ROLL CALL: Present Tom Thompson Leon Quesnel Barry Eldridge Ron Rainey Public Works Director- Keith Kornelis Absent Will Jahrig Irving Witborough 2. APPROVAL OF AGENDA: Under"New Business"add-Item e. Control and Setting of Mooring Buoys and Issuing Permits. Under" Correspondence" add : Harbor Master. Tom Thompson moved to .approve the ammended agenda,Leon Quesnel seconded. Motion carried. 3. APPROVAL OF MINUTES OF APRIL 10,1989: ROn Rainey moved to approve the minutes. Seconded by Leon Quesnel. Motion carried. 4. OLD BUSINESS: a. Report on Wildlife Viewing Area: Public Works Director Keith Kornelis said that there had been no status change. b. Report on Marine Industrial Project: Chairman Barry Eldridge noted that the last report he had heard was there were no funds available for this project and it had been put on hold for one year. c. Report on Gravel Fill for Parking Extension- Keith Kornelis commented that the contract had been awarded to Foster Construction and a Pre,constr. uction conference would be held May 9. , 5. NEW BUSINESS: a. Corp of Engineers Application for Mooring Buoy at 1.2 mi. above mouth of Kenai River- Theodore Sadler b. Corp ~of Engineers Application for Mooring Byou at 475 yds from Kenai Boat Ramp. Both of the above were discussed at length and at this time Page 2 Kenai Advisory Harbor Commission May 8, 1989 Leon Quesnel moved a resolution be made by the Kenai City Council asking that the Corp of Engineers present a reasonable plan for the placement of buoy permits. Also that the Corp of Engineers conduct a survey of the Kenai River bottom lower five miles, and provide a detailed map showing placement of the permitted mooring locations. The map provided is to be overlayed with a grid to facilitate the identification of the location of the permitted b~oy.s. Consideration for the placement of mooring buoys needs to be given in maintaining a safe navigation channel for other vessels. This information will help to alleviate the ongoing problem of reviewing mooring permits without knowing the number and location of the exiSting permits. Ron Rainey seconded and a roll call vote was taken with all present commission members in favor. Motion carried. In regard to the two applications submitted to this Harbor Commission at this.meeting , Commissioner Ron Rainey moved that both applications be turned down for lack of information regarding present permits. Tom Thompson seconded. Roll call vote was taken and motion passed. c. Dock Facilities: Leases, Equipment, Etc. Di~'cussion followed with Keith Kornelis who said that there had been a great deal of ice damage this year and ~that at the recent low tide the Ramp had been cleaned and repairs made. Piles for the ramp may be able to go in this week and both leases are opera ting. d. Clean Boat Ramp: It was suggested that the Boat Ramp and the facilities be made available earlier in the year however it was noted that the City does not have the personnel plus' it is necessary to wait until the ice goes out of the river befor anything can be done. This usually happens in mid April when the low tides occur. 6. CORRESPONDENCE: · Leon Quesnel passed around the information that he had received Newport Beach, Oregon and the Pacific Marine Fisheries Commission. He also reviewed and read the letter from the Association of Harbor Masters. At this, time the Harbor Commission asked if the posters and marine trash debris information could be sent out by Janet Loper to the processors 'with the hope that they will display them. Recording Secretary said that she would notity-Janet Loper and give the information to her. 7. COMMISSION COMMENTS AND QUESTIONS: Barry Eldridge asked what was happening with the .Comprehensive Plan and suggested that this be looked into. Page 3 Kenai Advisory Harbor Commission May 8, 1989 Keith Kornelis was asked if the name "KENAI HARBOR MASTER" could be put on the side of the skiff that is used. He will see if this can be done. It was asked if the Northland Service Dock was going to be put in and Mr. Kornelis said he did not think so. Ron Rainey asked what the goals and objectives where for the Harbor Commission and requested that they be clarified. Next meeting May 22, 1989. Leon Quesnel made the motion for adjournment' with Ron Rainey second. Motion carried.
