GUEST SPEAKERS a. ,Presentation by TAMS, ,En. gin. eers Mr. Mike Horton outlined the steps he wished to take for the presentation beginning with 1) sediment readings/findings 2) outline designs on marine fueling facilities 3) bluff erosion. Mr. Armando Balloffet, TAMS Engineer presented the results of the silt & sedimentation study to date. Another reading will be taken this week. A significant finding was that the river has not changed considerably since the Corps of Engineer study 5 years ago. A sounder and survey was taken in exactly the same position as the corps at that reading. V'As far as hydraulics are concerned the river is in a quasi-steady sta~e~ except for the .erosion in the bluff area." Mr. Balloffet then went on to explain velocity and "material suspension" describing how the salt water and fresh water do not mix during tide changes and also the silt and sedimentation that remains suspended~ in the water. Two tide guages were installed on both sides of the river to measure tides. An observation was made that determined that the river, up- stream of the bridge really controls the flow although there is tidal motion. It was further observed that there was more sediment on the flood tide coming from the mouth than in the ebb tide going out, however TAMS found 1/3 of the sediment in suspended samples than the Corps found. At this point there was no conclusions that can be drawn. KENAI ADVISORY HARBOR COMMISSION Regular Meeting, November 18, 1982 Page 2 A preliminary conclusion could be~ drawn after the spring tides, that being a more critical time and having the most impact on the final~ conclusions. After taking the soundings, TAMS was asked about a site for a possible harbor facility. Mr. Balloffet commented that the proposed site would be best for the City pier~ or downstream of the ramp, however the location would be prohibitive. The next best site would be the location of the ramp itself from a sediment point of view. The Commission then reviewed the plans for the boat ramp modifications with TAMS agreeing with the designs as presented, then discussed the possibility of having the facility in place by June 1, 1983 for that fishing season. "It's time to do ~away with the 'rent-a-can' attitude" in reference to the facilities that haVe been discussed especially in view of the money that is generated by the fishing industry. MOTION' Commissioner Dragseth moved to request the funding for this prOject be made to the Alaska State legislature.in the amount of 1.75 million dollars, seconded by Commissioner Thompson. ~ Motion passed with unanimous approval The Commission further discussed the permits needed from the Corps of Engineers four the first phase of the small boat harbor. - MOTION: Commissioner Dragseth moved to recommend that TAMS pro.ceed with the application of the Corps of Engineers permit modifications for the changes as required, seconded by Tom Thompson. Motion was unanimous TAMS was then asked to get some figures to assist with the bid documents for funding to find out where the project stands. 6. COMMUNICATIONS None 7. REPORTS a.. Discussion of TAMS Bluff Erosion Report TAMS Engineers gave a slide presentation, on the problems and possible solutions with their costs. There were no recommendations at this time. Membership Chairman Williams reminded the commission that there were only 6 members and that should Mr. Peterkin continue to be absent from the Commission it will be one more year of 6 members. It was decided .that Chairman Williams will speak with Mayor O'Reilly and Mr. Peterkin. A Mr. Houks has expressed an 'interest in the Harbor Commission and would be a good asset. 9. NEW BUSINESS None 10. PERSONS PRESENT NOT SCHEDULED TO BE HEARD ADJOURNMENT There being, no further business, the meeting was adjourned.
