4. GUEST SPEAKERS
Oim White - Ba~ge Docking Facilities
Chairman Williams explained, he asked Mr. White to this
meeting because the Harbor Comm. will have a say in the
overall scheme. This would be on the primary site as the
most optimum site on the river, but since it was privately
owned, they had opted for City property. Mr. White said he
is speaking for Dan Frederick's proposal. He would like to
donate enough land to the City if the City will provide a
dock and access. It would be the property between Dragnet
Fisheries and Salamatof (the City dock). Chairman Williams
added, some of the ideas are, if Mr. Fredericks donates the
property, the city could dredge a slip for large barges and
build a dock facility. We would open ourselves up to .large
barges for safe haven. There is a potential for a rail
barge, they could be rolled off onto spur trucks. The
trucks could connect to the airport. The rail cars could be
brought in at the airport to all over Alaska instead of into
Anchorage. The potential is there for a transportation
base. The rail barges could go out of the river to Coll'ier
for urea, be sealed, shipped to Seattle and connected
anywhere .in the country. It would not have to be

(ransferred. A rail could be built [o Collier, but ~his
seems more feasible. Corem. Thompson no(ed it is feasible if
[he ~ea[.her cooperates. Comm. Hou(z noted they could no[ use
a box car at Colliers, i( is a ver(ical drop. Collier loads
by gravity drop and a slinger. Chairman Williams suggested
Collier could modify ~i[h a chute. Comm. Hou(z replied he
doubted if Collie~ could do [.hat, bagging and dropping [o
box ca~s could be feasible. H~. White said, cu~ren(ly ~hey
load in bulk [o Riverga[e and re-load [here, [hey ~ould no(
have [o ~e-load. All [he rail (raffle comes up hece and goes
back empty. If ~it'~is mar-ked ~he. re for destination, i~ could
go direct. Comm. Weller asked if it was worth the
modification to the company. Chairman Williams noted it
~ill be large shipments. Mr. White noted, development is
coming, the Anchorage bo~l is saturated, there are also
environmental problems there. Chairman Williams suggested
Finance Director Brown prepare an updated budget on ~hat
monies are available, and that the Commission consider
asking TAMs to do a minor study and dra~ings to see if a
b.arge facility could be built there and costs.
The commission agreed ~o ~he suggestion.
Comm. Hou~z asked Mr. White, how big is the area? Mr. White
replied, 275 ft. frontage. Comm. Hou~z asked, what would
~he City ne~? Mr. Whi~e replied, i~ would be a public
dock. Any business would have access ~o i~. He no,ed i~
costs as much [o ship from Sea~le ~o Anchorage as it does
from Anchorage ~o Kenai. Comm. Hou~z asked, where are they
off-loaded now? Comm. Weller replied, Northland loads in
Sea~le and off-loads in Kenai on a regular basis. 2 more
come in ~o Homer because ~here is no facility in Kenai.
Chairman Williams no,ed there are some pre~y good sized
~enders working ~he river. Mr. Whi~e said for every new
business you have, ~hat is 6 more people going ~o work. It
also lends s~abili~y ~o the area. Comm. Weller said he
wan~ed ~o make sure ~here was room on ~he dock for all
businesses wan~ing to use i~. Mr. White said the adjoining
acreage could be developed. He added, you would need a por~
captain for scheduling. Chairman Williams asked Mr. Whi~e
~o contac~ Mr. Fredericks and have him lay ou~ in writing
wha~ his in~en~ions are, ~he property donated and wha~ he
expects in re~urn. Then Harbor Comm. could go ~o Council,
move on ~o plans, and con~ac~ barge opera~ors. Mr. White
noted ~he ~rucking companies are owned by barge opera~ors.

Chairman ~illiams explained, Mr. Zubeck is requesting
dumping fill a~ ~he S~ires Rd. area. Our concern as a public
agency is ~hat i~ is on ~etlands. He suggested a le~er be
sen~ s~a~ing Harbor Comm. has no objection ~o issuance of
~he permit, and Harbor Comm. has no jurisdiction over ~hose
lands located [ha~ distance from ~he harbor.
Commission agreed to the request.

Chairman ~illiams said our question is ~he~her ~he design
~as proper after construction. He suggested ~he Commission
defray (sic, defer?) comment on paymen~ ~o the City Manager
and Engineering Dept. If they feel the job ~as completed,
le~ ~hem pay i~. Engineer LaSho~ is a~are of ~he
shortcomings. Comm. Thompson no~ed ~e do no~ kno~ if it was
construction or dra~ing problem. Chairman ~illiams said ~he
City re~ains inspection responsibility. Comm. ~eller said
if ~.he contractor followed instructions on ~he steep grade,
i~ ~ould no~ be his fault. Chairman ~illiams said if it is
faulty plans, our recourse is ~o the engineering firm. He
suggested ~e hold action ~ill ~hey mee~ ~i~h ~ Engineer
LaSho~. Comm. Thompson asked if ~hey had ~o sign off.
Chairman ~illiams replied yes, bu~ ~hey said he ~orked
according [o specs. The ramp end is below the.mud .~The 1st
~ide has dumped 1-1/2" to ~" of mud. Comm. Thompson said
~he earlier ramp ~ould get mud on ~he lo,er end in ~in~er,
but no problem in ~he summer. Chairman ~illiams added, ~he
fill is ~ashing ou~. He suggested a meeting ~ith all
commissioners, City Manager Brighton and Engineer LaSho~.
Comm. ~eller suggested slides of ~he area for ~he meeting.

The Commission decided on meeting Nov. 8, 198} in Council
chambers, ~equest Enginee~ LaShot and City Manage~ Brighton
attend, and urge all Commission members to come. Comm. Houtz
will contact M~. Horton of TAMs .~ega~ding the ramp and
submit a cepo~t to the Commission. Chai_~man Will.iams asked
that minutes of this meeting be sent to M~. Brighton and Mr.
LaShot with hi-lites of this item.

TAMs Sedimentation Study
Chai.~man Will~ams explained, TAMs has one more project, ~he
Feasibility s~udy. He would like ~o ask TAMs Fo.~ insigh~
in~o ~he nex~ phase in ~ime For ~he nex~ meeting, and ask
~hem ~o send any de~ailed malaria! conce.~ning ~he nex[ phase
oF analysis. He also asked [ha~ City Manage~ B~igh~on and
Engineem LaSho~ ~eview ~he minu~es and le~ Chairman Wi~liams
know iF ~hey have any grave concerns abou~ ~he design; and
~ha~ Comm. Hou~z is ~aking pictures and con~ac~ing TAMs
~ega~ding ~he design.
Chairman Williams repo~ed he received a magazine from TAMs
for review of ~he Commission. TAMs will be presenting a
packe~ to presen~ ~o ~he Legislature if ~he Comm. de~ermines
we wan~ ~o go ahead wi~h ~he harbor. The feasibility, s~udy
will be done before ~he Legislature convenes. He had no~
been ~o Council work sessions regarding Capital Improvements
because he was wai~ing for ~he s~udy. He had a long ~alk
wi[h Gov. Sheffield regarding ~he harbor and o~her i~ems
las~ week. The Governor's sentiments are ~ha~ if ~ is
needed, i~ will be buil~, bu~ i~ mus~ be a proven need.
