The positions from these sessions must be announced early and the results made public. Confl i ct of i nterests must be brought ~efore the cor~n6 ss i on, Mayor 0'Reil1y continued; the person can then partfcipate in the discussion, but cannot vote~ Ci ty Manager Wi se added background to the probl ems of the Kena i Harbor/ tidelands. Kenai was originally a fishing vil1age and fish~ng is sti11 one of the mainstays here. More and more traffic is developing as the fishing and cannery activity here increases Kenai's importance to the State. The frozen fish operation~is growing and bringing in more business to the canneries, City Manager Wise said, and there has also been a movement to develvp the river. The most~recent study of the Kenai River was performed by the Army Corps of Engineers in 1976; the Corps maintained at that time the costs of dredging~the river were not economica]. Two of the main problems with the river are the erosion of the bluffs which the river causes and that the channel is frequently unnavitagable, City Manager wise added. City Manager Wise continued, saying that the recent interest in freezing ~ fish and fishery enhancement pract~ces have brought better runs and higher value for the fish. All of these things bring more pressure on the river and many requests for processing plants and expansion. The City Manager estimated that we may have as many as eight or nine Hercules aircraft on the runway either~flying fish out or bringing fish in for processing here from other runs throughout the State. City Manager Wise listed some of the agencies which have some control over the Kenai River: the Alaska Department of Fish and Game has control of the sa~mon harvest, the Alaska Department of Environmental Conservation and the United States Environmental Protection Agency are concerned with river pollution and the nesting/stopp~ng grounds for the snow geese and the Army Corps has control of everything on the river and most everything surrounding it since these are wet1ands and the Water Po~lution Control Act is in effect. The Coast Guard also now has a three man detachment in Kenai. City Manager Wise said that Kenai owns land almost to Soldotna, some seven or eight miles above the horseshoe and.any deve1opment of these 1ands must have the Advisory Harbor Commission's approval. City Manager Wise outlined what he felt t~e purpose of the Advisory Harbor Commission was: 1) Making and keeping the river safe 2~ Stabilizing the channe1 to stop bluff erosion and make it safe for those traveling 3~ Orderly development of the river IV SECRETARIAL, CONSULTANTS AND DATA SUPPORT City Manager Wise stated the City will supply secretarial help for the data and minutes required. Royal Pacific needs reasonab1e access to build a dock and feels they~have financing for their project. May 22, 1919 - page 4 Miles Dean then spoke for Kenai Harbor Development stating the~~following precepts: 1) There is no conflict that he can see with Royal Pacific since Kenai Harbor has permits for enough work this surr~er to give Royal Pacific the pl ace to unl oad thei r f i sh that Royal ~ Paci f i c desi res . 2~ Mr Dean stated that he was probably mvre familiar with the regulation process for the wetlands/tide1ands than anyone. It wi]1 probably take two years for any permits, if ~~~he~ permits are available. ~ Mr Dean continued, stating that any project shou]d be a consolidated effort in order to obtain the permits. Kenai Harbor Development has shown all of the regulatory commissions the project and a11 feedback is positive. The additional land requested is necessary to make the whole project economically feasible, Mr Dean stated. Mar~ne Industrial Park, as proposed by Mr Dean and Kenai Harbor Development, Mr Dean stated, is intended to service the entire Peninsula. There is a five year schedule to complete, but it will be tied down more exactly by the engineering firm handling it by May 28. Mr Dean stated that the soil anaiysis shows there is no grave1 down ti~ere as far as can be determined. Mr Dean said that his group has two sources of financing interested -- one on the east coast and the other is Bankamerica of San Francisco with a third possibility of industrial bonding. Commi ssi on Member John 1Ji 11 i ams asked about the 1 imi t of the uses of these lands, and City Manager Wise responded that Tract A is limited to recreation use and Tract B g~~ves Council the right to review rates to preclude too excessive a rate, but c~e.~, not bel i eve that Tract B~ s 1 imi ted to recreati onal use. In response to a question Pro Tempore Bob Peterkin be leased before permits from Commission Member Tom Waggoner, Chairman quoted the City Attorney as saying the land must may be sought. Mr Dean asked that the commission look at the tax base proposed by Kenai Harbor Development: there is proposed an eight percent tax base plus 1500 employees on a year around basis. Within 1% years there will be a holding tank and bottom fish processing going on all year. Mr Dean and Mr Tyler both stated that time is of the essence and Mr Dean remarked that Kenai Harbor Development cannot complete.its financial package until it knows how much land it wi11 have under lease. MOTI~ON: Commission Member John Wi11iams moved, seconded by Cor~nission Member Tom Acklerly that a11 information be accepted and tabled unt~1 the next regular Kenai Advisory Harbor Commission Meeting to enable the Commission to study the material before the next regular meeting.
