Mayor O'Reilly, Councilman Tom Wagoner, and Chairman John Williams
Chairman Williams began the discussion with the presenting of the basic
iddeas of a harbor concept, keeping in mind that there are two separate
contracts, one for the silt and sedimentation study and one for the boat
ramp project.
The first item for discussion was the'fueling facility. Chairman Williams
pointed out the desire for the facility to be skid mounted so that it may
be moved from the boat ramp to the harbor should that develop and also to
remove it during the winter months if necessary. Chairman Williams also
pointed out a survey that had been done at the direction of the Harbor
Commission inquiring of the local fish handlers their desires as far as
fueling facilities were concerned and the City's roll in development of
fueling docks.
Mr. Mike Horton presented his ideas of a boat ramp concept which would be
to go inward rather than outward, the basic reason being that anything
built out into the water is not going to be as successful as one that is
sheltered at a place already somewhat developed for boat use. There must
be more information concerning the silt and sedimentation in that area,
however once that is completed or further along, it is still something
for consideration. The indications from the last samples taken will be
available in 3 to 4 weeks, Those present indicated a favorable response
to Mr. Horton's ideas.
A lock system was then discussed for the concept outlined above. It would
be a sediment lock rather than a tidal lock and would allow boats access
to the tie ups and the lock could remian closed during the winter and spring
thus not allowing the sediment to build up during that season and allowing
good drainage during the summer. Four at 40' would be a good size. The
layout of the project was discussed and it was decided that a test hole
was needed and a cost estimate once all the necessary data was in.
Chairman Williams discussed the need to get the skiffs removed from the
float and this initiated a change from the original idea of two floats
needed. If the leaving or storage of skiffs could be enforced, there
would be no need for a second float.
Mr. Horton suggested some minor changes in the launch grid which would
upgrade it for use until the rest of the engineering could be brought
to a stage of commencing.

Chairman Williams reminded those present that at the minimum, it will be
3 to 4 years before the beginning of a harbor if there are no problems
and if it is approved. Mayor O'Reilly asked when the readings would be
completed and Mr. Horton indicated that April would be the last dip but
the model will be ready around that time and the last dip will be a con-
firmation of what they have already obtained. It will be important for the
City to have it's act together funding-wise around January.
The shower and restroom facilities were discussed and it was decided that
only a minimum of restroom facilities were needed at this point in time
rather then the shower facility at first discussed, and will be added as
the harbor project progresses.
The amount of fuel to be handled at the boat ramp was discussed ranging
from 700,000 to 10,000 gallons. It was decided that the best idea was to
have 10,000 gallons each of gas, diesel, and a small tank for premix with
room for expansion as the project moves ahead and it is determined how
much will be used.
Mayor O'Reilly asked when the bluff erosion testing would be done and Mr.
Horton indicated that it is ready to send down.
