ADJOURNMENT Set agenda for next meeting KENAI HARBOR COMMISSION August 15, 1988- 7'00 PM Held, Kenai City Hall Minutes of Regular Meeting Presiding- Leon Quesnel, Chairman Meeting was called to order by Chairman Quesnel at 7-15 PM 1. APPROVAL OF AGENDA Under New Business, added item e. Alaska Fishing Rigarama The agenda was accepted as amended. 3. APPROVAL OF MINUTES OF APRIL 18, 1988 There were no minutes, because of lack of quorum. 4. PERSONS PRESENT SCHEDULED TO BE HEARD None. 5. OLD BUSINESS a. Update- Kenai River, Dredging of Sand Bar Chairman Quesnel reported that no official correspondence has been received from the U.S. Corps of Engineers. The engineer in charge indicated to Chairman Quesnel that it didn't look like there was enough justification to go any further with it at this time. However, there is a study going on about it. Public Works Director Keith Kornelis stated that he asked the Corps engineer for a letter regarding a decision from the regulatory agency about buoys in the channel and where they should be placed. b. Update- City Dock Staging Area Permit & Fill KENAI HARBOR COMMISSION Page -2- Public Works Director Kornelis announced that the City received the Corps permit. They are working with the borough regarding getting some fill from them. There will be a follow-up meeting the 18th. c. Update- Corps of Engineers Determination of Wetlands Regarding Cold Storage Facility Placement Public Works Director Kornelis announced that a determin- ation has been received from the Corps, determining the area to be wetlands. The next step is to get a permit application to go through the permit process. d. Update- Kenai River Flats Viewing Area Project Chairman Quesnell reported that the Chamber of Commerce will ) get a letter to the City regarding detailing the physical · material and labor they can supply. Public Works Director Kornelis stated that the application for grant is being held pending receipt of the Chamber of Commerce letter. He said that whatever the Chamber does not contribute, the City will have to contribute up to the $90,000 level in order to take full benefit of the grant. e. Update- Determination by ADF&G Regarding Fish Habitat Public Works Director Kornelis reported that no answer has been received to his letter to Fish and Game. f. Update- Commercial Fish Industry Study Chairman Quesnel reported on his meeting with Mr. Coughen- hower who is working on a study of the fishing industry for businesses and for the commercial fishermen. He is working through the University of Alaska Cooperative Extension Program on behalf of the City of Kenai. He is looking for results of 1986 and will appreciate cooperation in answering questions on his forthcoming survey form. g. Update- Navy Homeporting & P-3 Orion Survey Commission member Barry Eldridge reported on his meeting with three Naval facilities personnel. He stated that Kenai will be considered along with other ports they looked at. Public KENAI HARBOR COMMISSION Page -3- Works Director Kornelis reported that a brochure was prepared for them giving statistics of the airport and port area. They will narrow it down to four places, then have an in-depth study of those areas. h. Update- City Dock Operations Public Works Director Kornelis reported that this has been a very successful summer. He doesn't have figures yet on finances. There was discussion of a problem with the water at the dock, and consideration of treating it. Marvin Dragseth asked to be heard from the public. He stated that the hoses are insufficient, that there should be six diesel, and four gasoline hoses, and a floating dock. Discussion followed. Chairman Quesnel stated that the commission will take a look at this problem for a future project. i. Future Projects- 5 Year Plan Enlarging the dock to handle more fuel as discussed above. 6, NEW BUSINESS a. Release of Tidelands for Lease- Seaward of Lot 3, Blk 3, Proposed Kristine S/D #1 (Powers) b. Release of Tidelands for Lease- Seaward of Lot 2, Proposed Kristine S/D #1 (Dragseth) City Secretary Dana Gerstlauer presented the two releases for the Commission to make their recommendation to the City Council as to whether they should be released for lease. MOT I ON: ,, Commission Member Barry Eldridge moved, seconded by Commis- sion Member Will Jahrig, that the Commission approve the concept of releasing the Tidelands for lease. A vote was taken with four yes. Motion carried by unanimous consent. c. Report on Ports Alaska Meeting KENAI HARBOR COMMISSION Page -4- Chairman Quesnel reported on a meeting he attended in Anchorage. A new committee recently formed covers all the ports of the state of Alaska. The general concept is to promote the ports for possible international shipments, possibly with free trade zones They meet once a month in various area and they are putting out a ports directory which will be available for public use throughout Alaska. The City of Kenai has sent in advertise- ments to be placed in this directory showing what Kenai has to offer on a national and international basis. They also would like to get ideas from others as to how ports should be developed and/or other advice or ideas. The next meeting will be on September 23, 1988 in Anchorage at the Ports of Anchorage office, time to be announced later. Commission Member Barry Eldridge announced that he may attend. d. Harbormaster's November Meeting in Sitka Chairman Quesnel announced that the Harbormaster's Meeting in Sitka will be November 14th through 18th. Details on accommo- dation and agenda will be available before 15 September. It was decided that Chairman Quesnel will go. e. Alaska Fishing Rigarama Public Works Director Kornelis reported that there is a Expo type Fish Rigarama at the Sports Arena on September 16, 17 and 18. It costs $350.00 for a booth, but it needs manned. On Friday the 16th, the hours are 3 PM to 9 PM; on Saturday the 17th, 10 AM to 9 PM; On Sunday the 18th, noon to 5 PM 7 . CORRESPONDENCE a. The Ports Alaska Schedule was discussed previously. b. The Harbor Howls may come up for discussion again at the Harbormaster's November meeting. c. Port Directory was discussed previously. 8. COMMISSION QUESTIONS & COMMENTS Meeting was open to the public- KENAI HARBOR COMMISSION Page -5- (1) Larry Powers. Had a question for the Commission to consider. A ripairing owner, an owner of riverfront or lake- front property, has certain particular privileges. He would like to know what those privileges or rights are. He understands it to mean a right to build a pier out to navigability. What degree does the Harbor Commission recognize those privileges or rights as a ripairing owner? Mr. Powers also had a question regarding the fuel. He leased a spot on the city dock last summer. There is a problem regarding other companies using the city facilities, the crane, forklift, and the staging areas for a penny a pound more than he was paying, without paying the $50,000 up front as he and others did. Why should anyone lease a space when for a penny a pound more we can get all the services? (2) Mike McKeon, General Manager for Dragnet Fisheries commented on Navy Homeporting. He grew up in a Navy family and does not feel that Nikiski is suited for a port for Navy ships. He feels the city should concentrate efforts on the P-3 Orion, and the whole peninsula would benefit.
