Coordinator Waldo and Ruby Coyle 1. CALL TO ORDER .... Chaiman Peterkin called the meeting to order at 7'40 p.m. 2. ROLL CALL Present- Chairman Peterkin, Commissioner Burnett, Commissioner Ackerly, Commi s s ioner Wagoner Absent' Commissioner Williams, Commissioner Dragseth, Commissioner Issacs 3. APPROVAL OF MINUTES The minutes of April 22, 1980 were approved wi'th the fol lowing changes' #5 Communications-2nd paragraph, 2nd and 3rd lines, Captain Reynolds be changed to Chuck Wel 1 ing. 4. INTRODUCTION OF GUESTS None 5. COMMUNICATIONS ......... , Chairman Peterkin proposed going back to the letter from the Dept. of the Interior after Gary Davis's report. 6. REPORTS~ (a) Chairman Peterkin stated that there was a letter sent to Harlan Moore of the Corps of Engineers, from Mayor O'Reilly, referring to the City's awareness ~f maintenance costs and of its ability to meet those costs. Also discussed at that meeting was Environmental Impact Grant monies. Chairman Peterkin stated at the Council meeting that if necessary, the 90-10 or 80-20 would come oUt of the $500,000. He then confirmed with the Mayor' that we did have the money. Page ! Harbor Commission Meeting June lO, 1980 Mayor O'Reilly commented that they were barely getting the administrative procedures set up in Juneau. Bill Brighton has been in direct contact with Mr. Mull ins to get the forms. Chairman Peterkin asked if the letter of application went to the legislative or administrative portion of the Borough? Gary Davis replied that he sent it to Phil Waring. Mayor O'Reilly explained that the Harbor Commission's presence at the meeting brought the Council up to date on where it is, what it is seeking, and why it is seeking certain things. Prior to that meeting, Chairman Peterkin and Commissioner Williams were at the work session of the budget. Chairman Peterkin suggested looking over the budget at that time. Commis.sioner Burnett stated that he did not attend the last budget meeting, although he..did make the two previous meetings, which the Harbor Commission did not get in. He apologized for not being able to ma.ke the meeting. Gary Davis presented the three year budget he was asked to prepare on t~he estimated cost to the Harbor Commission. It included anything that the City would provide or the OCM proposal would provide. There was some discussion on whether to lease or buy a car. Chairman Peterkin suggested leaving it with the lease situation for the present time. Mayor O'Reilly stated that the first budget approved for the Harbor Commission did include one-half a secretary which was eliminated the next night. 'The City Manager made the statement to Council that pe~ ~the.'~d~a~ce t~.at~-c~eated the Harbor Commission, we would provide secretarial support to the HarbOr Commission. Chairman Peterkin questioned whether this would be another secretary., not part of the City? Mayor O'Reilly confi,rmed that it would be. Commissioner Burnett stated that he would _be at. the'~une 12,. Budget Se~i.~n, (b) Gary Davis commented that he had sent a letter to Phil Waring, but had not heard back from him yet. He would be keeping in ~close contact with the Corps of Engineers. Commissioner Wagoner stated that it was his understanding from th'e beginning that a portion of the $500,000 was to go toward engineering studies, bluff erosion on the river. The COE won'.t touch the bluff erosion problem until it is endangering a City street or public property. This was rejected by the COE. One of the major obstacles to get the $5~,000 is. No where did it say anyth~n§ about bluff erosion, Lets take care of the harbor and if there is any money !eft over we can get into bluff erosion. Gary Davis stated that he would write a letter to Pacifi'c North._west Waterways Association requesting names of any consulting engi~neeri'ng firms, o? ma~i~ne design firms. Chairman Peterkin asked if the City has had any queries from any prospects, Gary Davis stated the CH2M Hill has asked to De kept up to date a~ to the activities of the Harbor Commission due to the sewage outfa!! project, Chairman Peterkin didn'~t see why there ~-hould be concern, Commissioner Wagoner suggested Gary contact coastal states for additional names. Commissioner Burnett suggested he contact the engineering firm that designed and built the City of Anchorage Dock, McCarthy & Strutten, a world wide organ- ization. -~ ~ Mr. Davis stated that they were a member of PNWWA. Gary Davis added that Mr. Statter was pleased that the Harbor Commissi~on was receptive to the joint wet/dry harbor concept. Gary Davis asked if there were anY suggestions on the Administrative Coordinator job description. Mayor O'Reilly suggested he contact Larry Farnen, City Manage~ for ~omer for ideas. On Coastal~.