'l was 'located wittn'in t13e cit:y 'ltmtts. Chtef Ross answer'ed no because the municipality has no ']ega'] jurisdf¢,'tffon wtthin t. he prison o The ~-o'le of' the Kenai Po'lice Department iv 12o torte'in and by 'law the Aqeska Sta'~.e Tr'ooper's take car'e of any distur'bance with the prison faci']tty. The Kenat City Attorney 'rim Rogers and Keith Corne'iius wi'l'l come befor the EDC at the Nay '12 meeting to give comments.
