MINUTES OF June 30, 1988 Special Meeting. One correction was made, Page 4, under paragraph one reading, "Commissioner Bob Scott .... To be added: "A vote was taken to come back in and operate as a Committ.ee 'of the' WhOl, e,'~'with a'll commissioner's in favor." Some Con~issioners were not ·.familiar with this procedure .and a diScussion followed. With this correction, pre. sen. ted by Chai~nan vince O'Reilly, the minutes were 'approved as read. 5. FREE DISCUSSION BY COMMISSIONERS. Chairman Vince O'Reilly asked if Bill Brighton could possibly attend the .next EDC meeting to give 'the'. Commission an,,,,~:uPdate ~on .the Cold Storage 'facility and wher'e'.the 'City of Kenai is 'at 'this 'point. Mr. Brighton will be contacted accordingly. Con~issioner Jim Carter reViewed the June~ 30 Special Meeting and asked . .'the~.'~ other Conuuissioners if they had understo'od the general r·eConunendation from the EDC ~to the Council, was ·to proceed with the cold storage facility and only to· hOld on the management of the oper'ation until more information could be 'obtained? Con~i·ssioner Jim Elson asked if more 'work was needed from the EDC on the 'Cold Sto'rage Facility wi.th Chairman O'Reilly saying that Page..2 ' Economic Development .Commission August 1i, 198.8 HEA Co'nfer'ence Room if the Kenai City. Council directed, the. EDC .commission to' do so they would go ahead on what was needed but at this point .he did not feel there would be anymore.. Chairman. Vince O'Reilly asked Jim Carter how the Data'. Bank was going? Commissioner .Carter said. it was being finalized at the' present. time 'and should be 'out the 25th 'of August. Mr. 'Carter 'also said that the. 'Navy had been in Kenai and spent two"'days looking at' land that was 'available and the dock facilitieS. He also commented that the EDD is still in the formulating stage 'and '.they are .looking at policies that 'have 'been 'drafted. and are generally organizing and proceding with 'the great .deal of work-ahead. The brochure 'is out and was 'put together with the necessary information to' attract new indus try. Chairman. O'.Reilly. gave some input ~on .the fishing industry this summer and said it was a good-year however some segments of the industry did not do as well as expeCted because of the fluxuating prices 'and he felt' it 'had squeeZed .the processors. He 'said when all the final rePorts are in, it wii1 .be interesting to note what kind of year it was 'for the 'fiShing. 6. OLD BUSINESS B. Letter from Wi ldwood. Concerning Acquisition. Commissio. ner BarrY .ThOmso'n.'was 'concerned .that :perhaps :the Kenai Native .Association, Inc., may be misinterp.reting the' intentions 'of the EDC' and..said that ~he felt the Work' being done On the Proposed AnneXation of Wildwood 'by 'the' 'EDC be Clarified with KNA. It was felt that. perhaPs 'another' letter 'shOuld be drafted to them. Chairman' VinCe 'O'Reilly .was directed to draft .such a letter to the Kenai Native 'ASsociation regarding the Wildwood Annexation and this woUld go .through 'the Kenai City Council. Ail commission members Present were in favor of this. C. Borough DetaChment. As per direction from .the Mayor and .the City'. council the EConomic Development. CommissiOn was instructed to. reView the ramifications'for the CitY. of Kenai if the Kenai, salamatoff, Nikiski, and TYonek 'areas detach 'from .the' 'Kenai~ Peninsula BorOugh. The following is an update on the Borough '.Detachment' issue as put .t0gether' bY the Staff of the Economic .Dewelopment .Commission. It. will be further updated as' Page. EcOnomic Development Commission August 11, 1988 HEA Conference.'Room new information is obtained ~ and more work sessions 'are completed. The .original intent was to limit the. review to economic considerations ,only. However, after discUssing the potential effects with the Mayor, and member's of the commission it was determined economic decisions 'are so inter'twined: with political decisions that the two are almost impossible to segregate. As a result, the study Outline is over 12 pages long and changing daily as various, issues are raised which need to be addressed. This written report will cover the highlights and be. supplemented by verbal report. It should be to ~Provi. de information to enable the City Council to answer tw° major questionS.. Number one, Should the City of ~Kenai work more closely with the Committee for Borough Detachment? Number two,-If the answer to question number one is yes,. is the City of Kenai willing to accept the risk of having some animosity directed to it and then commit the paid staff and volunteer support that may be required to pursue the actions decided upon? At this point in time, it appears the report will cover the vollowing five issues: 1. Actions which could be taken and their possible advantages and disadvan%ages for the City of Kenai. This section discusses six viable options for the City of Kenai in regard to the detachment issue. a. Take no action and remain a part. of the K.P.B. b. Create a new borough with strictly limited powers. c. Create a Home Rule Borough. d. Annexation of Nikiski , and other areas proposed for detachment?) to. the City of Kenai. e, Consolidate the City of Kenai with a new Home Rule BOrough and become a service area,.. f. City of. Kenai unify with a new Home Rule Borough. 2. Impact (political and Financial) on the City of Kenai,K.P.B.. and "New Borough", 3. Impact on the state of Alaska. 4.. Impact on private business. 5- Pull it all together and show what appears to be. the most feasible and beneficial course for the City of Kenai. This section will attempt to address as amny of the questions raised by individuals, other affected interests, etc. The report will then put everything in perspective and show what the bottom line is for the City of Kenai. Ail present members of the EDC Commission gave suggestions and input with discussion on the above..
