Chairman Williams gave a history of the land t~ade up to the p~esen~ time;
how they wili affect the waterfront area, wha~ poten~iai for deveIoping a
dock facing in ~he area south of Salama~of dock; and whethe~ o~ not to look
at o~he~ areas.
Chairman Williams called for a report from the Engineering Dept. Public
Works Director, Kei[h Ko,hells p~esented a map colo~-coo~dinated to show
the lands to be traded. Bill Brighton explained that the bank is washing
away and that the primary purpose of the trade is ~o consolidate storage
and giving another individual water frontage allowing them to put up a fish
processing facility fo~ loading and unloading. The plant manage~ of
Salamatof had stated that it was his opinion that it would be advantageous
to aiI parties. Wha~ is needed is some type of consent o~ opinion ~o pass
aIong to CounciI.
Two primary considerations are: 1) would the Harbor Commission feel ~hat it
would enhance the vaIue or lease of ~he Iand and promote more industry on
the waterfront, 2) determine whether or not to build some dock facilities
up to wha~ wouid then be ~he City proper~y Iine,)) what ~ype of arrange-
ment has been discussed with Saiamatof as to use of the dock if the City
builds it.
The Commission discussed the use of Trac~ A, i.e. whether or not it could
be used for a docking faciIity. Mayor Wagoner s~ated that "at no ~ime was
the City given permission to use Tract A by BLM." Chairman WiIliams stated
that, "I don't beiieve we wouid have spen~ a half miliion dolIars on
engineering Iooking at a 30 million doliar harbor if we hadn't cIeared that
issue up". Dead files wilI be researched to ascertain that BLM has given
or no~ given consent for use of Tract A.
The Commission turned discussion to docking facilities for off-loading
barges. Commissioner Hou~z asked what pubIic input has been received.
Commissioner Thompson s~ated that he remembered a~ least one public hearing
where very few, perhaps one or ~wo, commercial fishermen appeared.
Chairman WilIiams asked Commissioner Dragse~h, "if the City were to build a

dock, would Royal Pacific be in a position to extend the dock facility and
incorporate it in the one project. Commissioner Dragsekh answe~ed~
"financially, no".
Chairman Williams stated that he did not feel the Commission could move
ahead in that the deed restrictions would prevent the City from using this
site; the Salamatof t~ade would not give the City a large enough dock
facility to do anything worthwhile. Mayo~ Wagoner stated that a deed
restriction could be cleared up, and begin researching some barging
companies such as SeaWay lo determine the length of dock needed and the
comparability for that type of operation du~ing the summer fishing months
which would need the dock for fishing opera~ions. Chairman Williams
suggested a financial partnership with the City and Seaway fo~ funding o~
more money from the 5take. Mayor Wagoner pointed out that the revenue
which would be derived from tonnage passing over the dock on a scheduled
basis and more than 5 months of a year would be of considerable financial
benefit.
Chairman Williams stated that it appeared that the Commission was unable to
come to a conseosus of opinion on the issue until 2 major issues could be
resolved and that Administration is asked to:

Investigate the availability of Tract A with BLM
2)
Open discussions with SeaWay to determine needs

full advantage of the movement. The problem comes when you t~y to extend

Until the answer is returned regarding the availability of Tract A, any
plans are forestalled.
Mayor Wagone~ stated that he has discussed with Council the possibility of
combining Commissions into an overall Transportation Commission including
the airport. If this ever comes into being, there will be some freight
traffic with the airport. ~his is a suggestion for consideration.
