Present: Leon Quesnel
Will Jahrig
Ron Rainey
Absent- Tom Thompson
Since there was no quorum this group proceeded as a work
session. · ~
Those present reViewed the minutes from the April 10, meeting.
and found all to be in order.
Senate Bill 111 was discussed (this bill is to support boating
safety legislation) and Leon Quesnel said that he would contact
Public Works DireCtor Keith Kornelis concerning a .... letter of
support from the city..
2. NEW BUSINESS
a. Corps of Engineers Permit Application- Kenai River 238,
Mooring Buoys in Mouth of Kenai River. -
Leon Quesnel,Will Jahrig and Ron Rainey discussed at length
and again said that the Kenai Peninsula Borough should
con~act, the Corp of Engineers with a letter requesting
that they conduct a study of the permitted moorings in the
Kenai River .and determine a reasonable plan for the placement
o.f buoy permits.
· b...Discussion - Letter from Borough Mayor Don Gilman.
Those present discussed the letter from Mayor Don Gilman
to Mr. Bob Oja,Corp of Engineers in regard to issuing
permits for mooring byous in the lower Kenai River. When
this commission meets again a formal action will be taken.
c. Marine Debris: Leon Quesnel gave information that' he
had received from Newport Beach,Oregon regarding plastic
debris. Mr. Quesnel said that he had material to pass out
and would do so at the next meeting·
3 . CORRESPONDENCE
a. Economic Development Proposal.
Mr. Quesnel went over the material that each commissioner
had received regarding this and made comments on the

EDDInc. that Vince O'Reilly is working on. More information
Will be available on this at a later date.
The recent trip to Homer was discussed and the economic
impact to the City of Kenia as a result of Prince William
Sound Oil Spill.
This work session closed at 7-45 pm.