~ Zone Mana§ement, Councilwoman Gl!ck stated that the contract with Kramer, Chin and Mayo for CZM, Ph.ase 2, has been referred to the Le§iSlative Committee of the Borough. Assembly for their consideration. There i's some talk of Penegotiati'ng the dollar figure, Chairman Peterkin voiced his .concern on the ti.'me i'n¥olyed . ,. ., Gary Davis explained that according to the outl!~ne of the Co~st~.l Pol~cy Council, there are no real deadlines for the~ local p?ogr'ams, Page 3 Harbor Commission Meeting June lO, 1980 e 8~ (c) Commissioner Burnett explained that he was going to have to make a trip to Valdez to get the information from Mr. Zuet, on the Port of Entry. He assured the Commission that at the next meeting, he would have some concrete information. The budget has already been discussed. (a) PNWWA'was discussed previously. (b) On Borough Ord. 80-33, the Mayor reported Council took the recommendation of the Commission and directed the Administration to develop a resolution embracing what the Harbor Commission recommends. That resolution comes before the Council on the 18th. He stated that some members of the Council believed that the recommendation of the Harbor Commission was in a harsh manner of content, as to close off the door of any further negotiation with any of the various proposals that are being developed. He felt there should be some representation at the June 18 Council meeting, to over the background that the Commission went through to come up wi th the recommendation. The resolution will take the Harbor Commission's recommendation and direct it to the Borough Assembly. There was general discussion on the above mentioned Borough Ordinances. Counci'lwoman Gl ick noted that on July l, there were 2 public hearings set, 80-33 and 78-70. Assuming that the majority of the Assembly adopts Ordinance 80-33 then that will be written up as a proposal to be put on the ballot in October for the Borough wide vote. If it is not adopted and 78-70 is, that will go on ballot in October and only those people encompassed in the service area will vote on it. Councilwoman Gl ick added ~here have been two ammendments Submitted They are' To delete Soldotna, and to add the Kenai Airport and it's lands. Mayor O'Reilly stated that he drafted a letter to Murry Walsh & would like the Commission to examine & discuss it. Chairman Peterkin repOrted that it went in. fine with what he discussed with the Harbor Commission. The City of Kenai, through the Borough was invited to participate in a kind of showcase for the entire State of Alaska to settle the CZM. We would enter into negotiations with all the federal agencies & the State and go for the whole shot. .Chairman Peterkin explained that this is what the letter is about, that we are confirming that we are ready to procede. Mayor O'Reilly signed the letter, with the Commission~s approval, MaYor O'Reilly noted that the Harbor Commi'sston should soon start the p~ocess on getting the State funding for the sewer & water & road gri'_'d, Page 4 Harbor Commission Meeting June lO, 1980 Mayor O'Reilly reported that Senator Gravel's office called. & asked if possible we could have someone appear in front of the Se~ate Sub-Committee that is dealing with proposed changes in .wetlands re§ulations. The Mayor had asked Councilwoman Gl i~ck if she could go to Washington to testify. Councilwoman Glick had indicated that she would be willing to go. The testimony would begin June 23. Councilwoman Gl ick stated she would first address the City of Kenai's problem, then the Borough's and possibly the State'.s. Chairman Peterkin asked that if any of the Commissioner's had anything that they would like to present, give it to him, and he would see that Betty got it. There was some discussion on Gary Davis going to Washington to PNWWA. The next scheduled 'meeting was ~cheduied fo?
