APPROVAL OF AGENDA'
Under Old Business "Item D" add Boat Ramp, under "8" add
Update Comprehensive Plan and under New Business "Item D" add
Commerical Fishing Study. Tom Thompson moved to approve the
agenda as amended. Seconded by Leon quesnel. Motion
carried.
APPROVAL OF MINUTES OF SEPTEMBER 25, 1989'

OLD BUSINESS'
A. Corps of Engineers Permi~ Application' Request Appeal
denial For Gracie Kendall' Commissioners discussed ~he
application and ~he Commission's previous denial.
Leon Quesnel moved to approve the permlt application for
G~acle Kendall. E~vln Wltb~o seconded. Motlon ca~ied.
B. Review Five Year Plan -- Update Comprehensive Plan'
Commissioners reviewed the Five Year Plan outlined at the
last Harbor Commission meeting. Some revisions were made.
A copy of the revised plan is attached to these minutes.
Commissioners also discussed a memorandum from Janet Loper,
Planning Specialist, regarding the City of Kenai's Comprehen-
sive Plan. The Council is planning a work session on the
comprehensive plan and would like someone from the Harbor
Commission to attend, if possible. The meeting will be
November 29th at 7pm. Vice Chairman Thompson will attend
if he is in town. Commissioner Rainey will act as "back up"
if Mr. Thompson can't attend.
Discussion continued regarding Item #1 in the Five Year Plan,
the Additional Boat Ramp and Development. A memo from City
Engineer, Jack LaShot, was discussed. Action taken'

that Option #2 be considered only if Option #1 w~11 not be

C. Update Reports' None
D. Bo.at Ramp' Commissioners discussed the problem,with the
grid. After some discussion, Commissioners asked that
Public Works Director Korneli$ discuss the problem with the
Commission before the grid is removed.

The p~pes could be a potential hazard to navlgatlo, nin the
river.
The Hat-bdt Commission further recommends that the applicant
use additional lengt-h or line between the anchor and the buoy
to insure that the anchor is not moved on high tide. The
scope of line on the system should be based on the depth of
~ater in the requested location.

C. Ha[bo~ Masters Convention - Novembe~ 6-10, 1989'
Commissione~ quesnel [epo~ted on the Harbor Masters
Convention held in Seward. A w~itte, n ~epo~t will be finished
and sent out in the packets to Commissioners. A lot of the
information p~esented at the convention dealt with the
Ma~pol V ~egulations and implementation. The next convention
will be held in Skagway and the 1991 convention will be held
in Kenai.
D. Commerical Fishing Report- Doug Coughenower's Commercial
FishinQ Report is al: the printers and should be ready soon.

Commissioner Eldridge passed out an article from The Tides
written by ~r. Coughenower called~"Coastal Communities have
Advantage in Untapped Tourism .Resources". Commissioners
~alRed abou~ ~he article and some of ~he points made in ~i~.
Lots of good information was presented and ideas for our
area were discussed.

SUBJECT' Response to Memorandum from Jack LaShot, City Engineer concerning
the proposed boat ramp facility
The Harbor Commission, at their regular meeting, ~.ook the following action in
response to Mr. LaShot's memorandum dated 11-20-89.
"Commissioner Rainey moved to recommend Option f~l as the Harbor Commission's choice
of the two options laid out in the memo from Mr. LaShot. The Commission further
recommends that the project be built with both ramps from the onset; and that
Option f~2 be considered only if Option f~l will not be available.
Motion seconded by Commissioner Thompson.
Motion carried.

KENAI HARBOR COMMISSION
FIVE YEAR PLAN
1. Additional boat ramp and development--Current proposal by City Engineer
discussed at the 11-20-89 Harbor Commission Meeting. Option #1 preferred
by the Harbor Commission with both ramps being built from the onset.
Commissioner Thompson will follow up on this five-year goal and keep the
Commission members informed.
2. Lengthen dock and build a new trestle--approximately 150 foot lengthening
proposed by the Harbor Commission. Leon Quesnel will follow up on this
goal and keep the Commission informed.
3. Promote available lease land on Kenai River. Promotion of the harbor area~-
continue to promote industries in the harbor that are compatible with the
fishing industries. Investigate<.ways to bring in new industries such as
a reduced tax plan, or bringing down water and sewer~!.facilities to the harbor.
Commissioner Eldridge will be responsible for follow up on this goal.
4. Fill old boat dock area--look at all the options available for this area.
Commissioner Ron Rainey will follow this up.
5. Phased program to bulkhead city bluff and develop the bluff area including
the release of private lands to the city--Commissioner Whithro wil~ follow
up and report back to the Commission on developments in this area.
6. Develop a plan for administering the Marpol Annex V 73/78 regUlations in
the Port of Kenai (Lower River)--Commissioner Eldrige will follow up with
the Coast Guard°
7o CathOdic Protection needs for the dock facility. Commission Thompson will
follow this and report back to the Commission.
